Site Plan: The Site Plan prepared by Pinnacle Engineers, Inc., April 10, 2006, labeled C — 2.21 is approved (stamped "Approved" on May 8, 2006 by the Meridian Planning Department) with the following changes: 1) Per UDC 11 -3C -6G, one (1) bicycle parking space shall be provided for every twenty-five (25) vehicle parking spaces. Please ensure bicycle rack is installed per approved site plan; 2) Provide space for a collector road to run along the north boundary of the property. See final note regarding future preliminary plat. See redline changes on stamped plan and attached letter. The approved site plan is not to be altered without prior written approval of the Planning Department. Please submit revised copies of the site plan to the Planning Department by May 23, 2006 Landscaping; The Landscape Plan prepared by Pinnacle Engineers, Inc., on April, 10, 2006, labeled L — 2.6 1, is approved (stamped "Approved" on May 8, 2006 by the Meridian Planning Department) with the following changes: 1) UDC 11 -3H -4C4 requires a 10 -foot multi -use pathway be constructed along Highway 69. 2) Show required landscaping along collector road per UDC 11-313-7. Please submit revised copies of the site plan to the Planning Department by May 23, 2006 Alternative Compliance: •ance: The applicant, Glancey Rockwell & Associates has requested alternative compliance from UDC standard 11 -3A -19C4, which requires a pedestrian pathway a minimum of 8 feet wide be provided from the perimeter sidewalk to the main building entrance. The applicant has requested a 6 -foot wide pedestrian pathway in lieu of the 8 feet. The landscaping and entry plaza for the proposed project is superior in design and exceed the landscape requirements. The Director has approved the applicant's alternative compliance request per UDC 11-5B-5B2a. Furthermore, the applicant has requested alternative compliance from UDC standard 11-3B-8C2D, which requires interior planters that serves a double row of parking spaces shall have at least two (2) trees and shall be covered with low shrubs, lawn, or other vegetative groundcover. There are two interior parking planters in the west parking lot that do not meet this requirement. The landscaping for the proposed project is superior in design and exceeds the landscape requirements. The Director has approved the applicant's alternative compliance request per UDC 11-5B-5B2a. Please submit revised copies of the site plan and landscape plan to the Planning Department by May 23, 2006. Elevations: The Elevations prepared by Glancey Rockwell & Associates, April 28, 2006, are approved with no changes from the Planning Department. Irrigation: An underground, pressurized irrigation system must be installed to all landscape areas per the approved specifications and in accordance with UDC 11-3A-15. Protection of Existing Trees: Any existing trees on site must be protected or mitigated for in accordance with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-3B-10, coordinate with the Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection/relocation measures for the existing trees prior to construction. Any severely damaged tree must be replaced in compliance with UDC 11- 3B -10-C.5. Parking: The proposed parking areas shall be paved and striped in accordance with UDC 11-313. Project engineer/architect shall certify that the number and size of handicap -accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance per ADA and signed accessible. Curbing: Per UDC 11 -3B -5I, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to allow for storm water runoff. Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed prior to occupancy. Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully vegetated, and shall be designed in compliance with UDC 11-3B-11 and UDC 11-3A-18. Fencing: Any required or proposed fencing shall be installed with current fencing standards as defined in UDC 11-3A-7. Lighting: Lighting shall not cause glare or impact the traveling public or neighboring development and comply with lighting standards as defined in UDC 11-3A-11. Signage: No signs are approved with this CZC. All business signs will require a separate sign permit in compliance with UDC 11-3D. Trash Enclosure: All dumpster(s) must be screened in accordance with UDC -11-3A-12. Trash enclosures must be built in the location and to the size approved by SSC. Handicap -Accessibility: The structure, site improvements and parking areas must be in compliance with all federal handicap -accessibility requirements. ACHD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be submitted to the City of Meridian Planning staff for approval prior to the issuance of a building permit. Certificate of Occupancy: All required improvements must be complete prior to obtaining a Certificate of Occupancy. A written certificate of completion shall be prepared by the landscape architect, landscape designer or qualified nurseryman responsible for the landscape plan upon completion of the landscape installation. The Certificate of Completion shall verify that all landscape improvements, including plant materials and sprinkler installation, are in substantial compliance with the approved landscape plan. A Temporary Certificate of Occupancy may be obtained by providing surety to the City in the form of a Letter of Credit or cash in the amount of 110% of the cost ofthe remaining improvements. A bid must accompany any request for Temporary Occupancy. Design Review: Except for any changes mentioned above, the design review application is approved as submitted. Design review standards per UDC 11-3A-19 shall be met. Plan Modifications: Except for any changes mentioned above, the approved Site Plan, Landscape Plan stamped "Approved" on May 8, 2006, and Elevations, and are not to be altered without prior written approval of the Planning Department. No significant field changes to the site or landscape plans are permitted; prior written approval of all changes is required. Preliminary Plat: The applicant has stated that they will leave "space" for the collector road, but that "others" would be responsible for construction of the collector roadway. Planning Staff would like to leave a clear record on the future development of that area. The property on which the church sits is part of a larger property. The church has sold, or is in the process of selling the remainder of the site for a residential development. One of the Conditions of Approval for the Conditional Use is that they be a joint applicant in a preliminary plat to legally divide the property. The collector road will likely be the major issue of discussion with regard to that plat. If Council determines that a collector road is appropriate, it will be the responsibility of the church and the residential developer to construct and dedicate that roadway. The project involves construction of a new church in an R-8 Zone. The project is located on Meridian Road, (Highway 69), south of Overland. The site is approximately 20 acres. The project entails: a church to seat approximately 900, with associated facilities, including a multi-purpose gym/social hall, kitchen, administrative area, religious education classrooms, and a small chapel. The church is planned for future expansion to 1,300 occupants, The parking would be expanded at that. time. The architectural character of the building includes multiple modulations in the facades with roof line recesses above. The main entrance to the building is clearly distinguished by the surrounding spacious courtyard and it's alignment with vehicular and pedestrian flow of traffic within the parking lot.
