Bob Giesler, Councilman: No problems, make sure fence doesn't restrict water meter or fire hydrant. Doesn't seem to restrict view. 2. Police: No problems as l~ongas it conforms to Idaho Code 49-593. 3. Mayor Kingsford: Similiar request .was approved prior in this subdivision. 4. Bill Brewer, Councilman: Fence seems to be out of sight angle. 5. Ron Tolsma, Councilman: H ave hard time accepting fences Eft. tall to sidewalk, they look blab after weathering. much better if block or ornamental. what is size of back yard from house back. 6. To construct a 6-foot solid fence on a corner lot located on the southwest corner of Chateau and NW 11th Avenue in Meridian. 2. Chateau and NW 11th are both fully improved with curb, gutter, and sidewalk and have 50' rights-of-way, which is adequate. RECOMMENDATIONS: 1. Fence is to be located outside of the public right-of-way. 2. Fence is to be located so that the 40' vision triangle is not obstructed. Vision triangle is established by measuring back 40' along each curb from the point where the two curbs intersect, then connect these two points to form a triangle. POLICY IMPLICATIONS: 1. Allen, Steve Anderson, Kenny Bowers, Leeroy Nelson Jason Coles, Wayne Crookston; Minutes of previous meeting held June, 18th were approved as written (ITEM ;~1)-VARIANCE REQUEST BY ARTHUR HARP FOR 6 FOOT FENCE ALONG SIDEWALK. Arthur Harp was present and explained that he wanted to build the fence to keep his 18 month child out of the road. Councilman Giesler stated that the only drawback that he could see was that with a Eft. fence you can't see a child coming from be- hind the fence and a car would not see that child if he were to suddenly cross the street. Mayor Kingsford stated that although this could be a problem a older child's head can be seen from above the fence and a toddler would not be able to travel that quickly. He also stated that he may build out, but if construction or city needed access to the ground then the fence would be torn down. OPENED TO PUBLIC- NO RESPONSE- CLOSED The motion was made by Giesler and seconded by Brewer to approve the variance request by Arthur and Kim Harp 6 foot fence along sidewalk. Motion carried: Tolsma, yea; Myers, yea; Geisler, yea; Brewer yea; (ITEM ~~2)-REQUEST BY HOALST AND ANDERSON FOR T'XTENSION OF TIME TO COMPLETE PARKING LOT AT 1434 NORTH MERIDIAN STREET. Mr. Anderson was present representing Hoalst and Anderson. He stated that the extra time was needed to finish remodeling. Councilman Giesler asked if it was a contract of 1 year gravel 2 years asphalt? Mr, Anderson replied that he was correct Councilman Brewer replied that it was a superb job of remodeling and that they are now working on the basement.
