Jones; Larry Sale; Rick Thurber; Robert D. Jones; Elmer Merle; Polly Mer le; Bill Houst; Steve Smylie; Rev. C.F. Huit; Owen M. Frost; Howard Craven; Doug Larsen; Carol Houst The Hearing for the request for annexation of the Merle, Updike and Stonehouse Properties began. There were no objections heard. Mr. Rowley explained the resolution by the City Council that causes all annexations to cease until the Comprehensive Plan is completed. Mr. Rowley further explained that the developer shall come to City water lines of the City at their expense and come to City sewer lines of the City at their expense - no blank spaces, continuous annexation of all lands are a requirement. Mr. Rowley explained that about all the Cornmiasion could do is to table the annexation requests until a later time. Mr. Rowley read the comments of the reviewing people, as follows: 1. Meridian Post Office - Want to review preliminary Platts for delivery patterns. 2. Meridian Fire Department - Will not recommend approval unless water mains and fire hydrants are installed prior to any construction. j. Nampa Meridian Irrigation District A suitable irrigation and drainage plan must be submitted to and approved by their board. 4. Meridian Works Department Not recommended annexation unless water and sewer are requested to the City Council, and make immediate plans for connection. 5. JUB Engineers: Lester R. Updike - the legal description is adequate. The letter which accompanies the application states Mr. Updike xill hook to City water and sewer when available. We are concerned about who is going to construct the sewer and water lines to Mr. IIpdikes property. Not that Mrs Updike should be burdened with all costs of bringing water and sewer to his property but the City has set precedent to past developers that they come to City water and sewer. These problems should be addressed during development plans and platting stages. Elmer Merle - The legal description is adequate. Again how is the iC'~-goin-g'~o serve this property with water and sewer if there are no provisions to construct said utilities. These problems should be addressed during the development plans and platting stages. Stonehouse Evangelical Corporation " The legal description is adequate. Our concerns are the same as stated for Mr. Updike's and Mr. Merle's properties. 6. Planning and Zoning Policy Do Hot Annex, these parcels, if annexed leave an area as an enclave or an area surrounded, or encompassed by the city (Punning policy is to annex all lands in the same area) 7. City Council Policy is to allow no annexations until the comprehensive plan is completed. See Minutes February 21, 1978 The other land owners should encourage the Enclave land owner to request annexation. The Motion was made by Lee Mitdhell and seconded by Annette Hinrichs that the Merle, Updike and Stonehouse Annexations be tabled until the Comprehensive Plan is completed. Motion passed: All yea. Meridian P~anning_and Zoning .2. March 20, 1978 The Matter of the Fuller Baxter Annexation came up next. The time of Rearing came, there were no objections. The Motion was made by Don Sharp and seconded by Jim Kling that the Fuller Baxter Annexation be tabled until the Comprehensive Plan is completed. Motion passed: All yea Annette Hinrichs suggested that Developers tic down their legal descriptions more completely to help lay people locate. Conditional Use Permit for office space for private use at 14 E. Carlton. Ed Jones was present to explain that he wanted the Church building for an office in his business. He also owns the land occupied by a residence to the North of the property, across the alley Comments: 1. Fire Department: Not recommending approval unless all remodelling is done in accordance with Uniform Building and Fire & Live Saving Codes. 2. Mr. Howell and Mr. Laing, have indicated that they did not sign the Petition. 3. Meridian Post Office: No Comment 4. Richard Williams: The Sr. Citizens have expressed a desire to secure use of this building for their facility. As you know they have nothing in Meridian. (would like to see this property used by them and not for office.) 5. Nampa-Meridian Irrigation District: The Developer should submit a drainage plan to them for approval Mr. Kling suggested that this matter be postponed for further clarification of parking, pending a plat plan and its use. The Motion was made by Jim Klin and seconded by Don Sharp that the matter of the Conditional Use Permit request be tabled for 14E Carlton for office use, to be reconsidered at a later time, and that a develogmt sketch be provided concerning the off street parking on his land in relation to curb cuts and access. Motion passed: All yea. There were about 9C~ signers in favor of this use. There were 3 who would not sign. The developer stated this area would not involve building equipment and parking of any kind. It was pointed out to the developer that this will not necessarily need to be an engineered drawing but it must be suitable to inform the Commission of what is to be done here. The Commission is concerned that whatever goes in at this area is an upgrade from what it was. Cars backing from the parking to the street is not a good way to go on into the future with the traffic building up like it is. Parking should be designed as a safety factor. Terra Subdivision, located in the West View Tract Addition was presented by Rick Thurber. This is 6 lot development fronting on undeveloped street, Idaho East of Gem Estates, Idaho developed East of 7th; 1.56 acres in size (proposes 24 units) or 15.4 units per acre; Four-Plex on a 66' x 145' size lot; 2 bedroom units catering to newly married; adequate off-street parking is provided. Mr. Rowley asked where the children are to play in an area of this density. The developers are willing to wait until the new sewer plant is completed before building their structures. It was the expression of the Commission that green areas need to be considered, at least for a place for the little children to plaq closely to the home. The Commission suggested to the developer that they would desire 10 units to the acre as a maximum density. City problems multiply in relation to the density and traffic is increased in the same ratio. Burl Pipkin stated that if this proposal is above the planned density and he would consider denying this proposal. Meridian Planning and Zoning .3. March 20, 1978 Terra Sub (Cont'd) The Commission would desire a sketch drawing of Building placement on the lot in order to make a judgement. The Motion was made by Don Sharp and seconded by Jim Kling that this matter be tabled for the Terra Subdivision. Motion passed: All yea Larry Sale was present to explain the Meridian Manor Preliminary Plat that up- grades the 1975 proposal that was accepted with smaller lots. The streets will be the same - the lots will be longer. Mr. Sale explained that due to the fact that the present sewer plant will be abandoned his developers are able to consider larger tracts of single family development. The Motion was made by Don Sharp and seconded by Annette Hinrichs that the Commission recommend to the City Council that they approve the Preliminary Plat of Phase II of Meridian Manor #2 Plat of 1975. Motion passed: All yea Owen Frost presented Doug Larsen land to the south of Sandlewood. A parcel 4}4 acres in size; 16 lots; 32 units of 4-Plex and duplex. The roadway is designed to connect to the street in Sandlewood, Sandlewood Drive. This area is not annexed at this time and cannot be considered until the Comprehensive Plan is completed or the resolution to terminate annexations is rescinded. The Motion was made by Annette Hinrichs and seconded by Lee Mitchell that the public hearing for the Meridian Planning and Zoning Commission be set by Ordinance to be on the second Monday of the month at 8:00 P.M. Motion passed: All yea There being no other business to come before the Commission the meeting stood adjourned.
