Meeting called to order by the Chairman, Willard Rowley
Members present: Annette Hinrichs; Don Sharp; Jim Kling; Lee Mitchell; Burl Pipkin
Others: Ray Bowman; Ron Rhodes
There xas discussion concerning the matters that xonld involve the Commission when
requests for annexation were received. Some policy is needed to avoid time
consuming discussion each time a developer approaches the City.
The Motion was made by Don Sharp and seconded by Annette Hinrichs that effective
February 20, 1978 that these policies shall be in effect and full force. (The
City Attorney is to draw up is proper form-):
1. The owner or developer come to the City Water utility lines with the size
as proposed by the City Engineers for future growth in that area. Those
lines with Fire hydrants shall be installed at time of construction.
2. City Sewerage shall be used where available with the exception of dry line
sewers installed during construction with septic tanks as an interrim
measure approved by the Central Health District, will be considered.
Hookup to the City sewer is mandatory when sewer lines ere available is
the area.
j. Any nex annexations shall not leave any parcels of unannexed land that
are surrounded by City land
4. Lift stations for sewer and other special services and equipment shall be
installed and maintained and all costs are to be borne by the user and not
by the public. This item to be given additional investigation later.
Motion passed: All yea
It xas thought that in the future, item #4 should include a fee to cover costs of
installation for all utilities and effected bodies, gas, electric, school, police,
fire, recreation, etc.
Some of these identities encompass a larger area than that covered by the City.
For example, the school extends to Eagle; Recreation District and Library District
extend to the river.
It was pointed out by Mr. Rowley that in the near Yuture the Commission should
recommend to the Council bo aasex all the parcels that are surrounded by the City.
Mr. Kelley's place, Mr. Pack's property and Mr. McFadden's property, etc.
Mr. Rowley spoke further that the Doris Subdivision should be annexed so that the
Idaho Motor Repair land could be annexed.
Mr. Rhodes, representing the Nazarene Church, xas present to state that his Church
had decided to remain xhere they are at Pine and East First Street rather than be
a rural: Church.
He stated that this proposes the problem of close association with the Commercial
zone in which they find themselves.
They xant to live is harmony with the community. They approach their problem in
the same manner as any business. They have their needs, the Church have their needs
and decisions to make. He wished the Commission to bear in mind their needs in
formulating any plan.
Mr. Ray Bowman was present to discuss Comprehensive Planning. This lecture is
simular to the one given before the Chamber of Commerce recently.
Mr. Bowman indicated that the City is ready to invite quality development; and is
in a position to make plena for healthy community.
He thought that the downtown area should be zoned Commercial and outlying areas
should be discouraged as Commercial.
A strong core definitely is an advantage over the years concerning a Community
groxth.
The Planning and Zoning Commission and the City Council should work closely and
in harmony.
Main arterial traffic should be studied carefully, considering all the alternatives.
Through traffic is a problem not an advantage.

If a central core is desired there must be adequate space provided for this
growth. If not, the Plan should be formed around a regional site or sites.
Mr. Bowman stated that Green ernes should be encouraged as transition area
between different type uses. The Green areas could have trees, be used ae a
parking lot sad contain some recreation equipment in the form of plagygrouad items.
Mr. Bowman stated further that some zoning ordinances require a garage mr carport
and will not allow converting the garage into living quarters.
Mr, Bowman stated that Meridian has a terrific area to serve, being located as
it ie in the Valley.
