Staff believes that without the reduction of the buffer width, the Meridian Library would not be able to construct a parking area that conforms to Meridian Code. Leisure Lane in Meridian. The subject property is being proposed for a parking lot expansion for the Meridian Library District _ The library's increasing patronage has placed a demand on the number of parking spaces available. Safety _ concerns, due to the heavy traffic on Cherry Lane, have risen as patrons are parking in remote areas and walking to the library. The property is legally described as: A parcel of land lying in the SW '/a Section, Township 3 North, Range I West, Boise Meridian, Ada s~'= County, Idaho. The new parking lot design will accommodate approximately 39 regular spaces and 2 ~~° ` handicap accessible spaces with a loop driveway from the existing parking lot to the west with no access on to Leisure Lane. The property was rezoned August 2008 with a report from the City of Meridian dated August 12, 2008. The following are items addressing the "summary recommendation" as outlined in the report ~; I . G' ' September 24, 2008 During the CZC review process, the City has identified the north and south landscape buffers on the above mentioned project to be of insufficient width to meet city code requirements. The proposed landscape buffers on both north and south are nine (9') feet. #`". City requires twenty (20) feet between the L-O and residential zoning. The only possible design of the parking lot dictated the widths of the landscape buffers. .. ~; ; : In several neighborhood meetings, the adjacent property owners to the north, Mr. and Mrs. Leighton have only positively favored the parking lot design. Thy have actually ' '" asked the design team to minimize landscape buffer trees as much as possible to reduce the amount of shading on their rear and side yards. This has been shown m the current CZC landscape plans. We have received no comment from the neighbor to south of the ~~ parking lot. The Library's existing trees and the neighbor's mature tree screening on their property provides almost a complete buffer to a twenty (20) foot level and over. The CZC cannot be officially processed until the ordinance number is approved and the development agreement is signed. However, I've been "unofficially" processing it so it can be ready to go once those conditions are met. Today I was reviewing the landscape plan and found a problem that will require alternative compliance. We require a 20 foot landscape buffer to residential uses. There is currently a residence to the north of the property and a chunk of residential to the south. The current plans indicate there is only 8 ft of Landscape buffer available to mitigate for those nonresidential uses. Obviously this does not comply with our current code standards. We will need to conduct an alternative compliance and do something to mitigate for this loss of landscaping. I would like to have something signed by the two adjoining neighbors approving your alternative compliance because they are going to be the ones impacted by the loss of buffer. Reducing that landscape buffer by more than half is quite substantial and I don't want any issues with the neighbors regarding "lighting" and other noises that may occur do to the parking lot activities.
