Hunter Estates: Conditional Use for Beauty Parlor in the home.
Mrs. Doug Larsen of 1930 W. Linder Road, was present representing herself.
She stated "We have a 4-bedroom home and would like to convert one-half of our garage
into a beauty salon. We meet all the requirements of the State Occumpational License
Bureau. There is ample parking and we want this to be a one operator beauty salon.
It will probably have a small wooden sign or maybe no sign."
Don Sharp inquire as to how many cars there would be in the course of a day.
Mrs. Larsen stated probably 8 a day with no more than 3 at one time.
Willard Rowley inquire if there was anyone present with objections to the proposed
Beauty Salon. None were present.
The Motion was made by Lee Mitchell and seconded by Don Sharp to approve to the City
Council the proposed conditional use permit fora beauty salon at 1930 W. Linder Rd
with the stipulations that it be an individual (one operator) business and no sign
be allowed.
Motion passed: All yea.
Annette Hinrichs emphasized that this is a one person operation.
Mrs. Larson questioned if she was to hire another operator when she was not working
would that make a difference.
Rowley stated that would still be considered a one person operation.

Stonehouse, Merle and Updike Annexation request for "A" Residential.
Updike, Merle, Merle and Stucker were present to represent interests.
Elder Merle stated that they have 8 1/2 acres they would like to have annexed.
Rowley stated that it would have to be brought in as single family "A" residential zone.
Host inquired if there was a possibility to use some of the area fora Mobile Home type
development.
Rowley stated that at this point they would only annex as single unit residential in
this area, there has been no research in a Mobile Home Park in this area.
Host stated then they request the single family "A" Residential zoning.
Lester Updike stated that they have 1 1/2 acres and would like to be annexed as
A-1 Residential single family.
Lee Stucker representing Stonehouse stated that in .talking with them their plans
are to build a Church and school and resident apartment.
Don Sharp stated that there is an enclave of concern. There is a letter from
Mr. Mortenson showing intent to want to be annexed.
Stucker stated that Mr. Mortenson had informed him he could not do this locally,
it has to go throught Salt Lake. They could not possibly meet the time requirement.
The letter is the best that they can do.
Rowley stated that a requirement is that the property owners must bring City sewer and
water lines.
Services were discussed.

Hinrichs stated that she had no objections to this annexation but did not feel they
could annex until a letter comes in on the remaining enclave.
It's affect was discussed of leaving an enclave.
The Motion was made by Annette Hinrichs and seconded by Don Sharp to accept the
Stonehouse, Merle and Updike Annexation request conditional on acceptance of a
request from the L.D.S. Church that the property enclave to the north of Stonehouse
will be annexed, also subject to the developers coming to City sewer and water lines.
Motion passed: All Yea.
Item
3 Capitol Development Annexation request to "A" Residential:
Larry Sale was present representing Capitol Developments. He stated that
Capitol Development has applied for annexation of about 40 acres of land east of Linder,
north of Meadowview Subdivision. The development will be supplied with City utilities
Plan development of a Subdivision.
Rowley inquired if this would be subsidized homes or what type they would be.
Sales answered probably not subsidized.
Yorguson stated moderate priced homes. The determination has been made not to
have subsidized housing, they would like to come in with $50,000 and above homes.
Dave Watkins stated that the market will determine the type of homes. The market is
hard to figure. The feeling in Ada County know is that there is an over supply of
homes in the $60,000 and above.
Don Sharp inquired as to what size they are talking about.
Watkins stated probably around 1,300 square feet minimum to 2500 sq. feet, depending
on two story, bi-level and how the inside is finished. They would also have garages.
Rowley stated that this is just a request for annexation.
Hinrichs stated that the Comprehensive Plan calls for nice development down Five Mile Creek
Yorgenson stated that the back yards to Five Mile will be sloping. There is some
ownership problems on the right of way. The Federal Government owns a 120 foot right-
of-way that is not being used, some ideas are for walking or jogging paths. They would
prefer to make the area into a green belt type area if the Federal Government will
allow it.
Sales stated that the City could make the area an improvement project including where
the Sewer Plant is located.
Sharp stated that there was concern that provisions be made in the platting for
streets to go on through to the East and North. We would like to see this in the
Platting.
Sales stated that it costs $20,000 to $40,000 to cross Five Mile Creek and the developers
would like to keep the crossings to a minimum. They do not want to bring a street out
by the triangle, it will be expensive and they prefer to put a street to the West
somewhere North of the Five Mile Creak and one out to the northern boundary somewhere.
They would like to avoid, however, having to put one near the 1/4 section line that
the Ordinances call for and felt it should be north of five Mile and cross the canal
one time.
Accesses were discussed and through streets.
Rowley stated there should be at least two outlets to get out and to adjoining property.
Hinrichs concurred.
Sales did not agree.
The Motion was made by Don Sharp and seconded by Lee Mitchell that Planning and Zoning
recommend approval of this annexation to the City Council.
Hinrichs stated that they are required to come to City sewer and water.

Bews Industrial Park: Annexation request
Larry Sales was present representing Bews. He stated that it has railroad tracks on
one side and arterial roads on one or two sides, it is in conformance with the
Comprehensive Plan, utilities will be there in the future and it will not be developed
until it gets there.
Sharp inquired what type of industry will be brought in or are there plans at this time,
light industry, heavy industry, etc.
Sales stated that in taking advantage of the railroad they would encourage tenants
that could make use of the railroad like Pumice Products or heavy industrial base
for Meridian.
Annexation of the railroad was discussed. Streets and arterials were discussed and
traffic patterns.
The Motion was made by Lee Mitchell and seconded by Annette Hinrichs to recommend
acceptance to the City Council contengent on no dirty industry with review by
Planning and Zoning and the City Council of the type of industry coming in.
Motion passed: All yea.

Columbia Village was taken from the table from June 12, 1978. Albert
Albert Madsen was present representing the purchaser of the property.
Mr. Madsen stated "Our client has put down money to keep the option open on the
land,we would like to discuss our proposal in a little more detail tonight."
Jack Shepherd stated that they revised the density to 10.8. The concept started with
single family housing in a townhouse concept, more square footage for the dollar.
Some of them have garages in this concept and some do not. He submitted a revised
preliminary plat that fits the highway design requirements. This is the first town-
house concept for single family for sale units in Meridian.
Hinrichs liked the idea but wondered if the Council had ordinances to cover this
type of unit.
Shepherd explained the townhouse concept. He stated that most cities do not have a
townhouse ordinance and they are covered under the regular subdivision ordinance with
a waiving of the set-backs in the projects themselves. The set backs to adjoining
property are whatever the ordinance calls for. The setbacks to adjoining neighbors
are at least as much as required and often more, but inside the subdivision there is
a zero lot line and a party wall on a property line. Also we would be deeding off
the land,with a Condominium you do not deed off the land. You do not need special
financing for it or zoning, or ordinances, to cover it. The building code covers all
the regulations necessary to build this type of unit.
Rowley inquired if this was subsidized housing.
Shepherd stated no, the method of financing at this time has not been looked into,
they are after preliminary concept approval.
Sharp inquire into the cost of the homes in the project.
Shepherd stated that they hoped they would be in the $30,000 range and with garages
over $40,000. There are five different plans with approximately 950 square feet
average.
Hinrichs stated that the City needs a breakdown on the 46% figure for subsidized
housing between rental and owner occupancy and see if the housing needs for smaller
owner occupancy has been covered.
The appeal of this type of housing was discussed.
Rowley stated that we are trying to curtail some of the subsidized housing.
Madsen outlined the advantages of this level of housing for starter homes and elderly.
Sharp stated that this has to be tempered, the City has a need of some larger homes.

Hinrichs stated that we need a breakdown of levels of available homes.
Sharp stated that ownership adds to the concept appeal and would like to study
the township concept. lhereshould be strong protective covenants.
Upkeep on the property was discussed:
It is by a Homeowners Association
The Housing mix was discussed; Density was discussed and the Fire Department
recommendations were discussed.
The Motion was made by Annette Hinrichs and seconded by Lee Mitchell to recommend
to the City Council that they accept the preliminary plat for Columbia Village
providing the units are not subsidized, that it is ownership units, that they
meet all Fire and Highway Department recommendations and bring in City services.

Wilder Mobile Home Subdivision:
Ray Wilder was present representing Wilder Subdivision. He stated that they
have approximately 130 units and the people will own their own lots and will put
their own trailer houses on it.
Jim Howard was also present representing the proposal. There are 20 acres with a
density of about 6.17 units per acre. The lots would be like a regular subdivision
not a trailer court. The property is the first one by the Sewer Plant.
Rowley stated the Fire Departments comment (see evidence)
Wilder stated that they are after an adult court and there should not be that
much fire if children are not involved. The lot size is approximately 50 x 100
this is normal for mobile homes. 5,000 square feet, corner lots will be bigger.
Access and egress will be on 10 Mile and Ustick. The concept of development
along trunk lines was outlined.
The relationship to other developments was discussed.
Adult only through restrictive covenants was discu-sed but if someone tries this
concept, the plant is federally funded.
It will be fenced with chain link fence separating the lots.
Because the sewer plant is federally funded they legally cannot keep children out.
The people buying these lots are not the low income type.
Rowley stated that the Commission is not arguing that point but is trying to
protect the different City Departments.
Wilder stated that is is an ideal location.
Reaction to Mobile Home Courts was outlined. Response time for fire trucks was
approximated at 6 to 8 minutes. The matter was discussed.
Rowley outlined ordinance consideration to adequately reflect the Comprehensive Plan.
Hinrichs stated that she like the concept but felt it is stretching things out
too fast.
Wilder stated that they are one mile this side of the limits from the west and
did not think it was stretching it out.
Sharp stated that he preferred a tabling action at this time until they can be
assured of adequate police and fire protection.
Rowley stated that in the past these have been called courts and maybe thinking of
them on a court basis. Their thinking might change on the new concept.
Procedures for routing to Council was discussed. A time frame on a tabling
action was discussed.

7 Chastain Annexation:
Mr. and Mr. Al Chastain Lenore Johnson and neighbors Mr. and P1rs. Morgan
were present representing the Chastain Annexation request.
Mr. Chastain stated that they have one acre ;Mrs. Johnson stated that there are
three parcels. One (1) is Stuarts 13.7 Acres, Morgans have five (5) acres and
Chastains have one (1) acre.
Rowley stated Planning and Zoning has been working to .keep Gruber Street open
from 2 1/2 Street to Locust Grove.
Mrs. Johnson stated that they were thinking of a Dentist Office, something similar
to the Carriage House.
Rowley stated that they are not against some commercial in that area if it is
put in there right.
Mrs. Johnson stated that they are trying to put these parcels together to do
something with it.
The areas were discussed.
Mrs. Chastain stated that they have been paying commercial tax on the property.
They have appealed the tax and were denied.
Development of Fairview was discussed.
Hinrichs questioned if Planning and Zoning has the power to determine what is
built in a particular zone. She stated that this area should be "C" but there
is concern about what goes in there.
Rowley stated that he wants to see it zoned Commercial with a complete under-
standing there will not be fronting all along Fairview and traffic dumped out
onto Fairview.
Sharp moved to table the Chastain Annexation request until the September 11, 1978
Planning and Zoning meeting. Seconded by Hinrichs.
Motion passed: All yea.

8 Hunter Estates, Annexation request:
Clarence Glenn, Howard Craven, Owen Frost and Mrs. Doug Larsen were present
representing Hunter Estates.
Hinrichs stated that this is only for Annexation and not a Preliminary Plat.
Rowley stated that this is a duplex Annexation by mutual agreement.
Glenn stated that the developer is Art Craven of Boise. There are 16 duplexes
on 16 lots with a density of 9.7 and 4.39 acres, zoned "A".
Street names were discussed, direction for the Preliminary Plat was given.
Mitchell moved to recommend to the City Council that they annex Hunter Estates,
seconded by Don Sharp.
Motion passed: All yea.

problems should be addressed during development plans and platting stages.

The legal Description is adequate. Again how is the City going to serve
this property with water and sewer if there are no provisions to construct
such utilities. These problems should be addressed duding the development
plans and platting stages.
Stonehouse evangelical corporation
The legal description is adequate. Our concerns are the same as stated for
Mr. Updike's and Mr. Merle's properties.
6. Planning and zoning policy
Do not annex, these parcels, if annexation leave an area as an enclave
or an area surrounded or encompassed by the City.
(Planning policy is to annex all leads in the same area)

Allow no annexation until all interested Parties have agreed to
ImmeMiate use of City Water, and Interrim septic tank use as allowed

homees and single family residence combined as good planning. I also
belief Meridian has too many mobile home parks. We need a good silid
tax structure first, Then accomodate mobile homes.

NOTICE IS HEREBY GIVEN that a public hearing will be held
before the Meridian City Council on August 28, 1978, at the hour
of 7:30 p.m., at the Meridian Grade School located 'at 48 West
State Avenue in the City of Meridian, Ada County, Idaho, for the
purpose of the Meridian City Council enacting a Comprehensive
Plan for the City of Meridian, pursuant to Chapter 65, Title 67,
Idaho Code.

During the Planning and Zoning meeting held July 31, 1878, the
following motion was made:
The motion was made by Burl Pipkin and seconded by Lee
Mitchell, that the planning and Zoning Commission recommend to
the City Council that the Comprehensive plan of July, 1978 plus
addendum of July 31, 1978 be adopted.
This motion was passed
