Collins , Comprehensive Planner RE: Outline of Meridian Survey Process to Date DATE: December 12 , 1977 The process of developing the Meridian Survey involved the following steps: 1, Approval by the Meridian Planning and Zoning Commission to have a survey of opinions from Meridian citizens and that the survey would become a basis by which later policy statements would be developed in the Comprehensive Plan. 2. Consensus by the Meridian Planning and Zoning Commission as to the purpose of the survey. 3. Draft of survey questions presented to the 1lleridian Planning and Zoning Commission, by the Ada Planning Association staff, for their reactions. 4. Arrangements with Boise State University for use of their computer to tabulate the results. 5. Second draft of survey questions pretested by City Hall employees of Meridian . 6. Second draft of survey questions reviewed by Boise State computer staff. 7. Third draft of survey questions completed, proofread, and sent to printer. 8. Cover letter from Mayor Storey included with survey. 9. Surveys printed, stuffed with return envelopes, and stapled. 10. Water billing addresses from City of Meridian typed on gummed labels. 11. Health, welfare and Safety within this area. 3. Schools, Postal Service, Utilities. 4. Transportation Systems. ALL HAVING A DIRECT IMPACT ON MERIDIAN. ~~>~r 7- ~~17y PURPOSE: To define an Area of Impact surrounding the City Limits for which Land Use and other policies are critical to the efficient and successful implementation of both Meridian City and Ada County and the State of Idaho. This identification of land which may be develop- ed at a future time and for which specific development controls or limitations are or may be required to prevent unacceptable impacts on the City of D'Ieridian and to encompass Airport flight zones and areas, Ydatersheds, Floocl plains, Drainages, etc., as required by the 1975 Local Planning Act, State of Idaho, and in conjunction with the Ada County Comprehensive Plan, adopted June 22, 1977 with reference at this time to Section 5.0. and Resolution Adoption Comprehensive P1an_ GOAL: Promote an Area of Impact for the City of Meridian and assure necessarey coordination of Land Use through zoning, and service provisions and to allow and develop a specific procedural Comprehensive Plan for assuring said coordination and Impact Area compliance to accommodate and protect the growth goal of the City of Dleridian in due course. Implementation of these boundaries, goals, and Area of Impact are of prime importance and requirec~rior to their being consolidated within a Aleridian Comprehensive Plan necessary for Pleric'ian use for complete urban e~cpansion. Therefore, with the support of the County to support the intention of Meridian to develop Meridian growth areas, the Area of Impact for Meridian is submitted along with adequate justification for the boundaries currently being asked for by the City of Meridian. __ _ ~ i Meridian Planning and Zoning ~`~_ December 19. 1977 City of Meridian Impact Boundaries Described as Follows: The north boundary line shall begin at the Canyon-Ada County line at the bluff south of the boise River; thence along said bluff easterly to Cloverdale Road; thence along the west side of Cloverdale Road southerly to the intersection of Cloverdale Road to Interstate 80; thence easterly to include all c~ainage into Five Mile Creek to the intersection with Five Mile meek and the New York Canal; thence southwesterly along the New ]brk Canal to Rawson Canai to the county line; thence northerly along the county line to the place of beginning. More adequately described as follows: The northern bound- ary is a natural geographical and logical Boundary of Impact. By having the meandering rim of the bluff south of the Boise River vhich the City can effectively utilize and is of prime importance to Meridian's northward grow ?`h , The northeast point of the meandering rim of the bluff connecting at Cloverdale Road north of highway 20 and running die south to the Interstate 80. This boundary is served by Dier- idian School, by the Meridain Postal Service and is an important area of grow,7°f~ to the City of Meridian. The point where Cloverdale Road and Interstate 80 meet; thence easterly to include all drainage into Five Mile Creek and continuing to the point where to Five Mile Creek and the New York C3na1 intersects. This drainage and its impact upon the City of rbridian is of utmost importance. Y.he drainage affects irrigation and sewage systems flow and follows to and through the City of Meridian. Geographically with the Health and Safety of the area residents within this drainageyjustify this area as well a; watershed effects on Meridian area are of concern and respon- sibility to its residents. From the southeast point wherein the New York Canal and Five Mile Creek join; thence moving southwesterly to the Rawson Canal and thence westerly along Rawson Canal to the Canyon County line. At this point where the Rawson Canal and Canyon County line meet; thence north on the Ada County anc' Canyon County line to the point of beginning. The above described boundaries cover not only the drainage geographically and naturally but the irrigation importance to the Meridian Area of Impact agricultural grow~`N and Water Quality. Riey promote the continuation of the Boise River Greenbelt through- out Ada County to the north and protect our drainage and water quality along the southeasterly and westerly boundaries which are important to adequately plan °- Comprehensive Plan to promote dev- elopement in an orderly, healthy and safe manner for present and fiiture grow~fz They are within our service and utility areas, as -_ --- well as political areas.
