Central Drive Proposed Use: Minor changes to the exterior of the building. Existing building to serve the warehouse and auxiliary needs and new renaissance high school of the district service center. Zoning: Comments: This CZC application is for minor exterior alterations. The following will be added to the south side of the building; a new entrance adjacent to the new stairs, new windows with shading devices to the existing walls and new elevated walkways/stairs/ramps with guardrails. West of the existing building, a mechanical chiller will be added. On the north side of the building a back-up generator with a masonry and louver screen will be created. Conditions of Approval: Project is subject to all current City of Meridian ordinances. The issuance of this permit does not release the applicant from any previous requirements of the other permits issued for this site, including, but not limited to, PFP-03-005, RZ-07-005, CUP -07-003, SHP-07-005, CZC-06-157 and CZC-07- 230. As stated in the application letter, this phase of the facility plan will not generate the volumes of bus, pedestrian, and student vehicle traffic as would a traditional school facility. Because the next phase, phase 4, will generate larger volumes of traffic and people, a detailed site plan addressing the items listed in the supplemental checklists for public school facilities shall be completed. Site Plan: The Site Plan prepared by Hummel Architects, on June 24, 2008, labeled Sheet A1.01 "District Services Center Phase 4", is approved (stamped "Approved" on August 21, 2008) by the Meridian Planning Department) with no changes. Landscape Plan: The Landscape (photo) Plan prepared by Hummel Architects, on August 14, 2006, is approved (stamped "Approved" on August 21, 2008 by the Meridian Planning Department) with the following changes/notes: 1.) UDC 11 -3B -8C1 requires a 5 -foot wide perimeter landscape buffer planted with one tree per thirty-five lineal feet and shrubs, lawn, or other vegetative groundcover along all interior lot lines that are adjacent to vehicular use areas; confirm that 5 feet of landscaping exists between the west property boundary and the parking. Ensure that all landscaping installed on the site complies with UDC 11-313. Other than the above-mentioned change, the approved plans are not to be altered without prior written approval of the Planning Department. Elevations: The Elevations prepared by Hummel Architects, on August 18, 2008, labeled Sheet A3.00, A3.02, and A1.04 are approved with no changes from the Planning Department. Irrigation: An underground, pressurized irrigation system must be installed to all landscape areas per the approved specifications and in accordance with UDC 11-3A-1 5. There is an existing system that was installed as part of the Jabil Circuits development. Protection of Existing Trees: Any existing trees on site must be protected or mitigated for in accordance with the Tree Preservation section of the City's Landscape Ordinance. Per UDC 11-313-10, coordinate with the Parks Department Arborist (Elroy Huff, 888-3579) for approval of protection/relocation measures for the existing trees prior to construction. Any severely damaged tree must be replaced in compliance with UDC 11- 3B -10-C.5. Parking: The existing parking areas shall be paved and striped in accordance with UDC 11-313. Project engineer/architect shall certify that the number and size of handicap -accessible spaces conforms to the Americans with Disabilities Act (ADA). Handicap accessible stalls must have signage in accordance with ADA standards. Curbin : Per UDC 11 -3B -5I, all landscape areas adjacent to driveways, parking lots, or other vehicle use areas, must be protected by curbing, wheel stops, or other approved protective devices. Curbing may be cut to allow for storm water runoff. Sidewalks: All sidewalks shall be constructed in accordance with 11-3A-17. Sidewalks shall be constructed prior to occupancy. Drainage: Storm water drainage swales shall not have a slope steeper than 3:1, shall be fully vegetated, and shall be designed in compliance with UDC 11-3B-11 and UDC 11-3A-18. Fencing: Any required or proposed fencing shall be installed with current fencing standards as defined in UDC 11-3A-7.' Lighting: Lighting shall not cause glare or impact the traveling public or neighboring development and comply with lighting standards as defined in UDC 11-3A-11. Signage: No signs are approved with this CZC. All business signs will require a separate sign permit in compliance with UDC 11-3D. Trash Enclosure: All dumpster(s) and outdoor mechanical equipment must be screened in accordance with UDC -11-3A-12. Trash enclosures must be built in the location and to the size approved by SSC. NOTE: The existing trash areas on the west side of the building are proposed to stay with this phase. Please note that chain link with slats does not constitute screening of trash enclosures. When the dumpsters are relocated, they shall be screened in accordance with UDC -11-3A-12. Handicap -Accessibility: The structure, site improvements and parking areas must be in compliance with all federal handicap -accessibility requirements. ACRD Acceptance: All impact fees, if any, shall be paid prior to the issuance of a building permit. If any changes must be made to the site plan to accommodate the ACHD requirements, a new site plan shall be submitted to the City of Meridian Planning staff for approval prior to the issuance of a building permit. Plan Modifications: The approved Plans stamped "Approved" on August 21, 2008 and elevations, are not to be altered without prior written approval of the Planning Department. It is intended that the existing building, in conjunction with tenant improvements, on herein said property will accommodate the Meridian Joint School District No. 2 District Offices and High School Classroom needs. The real property is legally described as: A parcel of land lying in, the SE '/4 of Section 18, Township 3 North, Range I East, Boise Meridian, Ada County, Idaho. This parcel contains 33.315 acres, more or less. The site includes: a 357,373 square feet, more or less building composed of CMU block and tilt -up concrete, paved parking with 1,600 stalls, and complete landscaping throughout the parking lots, around the perimeter of building, and at all boundary lines. The following includes additional information to that provided on the aerial and site plan: I . Parking lighting is provided with lampposts that are compliant with the UDC. All bulbs are shielded with a hood. Down shielding of all lighting is compliant with the UDC. Building lighting is minimal with canister lighting occurring at entryways and surface mounted lights with proper down shielding at service doors. Up -lighting in accordance with the UDC is provided at the entry sign and entry flag poles. 2. Existing trash areas are located against the west side of the building and are not proposed to be relocated in this phase. In the next phase, phase 4, dumpsters will be relocated and enclosed within a 3 -sided chain link fence with privacy slats. The revised design will be reviewed with Sanitary Service Company for approval. 3. Underground -pressurized irrigation is provided at all landscaped areas. 4. Wire fencing exists on the South boundary line between the site and 1-84. No proposed new fencing. 7. All trees will be retained. Man-made elements: light poles compliant with the UDC are located throughout the parking lots, a berm with trees, shrubs, and groundcover serves as a buffer on the East side of property between the East parking lot and the ditch. Approval of the request by Jabil to waive the tiling of the ditch located at the East side of the property was recorded March 16, 1999 with the Meridian Clerks Office. Stop signs are located at both exits from parking to E. Central Drive. Power poles are not located on the site. 9. Sight triangles are depicted via photographs located on the site aerial plan. Regarding the requirements for the Supplemental Checklist for Public phases of the facility plan will not generate the volumes traffic as would a traditional school facility.
