Following this Hearing will be a hearing by the City Council based on the plan and the findings of the Planning Commission. PHYSICAL ENVIRONMENT Doug Burnett, owner of farm on East Victory Road, spoke to compliment the people that have worked on the Comprehensive Plan; also asked to refer to page five (5)a. 5 a. Service Planning Area. Will the Community service planning area include public central sewer and water facilities as it mentions there? Mr. Rowley referred to the next to the last page of the book to give the Meridian Commnunity Planning Area Boundary and in that it shows the sewer system as will be completed, the water system will cover approximately the same area. Mr. Burnett also referred to Page 38 - 4, There was discussion as to the area out of dotted lines being serviced. MR. Rowley explained the City is addressing the area that can be serviced at this point, but will updated as time proceeds. Beyond the dotted lines is not the city's immediate service area. ECONOMIC DEVELOPMENT Industries Commercial Mixed Use Dave Lewis spoke next concerning Page 14 - 1 and page 18. EASTERN INDUSTRIAL REVIEW AREA POLICIES (1) "to encourage and promote the development of an interchange (egress and ingress) at the intersection of Eagle Road and Interstate I-80 by the Idaho Department of Transportation. Mr. Lewis proposed that their 80 acres at the corner of Eagle and Overland Roads (since the City of Meridian is planning to endorse the Freeway Interchange at Eagle and Overland) be included because it fits primarily what has been identified. Located south side of Overland Road and the east side of Eagle Road. Next speaker was Chris Korte representing Ada County as Ada County Zoning Administrator. Mr. Korte had questions and comments concerning portions of Book and will submit written testimony in the future to clarify some of the points. Page 16 Policy no. 6 "IT is the policy of the City of Meridian to support shopping facilities in existing residential areas and plan for new shopping centers, as growth and development warrant." Mr. Korte recommended that Policy P16 - 6 read "It is the policy of the City of Meridian to support shopping facilities effectively integrated into existing residential areas, etc." Mr. Korte remarked that in some instances a shopping center has been put right in the middle of a residential neighborhood, and the residents do not necessarily want that. Page 17, speaking of Industrial Development, Mr. Korte explained that there has been problems with Industrial areas developing without adequate water for fire protection. He suggested a policy speaking to that either in the Industrial tvt '~' p~ ina and 7onine Hearine 2. July 17, 1978 Section or in the Water area that would indicate that adequate fire portion be available. Page 21, NEIGHBORHOOD COMMERCIAL CENTER. Mr. Korte stated that the last five shopping centers considered as neighborhood shopping centers, that have been reviewed have all been approximately 100,000 square feet in size. He stated that the size is important but the key is the uses within it. For example the K-Mart Store may not be considered a neighborhood shopping center but yet it may fit under the 75,000 square foot criteria, so the City should take in consid- eration the uses as well. Another important point that Mr. Korte made was that the City should have all four corners of an intersection developed. As one corner is zoned and developed there will be pressure from the others. If the City is not speaking to all four corners then they should speak to what they need, 2 corners, 1 corner, etc. and auxilliary uses for those corners. If it is to be the City's policy to develop all four corners, that's fine,if not it should be clarified. Very Small Commercial Uses such as Service Station, Dairy Queen, Seven-Eleven, etc. that was missed in Boise's Metropolitan Plan as Mr. Korte stated, was discussed. Mr. Korte suggested that the City may want policies to speak to those as to where they should be located and how they should be integrated in. HOUSING DEVELOPMENT -Pages 24 to 30 Chris Korte spoke concerning the RURAL RESIDENTIAL - AGRICULTURAL, page 24 interpreting that under this policy you could develop a one acre lot subdivision. He stated that could be a problem, an acre is too much to mow and too little to raise anything on, a lot of them are wasted. Mr. Rowley stated that this question can be addressed more effectively later when the Impact Area is actually established. The Commission is real general on that area. On Page 28 - 7, question raised as to developing with dry lines. Residential in developments shall be phased Sn accordance with their connection to wet line sewers. Page 30 - Mobile Home Parks. Mr. Korte suggested that the City have some fairly strong designing controls in Mobile Home Courts, see that it is landscaped to blend in. Mrs. Anna Koskela questioned the possibility of giving some land to her children. Her property is located on Cherry Lane and Linder. The City street deadends at her property. Mr. Rowley instructed Mrs. Koskela that she would have to come before the Planning and Zoning Commission Page 28 Doug Burnett asked that wet line sewer be clarified. Commission member Burl Pipkin explained that this is defined in the glossary page 67.. Mr. Rowley stated that all types of systems are addressed in other areas.. Bud Persons spoke concerning Community Commercial Centers - page 21. Mr. Persons explained that the proposed 200,000 square feet would be flexible enough to work with any plan that would be satisfactory for the City. Mr. Persons said that he is in favor of leaving that paragraph as is. Mr. Persons referred to Page 24 RURAL RESIDENTIAL - AGRICULTURAL stating that one acre parcels may give some people some problems, it depends upon the neighborhood. The Flexibility of the plan was an indication of the good work done by the Planning and Zoning Commission. Page 28 - MR. Persons asked concerning the possibility o£ satelite plants with the growth of Meridian, not necessarily connected with the main sewer plant. The feeling expressed by Commission was that Subdivisions with own Central Sewer are to be discouraged. Meridian Plannin and Zonin Hearing .3. Jul 17 1978 TRANSPORTATION Chris Korte, Ada County Zoning Administrator, spoke concerning Page 38 POLICIES. 1. "The Meridian Comprehensive Plan and the Meridian Zoning and Subdivision Ordinances shall apply in the rural areas which are outside Meridian's URban Service Planning Area and within the Meridian Impact Area" Mr. Korte's comment was that he was under the assumption right now that in the unicorporated areas not in the City limits of Meridian will be the responsibility of the Ada County Staff to administer the Ordinances.unless they are annexed into the City. The major problem is that will require their staffif this is this is followed through the other communities to have to interpret and enforce approximately seven (7) different zoning rules. Mr. Korte stated that the State law has left this very much open and the ordinances would be established between the County Commissioners and the City Council - with policies like this could have some real problems. The Comprehensive Plan should be followed and he had no complaint there. The area of Impact is as area that the City of Meridian would want "say" in land use decision: changes. The every day, day to day, administration may be rather difficult basically because we have so many plans and ordinances we have to follow. Annette Hinrichs questioned Mr. Korte if it would better if the policy would say "The Meridian Comprehensive Plan and the negotiated ordinances by the County and the City". Mr. Korte agreed to something of that sort. PUBLIC SERVICES UTILITIES, FACILITIES Dave Burnett spoke referring to Page 43, Water Supply, No. 2. questioned the statement "to the municipal central water system".Public water supply or Private? Chris Korte referred this question to page 50, adding Policy No. 16..The intent of No. 16 policy would indicate that if the developer wished to dedicate a school site the City would allot the transfer of the density of that school site to the surrounding land. This allows the developer to utilize the lands given for school or park by transferred density. (is provided for in Page 29 and 20) Mr. Rowley opened Hearing to general discussion. COMMENTS Dave Lewis asked of the thinking on the technical industrial designations of review areas. Mr. Rowley explained that a technical review could be anyone of the industrial areas but each one was not designated as a technical review area because we may lock out some other industry that we want. Burl Pipkin stated that the object of the Plan is that the various land uses be made compatible. Annette Hinrichs stated that we are concerned about "buffers" between different kinds of zones and if what you build is nice enough that you do not need a buffer then that is what the Commission could decide at that time. Lee Mitchell stated that the intersection, Eagle Rd and Interstate, went "hand in glove" with the Planning and Zoning recommendation. This gives flexibility, does not mean that a big subdivision or plant is going to be put there. Mr. Mitchell also stated that the Commission all agreed that the Cloverleaf there was a good idea for most traffic. Norman Fuller referred to Page 43, No. 2 POLICIES (WATER SUPPLY) "All new developments shall be phased as to theirconnection to the municipal central water system within the Urban Service Planning Area." Desired to strike out the word "Municipal". Mr. Fuller stated that there are several kinds of water systems, public not municipal and that it might be to the City's benefit to let private district corporations supply the water systems. Also strike out Municipal for Sewer. Page 24 and 25 HOUSING DEVELOPMENT. Mr. Norman Fuller suggested raising the density. The feeling of the Commission was that the policy covering density was flexible. Mr. Fuller complimented the Commission for an excellent job and thanked them for all the hours they have spent. Mr. Rowley asked for written comments to be presented to the City Hall within ,10 days. Meeting adjourned at 8:40 P.M. Attest: City Clerk
