1978 05-22 Meridian Planning and Zoning Meeting called to order by the Chairman, Willard Rowley Members present: Annette Hinrichs; Burl Pipkin; Lee Mitchell; Don Sharp, Absent May 2z, 1978 Other present: Harvey Oross; Summer Lavey; Bud Persons; Randy Nelson; Art Collins Arthur Collins spoke in reference to a data map that he had proposed in relation to: Residential Industrial Multi Family Greenways follow water drainways Mixed Use Public Commercial Agriculture Service Commercial Arterials Collectors This map is prepared for General Concepts and are for study only as they can change according to the thinking of the Commission. This map is a visual of the Narrative that is being prepared. Industrial has need to be held together the same as residential. Needs to have access both to roadways as well as trackage or rail access. Mr. Collins indicated that he is about half done on narrative far the Comprehensive Plan. Industrial needs buffer zone areas around the border of any area. There was disucssion concerning the areas to designate neighborhood commercial and the areas needed to place the stucture. Mr. Collins indicated that he would be explaining Boise concepts of the visual chart and will give some calculations of acreage and percentages. Thin drawing is a first preliminary on the proposal. Mr. Collins indicated that he would need very soon, direction concerning the concept of the Parks and Recreation in the concept plan. The transportation aspect was discussed. with an explanattmn of the need for collector streets. Divert heavy traffic around shopping centers for those not stopping to shop; the purpose being to avoid congestion. Mr. Mitchell brought up the fact of noise connected with the Freeway and uses that would be compatible. It was pointed out by Mr. Gross that the zoning ordinance can be amended from time to time to correct problems that may arise. Any use at time of adoption of the Comprehensive Plan has right of use and can be sold and that zone use follow along with the sale. The Comprehensive Plan tells what direction the City wants to take id future growth. Mrs. Hinrichs reminded the planner that it is the desire of the Commission to maintain a flexibility in the zoning process. Mr. Collins stated that during the planning phase, the zoning map is not being prepared. The Zoning map comes after all the planning is completed. It was printed out that it takes about three (3) months to accomplish a zone change. Mr. Gross informed the Commission that in order to change a use, the Comprehensive Plan needs to be amended to allow this use before changing the zone (this is State Lax). Mr. Persons asked why the residential area in the county to the East of Meridian was not shown on the map. It xis explained that the Comprehensive Plan is formed to indicate future planning and interested use. These areas are not shown because they are not compatible with future growth at this time. It is thought that the intention for future growth should be, if there is no central water and central sewer, development should be discouraged or even prohibited. Mrs. Hinrichs stated that if the County would stop approving homes in scattered areas there would have been no buildings there. Not showing those areas, tends to discourage growth there. The present uses can continue, but the Comprehensive Plan would discourage future growth in these areas. Growth should be where central water and sewer is available. There was discussion concerning the size of neighborhood Commercial (Convenience Store) The need for neighborhood shopping center in Cherry Lane Village was discussed. May 22, 1978 There was discussion concerning ways to discourage traffic in some areas and encourage the traffic to use the collector streets. The question was raised by Mrs. Hinrichs as to the advisability of percentage of National average for comparison with the Meridian proposal. The answer was that this is difficult to do beoause different areas have special and unique problems that are not easily compared. The Meridian goal is to establish a good economic base. It takes a good economic base to realize the additional growth. There was discussion as to the placement of the sewer laterals within the planned service area, because the sewer will be the key to the future growth. There are houses on the West side of Eagle Road between Fairview and Ustick. Can this area receive sewer? The Phase process of development was discussed. The Phase of development will depend primarily on the availability of short distance connection to the City water and sewer. Mr. Mitchell suggested that this part of the policy statement be omitted. This will be considered. The Commission does not desire to do anything that will pre-zone any area. There was questions concerning the using of ditch right-of-why and drainage right-of- waq for Recreation, Bike and Pathways. Mr. Collins displayed a visual drawing of new residential phasing. This does not place any time frame but indicates primarily the influence.of the present sewer project. The area available to new sewer lines are likely to develop first. Dates were set for July 19, 1978 Public Ihformation Hearing July 10, 1978 Public Hearing on the Comprehensive Plan. Those who speak must sign up in advance and the Commission would desire that it be written testimony that can be made a matter of record by turning in to the Clerk at time of Hearing. There was disucssion as to a time to receive input from the realtors and developers. This had been the intention since the Planning was begun. The Commission feels that they need this input for comparison before they finalize the planning process.
