1992 02-11 A G E N D A MERIDIAN PLANNING & ZONING FEBRUARY 11, 1992 ITEM: MINUTES OF THE PREVIOUS MEETING HELD JANUARY 14, 1992: (APPROVED) MINUTES OF THE SPECIAL MEETING HELD JANUARY 28, 1992: (APPROVED) 1: FINDINGS OF FACT & CONCLUSIONS OF LAW ON REZONE REQUEST W/ CONDITIONAL USE PERMIT FOR PUD, HUNTERS GLENN, ZACHRESON & LEAVELL: (APPROVED) 2: REQUEST FOR VACATION OF EASEMENT BY STRASSER FARMS:(RECOMMEND APPROVAL) MERIDIRN PLANNING 8 ZONING FEB. 11 1992 The Regular Meeting of the Meridian Planning and Zoning Commission was called to order by Chairman Jim Johnson at 7:30 P. M. . Members Present: Moe Alidjani, Jim Shearer, Tim Hepper, Charlie Rountree: Others Present: Margaret Strasser, Wayne Crookston: MINUTES OF THE PREVIOUS MEETING HELD JANUARY 14, 1992: The Motion was made by Alidjani and seconded by Rountree to approve the Minutes of the previous meeting held January 14, 1992 as written: Motion Carried: All Yea: MINUTES OF THE SPECIAL MEETING HELD JANUARY 28, 1992: The Motion was made by Rountree and seconded by Shearer to approve the minutes of the Special Meeting held January 28, 1992 as written: Motion Carried: All Yea: ITEM #1: FINDINGS OF FACT AND CONCLUSIONS OF LAW ON REZONE REQUEST W/CONDITIONAL USE PERMIT FOR PUD, HUNTERS GLENN, ZACHRESON & LEAVELL: Rountree: I believe that in the motion I made for drafting of the Findings included a condition that provisions be shown or made on the northwest corner of this development for future access and I don't see that in here. Crookston: There's a provision for a secondary access in there. Johnson: Paragraph 6D addresses access. Rountree: That deals pretty specifically with existing access. Discussion Held: The Motion was made by Rountree and seconded by Shearer to amend the Findings of Facts and Conclusions of Law paragraph 6D and include in there the specific item to provide or show on the preliminary plat of the PUD the future access on the NW corner of the development. Motion Carried: All Yea: MERIDIAN PLANNING & ZONING PRGE 2 The Motion was made by Shearer and seconded by Rountree that the Meridian Planning & Zoning Commission hereby adopts and approves these Findings of Fact and Conclusions as amended. Roll Call Vote: Hepper - Yea; Rountree - Yea; Shearer - Yea; Alidjani - Yea; Motion Carried: All Yea: The Motion was made by Shearer and seconded by Rountree that the Meridian Planning & Zoning Commission hereby recommends to the City Council of the City of Meridian that they approve the Rezone and Conditional Use Permit requested by the Rpplicant for the property described in the application with the conditions set forth in the Findings of Fact and Conclusions of Law and that the property be required to meet the water and sewer requirements, the fire and life safety codes, and the Uniform Building Code, and other Ordinances of the City of Meridian and the requirements of the City Engineer, Ada County Highway District and the Meridian Fire Department. Motion Carried: R11 Yea: ITEM #2: REQUEST FOR VACRTION OF EASEMENT BY STRASSER FARMS: Johnson: Added to your packet tonight was the release from United Artist Cable. Rlidjani: Questions on irrigation. Discussion on irrigation. (See tape) The Motion was made by Rountree and seconded by Rlidjani to pass on a favorable recommendation to the City Council for this request by Strasser Farms. Motion Carried: R11 Yea: Clerk Niemann: We need to do something on this manufactured housing. Johnson: What Jack wants to address is that manufactured housing is becoming an issue. Jack and I have had some preliminary discussions on it and one of the things that I suggested is that we look and see what other counties are addressing this as well. What we have are requests to put manufactured housing on foundations in compliance with the Ordinances as it's now written. They would be treated as a house in other words. Explained further. Just be thinking about this and we'll get further from other areas on what they are doing.
