Watertower Lane Meridian, ID 83642 Re: Project Narrative Chili's Restaurant & Lounge 3078 N. Eagle Rd. Meridian, ID 83646 Radix Project # A08020 `0 CONSTRUCTION Inc- November nc_ NARRATIVE It is the intent of Shoot the Moon LLC to construct a 6,476 SF Chili's restaurant and lounge at the above referenced address. This project will reflect the prototype design features of the nationally recognized franchise, adapted to the local codes and ordinances of the City of Meridian and the State of Idaho. The site is described in the submitted documents and is a parcel within the development known as The Southeast Corner Marketplace Subdivision No. 2. This development has been approved and constructed through previous permits and agreements between the owner of the subdivision (Prime A Investments of Victorville, California) and the City of Meridian. All site work, including but not limited to paving, parking, drainage, fire protection, landscaping, curb cuts, utility infrastructure, site lighting, drive aisles and curbs has been constructed and approved through the City of Meridian for this development, in general; and this site in particular. This project has been designed on the particular lease parcel (described by the construction documents) which has been delivered to Shoot the Moon LLC as a "pad ready" site. All utilities are established on the site and are adequate to the purposes of the proposed building. Any special features required of this particular use (restaurant) such as grease trap, which are not part of the previously approved development, have been incorporated into the design of this facility. 242212th. Ave. Rd. #153 • Nampa, Idaho 83686-6300 • Phone 208-442- 7106 • Fax 208-442 7107 The exterior design of this facility is in keeping with the nationally recognized franchise, and will contribute positively to the architectural character of the Eagle Road corridor. There are presently a number of national franchises on both sides of Eagle Road, all of which maintain their own identity and at the same time offer a pleasing architectural presence. This restaurant and the On The Border facility located on the parcel directly adjacent to the South, are under a single ownership. Because of this and the integral nature of the businesses there will be a shared garbage compactor. This compactor will be a sealed unit which is designed to eliminate any discharge or odors. All service yard elements, as well as the compactor, will be screened with an 8 foot tall cedar fence. This single ownership, as well as a connecting covered walkway element, will also allow the buildings to be reviewed as if there were no property line between the two facilities. There are no shared utilities or other accesses between this building and any other facility, and both buildings will be equipped with a fully approved sprinkler system. The sidewalk and landscape elements shown on the construction documents are designed to provide a pleasing compliment to the facility, and offer the best pedestrian circulation for the building and supporting parking. There is also a walkway connection to the existing sidewalk on the east side of Eagle Road, at this location. End of Narrative LICENSED ARCHITECT AR•984850 F.H. HOFHEINS, JR. STATE 0 IDAHO 242212th. This project will reflect the prototype design features of the nationally recognized franchise, adapted to the local codes and ordinances of the City of Meridian and the State of Idaho. This restaurant meets or exceeds the requirements of the City of Meridian as enumerated in the DESIGN REVIEW -Application Checklist. 1. Architectural Character. a. The facades of the building incorporate modulation for several Architectural elements, including the roof line, building projections and awnings. These elements easily exceed the minimum 20% requirement of building length. b. The primary public entries are clearly defined by storefront glazing, building modulation and signage. The required 30% contribution of the main building frontage is exceeded through the use of glazing, awnings and roof delineation. c. The roof character of the building is quite dynamic and the nationally recognized franchise incorporates several variations in roof design. d. There are many different textures, colors and finish materials in the exterior of the building, which more than satisfies the minimum requirements for variations in material and pattern. e. All mechanical equipment is screened from view as required. P' 242212th. Ave. Rd. #153 • Nampa, Idaho 83686-6300 • Phone 208-442- 7106 • Fax 208-442 7107 2. Color and Materials. There are no materials in the exterior of this building listed by the City of Meridian as prohibited, such as smooth faced CMU, tilt up concrete panels or prefabricated metal panels. All of the materials used in the exterior treatment of this building are aesthetically pleasing, and many of them are listed as specifically desirable in the guidelines for the City of Meridian. 3. Parking Lots. None of the parking provided for this building are located between the building itself and Eagle Road, which is the only dedicated frontage road for this development. The building is clearly visible from motorists driving in either direction on Eagle Road. 4. Pedestrian Walkways. a. The building has a walkway/collection area at the entry that is far in excess of the 8' requirement. This walk/collection area is the terminus of the perimeter sidewalks and functions very well as the entry focus of the site, for either pedestrians or car parked customers. b. This collection area is separated physically from the parking in all cases by either landscaping or vertical curbs. c. The parking lot and its configuration have been approved and constructed by the developer for this site. All circulation and amenities that are existing are beyond the control of this building. d. The entry does provide a weather shelter at the main doors. End of Narrative I 242212th. JCONS August 5, 2009 The City of Meridian, Idaho Planning Department 33 E Broadway Ave Meridian, ID 83642 Att: Bill Parsons Re: Modification to Certificate of Zoning Compliance Proposal for Combined Outdoor Patio and Fencing On The Border 3004 N Eagle Road Meridian, ID 83646 Chili's Restaurant 3078 N Eagle Road Meridian, ID 83646 Dear Bill: TRUCTION Inc_ On behalf of the owners of the Chili's and the On the Border restaurants, recently constructed on Eagle Road, I am making a formal request for allowance to construct an expanded patio area of pavers and a 36" high Wrought Iron fence and gate as shown on the attached drawing. Our proposal is to provide an attractive and functional patio by adding additional pavers to the existing concrete walkways in this area thereby creating a large enough contiguous surface area to serve as a patio. This information is provided on the attached revised Plan. 5inc rely, llr'FNSED i r ''fECT 84850 Hal Hofheins AIA Architectural Manager E H. HOFHEINS, STATE OF IDA. 2422 12th.
