The issuance of this permit does not release the applicant from any previous requirements of the other permits issued for this site. Landscaning_ The Landscape/Site Plan prepared by Richard L. George, Architect, on July 7, 2006, labeled Sheet A-1, is approved (stamped "Approved" on July 31, 2006 by the Meridian Planning Department) with the following changes/notes: 1) A solid fencing material (wood, block, or vinyl) shall be used to screen the storage area from adjacent properties as per UDC 11-3A-14 which requires all outdoor storage areas be "fully contained and out of view from adjacent properties and public streets." Chain link with vinyl slats will NOT meet this requirement. (see redlines) Other than t he above-mentioned change, the approved landscape plan is not to be altered without prior written approval ofthe Planning Department. No field changes to landscape plan permitted; prior written approval of all material changes is required. Site Plan: The Site Plan prepared by Richard L. George, Architect, on July 7, 2006, labeled Sheet A-1, is approved (stamped "Approved" on July 31, 2006 by the Meridian Planning Department) with the following changes (see redline changes on site plan): 1) The proposed site plan only shows four existing parking spaces in front of the phase 1 building. The minimum number of parking spaces required for the buildings shown is ten. The additional six spaces must be located outside of the proposed security gate, properly striped, and meet the dimensional standards for parking stalls as described in UDC 11-3C-1. Except for the changes mentioned above, the approved site plan is not to be altered without prior written approval of the Planning Department. Parkin: The proposed parking areas shall be paved and striped in accordance with UDC 11-3B. Project engineer/architect shall certify that the number and size of handicap-accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA and signed accessible. See redline parking changes/notes on the site plan. Curbing: Per UDC 11-3B-SI, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing maybe cut to allow for storm water runoff. Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed prior to occupancy. Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully vegetated, and shall be designed in compliance with UDC 11-3B-11 and UDC 11-3A-18. Li_ghtm$: Lighting shall not cause glare or impact the traveling public or neighboring development and comply with lighting standards as defined in UDC 11-3A-11. Sig~nage: No signs are approved with this CZC. All business signs will require a separate sign permit in compliance with UDC 11-3D. Trash Enclosure: All dumpster(s) must be screened in accordance with UDC-11-3A-12. Trash enclosures must be built in the location and to the size approved by SSC. Handicap-Accessibility: The structure, site improvements and parking areas must be in compliance with all federal handicap-accessibility requirements. ACRD Acce tance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes must be made to the site plan to accommodate the ACRD requirements, a new site plan shall be submitted to the City of Meridian Planning staff for approval prior to the issuance of a building permit. Certificate of Occupancy: All required improvements must be complete prior to obtaining a Certificate of Occupancy. A written certificate of completion shall be prepared by the landscape architect, landscape designer or qualified nurseryman responsible for the landscape plan upon completion of the landscape installation. The Certificate of Completion shall verify that all landscape improvements, including plant materials and sprinkler installation, are in substantial compliance with the approved landscape plan. A Temporary Certificate of Occupancy may be obtained by providing surety. to the City in the form of a Letter of Credit or cash in the amount of 110% of the cost of the remaining improvements. Owner: Steve Girard Dear Meridian City Council Members: I (Steve Girard) am proposing to further develop a portion of the 2.S-acre site enabling the use as an outdoor RV storage facility. To do so I am proposing to add approximately 2S0 ft. of fencing with a 18 ft. access gate 190ft of new fence will be located on the North West property boundary and 60ft would be located approximately 2SOft. from East end (Linder Road). The additional proposed fencing would match the existing SOOft. of chain link fence with vinyl slats currently on the West and South side of property. I feel this development phase like past development phases on this property have taken into considerafion the concerns of the neighborhood and governmental agencies. My concern is that the NEW UDC 11-3A-14 is requiring either wood or vinyl fence surrounding the entire outdoor storage facility. I understand the Council and City planners desire to improve on the development within Meridian. I also feel the intent of this code and many others is to improve the overall aesthetic look and feel of our community. As we know there are instances where the "literal" application of the code may create a scenario where the "intent" of the code is not being well represented. I believe this to be the case in this situation. My property is zoned IL and all surrounding property has work trucks, equipment and/or product and supplies in their respective yards which is to be expected. Outdoor RV in this area is very comparable to the current uses. I have included pictures of many of the businesses in this zone. All have chain link fencing and most do not have vinyl fence (Exhibit A). It is important to understand that complying with the new UDC I 1-3A-14 code would require a wood or vinyl fence to be place directly alongside S00 ft. of existing vinyl slated chain link fence. As my neighbor Al Heating and Air Conditioning, who has 300 feet along the south property line said so well in his letter to the Council (Exhibit B), "has the potential of looking rather hideous and creating a non accessible weed growth area". An example of what such an area might look is shown in pictures taken recently here in Meridian (Exhibit C). Once again I do not think that is the intent of the code. Complying with the new code also compromises the use of an outdoor RV storage facility from a security standpoint. There is a very big reason you will not find any RV storage facilities with a wood or vinyl fence with a barbed wire on top. It will not keep the honest people honest as all you have to do is kick in wood board or slat to gain entry and thus compromise the property of those that have entrusted me with their property. Thus the current code would require me to add 190 ft. of additional fencing along side of the wood or vinyl for security purposes. Grand total the code would require approximately 750 ft. of dual fence and loss of approximately 1,200 sq. ft. of property. All properties adjoining to the RV facility are existing (Exhibit D) and have chain link with vinyl slats and were put on the property line in accordance with the code as it applied to ALL properties at the time. Also included in the exhibits are various pictures of my Storage Cubbys property (Exhibit E) for proposes of this review. In closing the most important issue here is that wood or vinyl fencing will not improve the look and consistency of the community. It is my hope that the council will see this facility as a benefit to the local area and your growing community.
