following change: 1) Consistent with the elevations approved with the CUP, add a concrete reveal/accent
band to the rear (west) elevation. Said concrete reveal/accent band shall run the entire length of the
building and be of a different color than the adjacent material.
Irrigation: An underground, pressurized irrigation system must be installed to all landscape areas per the

We are requesting a certificate of zoning compliance for a 95,966 square foot Kohl's
department store located in a site owned by Winston Moore and located on the northwest
corner of Ustick and Eagle Road.
As background information, in 2004 this 58 acre site was approved for annexation and
rezone with a development agreement under the name Blue Marlin. The annexation file
number is AZ -03-025 and the DA instrument No. is 105048798. The DA required all
developments be approved through the conditional use process: In October, 2005 a
conditional use permit was approved for the Kohl's department store.
The building will consist of a variety of materials and finishes on each of the elevations.
Please refer to attached elevations for specifics. In general, the building will be a CMU
wall system with a textured coating. The East Elevation (Eagle Road) will have a
modulated front fagade. The finishes along this face will include multiple colors of
porcelain tile, dryit system and cornice, white aluminum storefront, accent reveal lines
and dominate entry features. The South Elevation will have additional Kohl's entry
features, added column features and the same finishes, reveals and cornice treatments as
the East Elevation. The West Elevation incorporates the same column features, finishes
and reveals as noted above on the east and south sides. The North Elevation, again,
repeats the same color and finish scheme as the other sides of the building.
The front of the building also includes entry plaza with landscape and hard paved surfaces
for the customers' use. These landscape elements are used to break up the wall's surface
and provide landscape relief for the front facade. The loading dock area has a screen wall

to block the truck views from the property to the west. The west side of the store will have
a dock high grade showing along the loading dock area. The signage is shown on the
elevation where they will be placed.
The parking area will incorporate landscaping through parking islands that will confirm to
Meridian's landscape ordinance.
Kohl's with use trash compactors, one for trash and one for cardboard. Information on
these compactors are included with the application. These compactors will be have an 8
foot screen wall constructed of CMU. Kohl's will use a private firm to pick up the
cardboard and trash. In other words, Sanitary Service Company will not be used.
The loading dock will be screened with an 8 %Z foot screen wall constructed of CMU.

Kohl's has now given me permission rights to post files to the Buzzsaw
site and I uploaded the site photometric PDF's to the "submittal 03-03-
06" folder. I have the following comments:
G The poles and fixtures will be dark bronze.
f The city has a maximum mounting height limitation of 35'.
G Would Kohl's prefer to illuminate the south drive isle with
building -mounted wall -packs in lieu of the poles I show?
G There will be three night lights along the drive in front of
the store per Kohl's requirements. The design requirements
state that the fixture that is oriented away from the building
should be designated the night light.
I show three 1000W, metal halide fixtures on each pole along
the front drive in order to hit the desired light levels along
the walkway in front of the store. The Kohl's guidelines
indicated that the third should be oriented towards the

parking area (towards the east in this case) as opposed to being
towards the building. This will create a shadow on the front
fagade of the building caused by the pole being between that
fixture and the building. I recommend orienting the third
fixture towards the building and using the south or north
fixture for night lighting.
rm The design requirements state that the approved distributions
are area square or symmetrical (Type V) and forward throw
(type IV). This is what In order to minimize light trespass
off of the property and obtain the most efficient spacing of
poles I feel that type 3 should also be used.
6 I show three 1000W fixtures on two poles in the middle of the
lot to meet the minimum lighting requirement of 2 foot-
candles. Two fixtures per pole there yield a minimum of about
1.5 foot-candles minimum, but most of the area is still above
2 foot-candles. I would recommend changing to two per pole to
save energy. Unless directed otherwise, I will leave them
with three fixtures each.
G I will develop a control scenario with Jonathan at WH Moore
for the entries into the site and then propose it to Kohl's
for approval.

• A traffic impact fee maybe assessed by ACHD and will be due prior to the issuance of a
