Landscapin>?: The Landscape Plan prepared by C. Caraway Designs, on February 17, 2006, labeled Sheet L.1, is approved (stamped "Approved" on September 19, 2006 by the Meridian Planning Department) with the following changes/notes. 1) UDC 11-3B-9 requires all landscape .buffers to adjoining uses to result in a barrier that allows trees to touch at the time of tree maturity. A sufficient number of trees shall be added to the required buffer on the southern properly line to meet. this requirement (see redlines). 2) UDC 11-3B-8 requires at least one tree in all parking lot planters. One tree shall be added to each of the two planters adjacent to the trash enclosure (see redlines). 3) Per UDC 11-3B-5 mulch shall be used in all required planting areas. Use of mulch, organic, or rock as the only groundcover in the required planting areas is prohibited. Required landscape areas shall be at least 70% covered with vegetation at maturity. The use of pea gravel, drain rock or other similar products is prohibited in planting areas. (see redlines) The approved landscape plan is not to be altered without prior written approval of the Planning Department. No field changes to landscape plan permitted; prior written approval of all material changes is required. Site Plan: The Site Plan prepared by C. Caraway Designs, on February 17, 2006, labeled Sheet C.l, is approved (stamped "Approved" on September 19, 2006 by the Meridian Planning Department) with the following changes/notes. 1) All parking lot planters shall be a minimum of five feet in any dimension measured from the inside of curb (see redlines). The approved site plan is not to be altered without prior written approval of the Planning Department. Elevations: The Elevations prepared by C. Caraway Designs, labeled Sheet A5.1, A5.2 are approved with no changes from the Planning Department. Irri ation: An underground, pressurized irrigation system must be installed to all landscape areas per the approved specifications and in accordance with UDC 11-3A-15. Protection of Existing Trees: Any existing trees on site must be protected or mitigated for in accordance with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B-10, coordinate with the Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection relocation measures for the existing trees prior to construction. Any severely damaged tree must be replaced in compliance with UDC 11- 3B-10-C.5. Parkin: A recorded copy of the proposed cross access easement to the properties east and west of the subject lot shall be provided to the Planning Department prior to final occupancy. Proposed parking areas shall be paved and striped in accordance with UDC 11-3B. Project engineer/architect shall certify that the number and size of handicap-accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA and signed accessible. See redline parking changes/notes on the site plan. Curbing: Per UDC 11-3B-SI, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to allow for storm water runoff. Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed prior to occupancy. Drainace: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully vegetated, and shall be designed in compliance with UDC 11-3B-11 and UDC 11-3A-18. Li htin :Lighting shall not cause glare or impact the traveling public or neighboring development and comply with lighting standards as defined in UDC 11-3A-11. Si a e: No signs are approved with this CZC. All business signs will require a separate sign permit in compliance with UDC 11-3D. Trash Enclosure: All dumpster(s) must be screened in accordance with UDC-11-3A-12. Trash enclosures must be built in the location and to the size approved by SSC. Handicap-Accessibility: The structure, site improvements and parking areas must be in compliance with all federal handicap-accessibility requirements. ACHD Acce tance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be submitted to the City of Meridian Planning staff for approval prior to the issuance of a building permit. Certificate of Occupancy: All required improvements must be complete prior to obtaining a Certificate of Occupancy. A written certificate of completion shall be prepared by the landscape architect, landscape designer or qualified nurseryman responsible for the landscape plan upon completion of the landscape installation. The Certificate of Completion shall verify that all landscape improvements, including plant materials and sprinkler installation, are in substantial compliance with the approved landscape plan. A Temporary Certificate of Occupancy may be obtained by providing surety to the City in the form of a Letter of Credit or cash in .the amount of 110% ofthe cost ofthe remaining improvements. A bid must accompany any request for Temporary Occupancy. Plan Modifications: Except for the items mentioned above, the approved Site Plan, Landscape Plan and Elevations stamped "Approved" on September 19, 2006, are not to be altered without prior written approval of the Planning Department. The optical system consists of a hydro-formed and anodized aluminum reflector and a prismatic glass lens that obsares the lamp image and improves uniformity. The lamp socket is field adjustable for high or law beam patterns. The H4758 1/04 housing and door are aluminum and finished with a seven stage pretreatment and polyester paint process that provides exceptional durability. The door is fully gasketed and bnro quarter-tum fasteners enable easy access for relamping. The Somerset lumin provides easy cc maintenance. The components are moue single tray. A quids dis provded for the vvirinc tray is secured by quarter-tum fastener. NOLOPHANE® 2 The luminaire shall mnsist of a formed 1.3mm (18 ga.} alumi- num housing with cast aluminum door frame bottom endosure to hold prismatic lens or flat tempered glass. All exposed surfaces shall receive a seven stage deaning and pre- treatment prior to painting. The finish shall be a fade resistant (color) polyester powder paint baked on to provide a hard durable coating. Reflector shall be hydroformed aluminum alloy #3002 reflector sheet, chemically brightened and anod'¢ed. Mounting bolts, washers and nuts shall be ano-plated steel. Electrical components (ballast, capacitor, fuses, starter board, etc) shall be mounted to a single removable galvanized steel plate. Socket vvires shall have plug-in disconnect Complete electrical assembly shall be removable by unplugging socket leads and primary leads and disengaging one quarter-turn faster. The relevant ACRD policy for this application on an arterial roadway is as follows: • District policy requires 120-feet of right-of-way on a 7 lane principal arterial roadways (Figure 72- F1 B). This right-of-way allows for the construction of a 7-lane roadway with curb, gutter, 5-foot concrete detached sidewalks. • District policy requires 7-foot wide attached (or 5-foot detached) concrete sidewalk on all collector roadways and arterial roadways (7204.7.2). The site specific conditions for approval for this application are as follows: • Construct a 5 foot detached concrete sidewalk abutting the site no closer than 53-feet from the center line of Fairview Ave. Dedicate 60-feet of right-of-way from centerline of Fairview Ave, as per District policy.
