Minutes of previous meeting were approved with correction to Agenda 2, 4-Flex Design
Review - 805 W. 4th Street "that density was noted to be over
the Comprehensive Plan Density of 15 units per acre" Commission suggested that this
be dropped to 3 units per acre.
The Motion was made by Orton and seconded by Hinrich that the minutes of the previous
meeting with correction to Agenda 2 be approved.

The Motion was made by Hinrich and seconded by Mitchell the Design Review of
First Security Bank Building on the corner of Cherry Lane and East First be brought
from the table and terminate consideration.

Agenda Columbia Village Preliminary Plat

Arlo Nelson was present representing Columbia Village Preliminary Plat.
Nelson was back before Planning and Zoning with changes. There was a recommendation
to reduce density and the extension of 5th Street and this has been done. The density
is 10.4, four of the units have been removed and there is a place of a small park in
this area. Edelson stated there is a storage area included; redesigned for a circulation
pattern for the Fire Department; not a Farm Home project but financing through FHA or VA
There are now 4 units per building, 1 to 1 ratio on covered parking.
Sharp inquired about access.
Nelson explained 464 trips total and with 60 foot wide street felt it would not be
overloaded. He stated that E. 5th Street shows all the potential of being a collector
Street and had obtained a letter from the area neighboring to the North agreeing to a
pattern for E. 5th Street.
There was discussion.
The Motion was made by Hinrich and seconded by Mitchell that Columbia Village
Preliminary Plat be approved.

2 4-Flex Design Review - Mark Hopkins
Mark Hopkins was present requesting a 4-Flex in West View Addition qn W. Idaho.
Hopkins stated that the density would exceed the Comprehensive Plan but since
this was located in a 4-Flex neighborhood and same sized lpt that he was not
asking too much. The lot is 75X120 which is consistant with the other lots.
Density would be 19. Hopkins stated he planned a Boise Cascade 4-Flex and
landscaping. Plans were approved by VA.
Orton inquired if Hopkins would consider a Tri-Flex. Density 14.2.

The Motion was made by Orton and seconded by Mitchell to deny approval of
the 4-Plex Design Review based on density requirements of Comprehensive Plans.

3 Jensen-Lampe Annexation
Larry Sale was present, representing Jensen-Lampe Annexation. Sale stated
that Mr. Wright who was to present this proposal was called out of town and
that he was not prepared. Location of proposal is Blackcat and Cherry Lane.
There was discussion.
Sale requested that proposal be left on the table.

4 Char-'lies Catering - Conditional Use - Located 101_W.. Pine.-
Charlene Smith was present representing Char-'lies Catering Service.
Smith stated thtat their purpose is to maintain the character as a residence.
There was discussion.
Smith stated thtat Superintendent of Schools Hein had contacted the School
Attorney about using the school property across the street for parking.
The Attorney had reported that if they denied this parking the school
would have to enforce the denial to anybody that used this property for
parking. Smith stated that the agreement would be worked out with the
school for parking.
Sharp called for the opinion of those attending.
Jim Smith, owner, stated that since the Historical Society has taken
and interest in restoring the home, that it would serve the community well
to have the home renovated.
Hinrich inquired if they had approval of all neighbors. Smith stated
they had contacted the neighborhood extensively and they were in favor
of proposal.
Sharp stated that at this point he felt this should not be Commercial.
Orton stated that other proposals have benn turned down and that approval
of the catering service at this location would be opening the floodgate
for other proposals. Mitchell inquired if mass renovation would destroy
the historical value. Hinrich felt this home would be best maintained in
this manner and was in favor.
The Piotion was made by Hinrich and seconded by Mitchell to recommend to
City Council approval of Char-'lies Catering Conditional Use Permit at
101 W. Pine, with the condition that with Design Review, and preservation
of historical qualities of the building.
There was discussion.

5 Sunnybrook Farms #4 Preliminary Pla-t
Located between Cherry Lane and Ustick, and between :Linder and Teri Mile.
Max Boesiger was present representing Sunnybrook Farms #4 Preliminary Plat.
Boesiger stated that he is requesting the Preliminary on the total of the
Plat instead of #4, so they could see what they were looking at 2 or 3
years down the road. The Plan includes a parcel set aside to sell the
School District for appraised value. Eliminated are 15 units.
Boesiger asked for permission to revert back to previous plan for park
should the school change their minds on location of school.
There was discussion.

Orton inquired if Boesiger had written into the covenants that the easement
along Nine Mile does not prohibit recreational use. Boesiger stated he had.
Hinrich stated that ACHD has strongly advised bike paths in regard to this
concept.
The Motion was made by Mitchell and seconded by Orton that Sunnybrook Farms
Preliminary Plat be recommended for approval to the City Council, with the
condition that covenants be the same; sewer and water standard.

6 Bews'.& Smith Industrial Park Preliminary Plat - Located on East Pine
Wayne Forrey was present representing Smith & Bews Industrial Park Preliminary
Plat. Forrey stated that they had met with ACHD and resolved the problem of
access upon Locust Grove. There will be only three accesses onto East Pine,
four on Locust Grove. The 10 inch water line and sewer will be extended
from east 5th. Forrey stated that they forsee small businesses. There would
be a choice of small or large lots.
Sharp stated that there should be landscaping and buffering in between accesses.
The Motion was made by Mitchell and seconded by Hinrich that Smith & Bews
Industrial Park preliminary Plat be approved with Design Review and sewer
and water to meet standards.

7 Meridian Manor #4 Preliminary Plat
Wayne Forrey representing Devco, Inc. Meridian Manor #4 Preliminary Plat.
Action was held until input of Comprehensive Plan. Forrey stated that
density excluding office area facing Meridian Road is 3.8. Mail boxes
will be located at the curb cuts. Central water and central sewer will be
provided for; all street names will be for approval of APA and the City;
fire hydrants will be provided according to City Ordinances; an additional
crossing of Five Mile Creek will be discussed with Fire Department and an
agreement be reached.
Forrey stated that the planned park area of the old sewer plant was
considered being used by BSU as a test station, which would change the
proposed use next to 8th St. If the sewer plant is used for a Votech
establishment, they would want a redesign to make extra deep lots.
There was discussion on street and access of sewer plant area. Problem of
bike path on Federal property was discussed. Public right-of-way was
discussed. ACRD has asked Devco to do a redesign because of no public
right-of-way on 8th St.
Sharp stated they needed the street matter resolved before coming back to
Planning and Zoning.
The Motion was made by Mitchell and seconded by Orton that Meridian Manor #4
Preliminary Plat be tabled until June 11, 1979.

8 Meadow View #2 Revised Preliminary Plat
Al Marsden spoke, representing the owner Roger Allen. Marsden referred to
previous discussion of 8th St. and explained design of use around old.
sewer plant. Access has been prpvided to adjoining landowner and will have
to build a ditch which would be piped. Marsden stated they have prpvided twp
culdesacs. Lots have been designed for more outdoor use. Density is 4.29,
smallest lot is 55X105. A special lot variance is requested to accpmodate
new design area. Units are approximately 1300 sq. ft. 0' lot line.

Marsden stated that they had designed area with the intention that
the old sewer plant would be used as a park. They would be putting up a
fence to screen it off.
There was discussion.
Marsden stated that: bicycle paths would be provided along Five Mile Creek
if the City puts in the Park and would allow recreation use of that easement.
The Motion was made by Orton and seconded by Hinrich that Meadow View #2
Preliminary Plat be approved, subject to the recreational allowance on the
Five Mile Creek easement and subject to subsequent use of the Development
Plan Final Plat; sewer and water compliance.

9 Crestwood Estates Centre Valley Rezone Request
John Matzinger from CTM Engineering was present representing Crestwood
Estates Centre Valley Rezone Request.
Sharp called for comments. There were none.
The Motion was made by Orton and seconded by Mitchell that Crestwood Estates
Centre Valley Rezone Request be approved.

10 Hank Houst DBA Merle Mall Rental Co.
Duane E. Johns, architech and Hank Houst was present representing the
Shopping Mall, 1603 E. 1st St. The parking lot in the proximity of
1616 Meridian St., required a Conditional Use Permit.
Houst stated that the old station on the corner of Meridian St. and
Franklin had been sold to Ron and Sherill Byron, and that they were
responsible for tearing the building down.
Houst stated that the building will be completely sprinkler system for
fire protection. The access would be a "straight shot" clear through
from one street (E. 1st St.) to the other (Meridian St.) There would
not be landscaping because their frontage is so narrow.
Sharp inquired if Houst there could be some sort of curbing to prevent
cars from backing out onto street. Houst answered yes.
Chairman Sharp reminded the Commission and public the purpose of this
hearing was fora Conditional Use Permit for the parking lot.
The Motion was made by Orton and seconded by Mitchell that Merle Mall
Rental Co. be issued a Conditional Use Permit for the parking lot subject
to design review.
Motion Passed: All yea

11 Arnie Subdivision Preliminary Plat - Located on E. Pine St.
Orton abstained from action.
Neale Messick was present representing Paul Stutzman on this proposal.
Messick stated there would be some minor changes after reviewing the
comment recap. He stated the dimension of buildings would be approximately
20 to 24 feet in width, depending on whether they are one or two bedrooms.
Some would be single story; some would be two story with garage driving
underneath. There would be a break in roof line as well as front yard
appearance. Some natural landscaping would be along Five Mile Creek. These
units are designed for retirement people.
Orton reminded the developer of the request of barracade on State St.

Total acreage is 3.1, Density 6.7 units per acre, 21 units. Sharp
counted 24 units. Square footage would be 860 sq. ft. for the
single units and 600 sq. ft. on the ground floor of the two story units.
The Commission felt these were very small lots. There was only one car
parking minimum and they desired two car off street parking.
Messick stated that these units would be of quality development and one
builder, a complete design all the way through.
The Motion was made by Hinrich that recommendation be made to the City
Council to accept proposal with provisions of water and sewer, that a
garage be provided with two other parking spaces; and an easement for a
possible road continuing East to Pine; Recreational easement in their
covenants.
Motion died for lack of a second.
Orton had abstained.
There was discussion. Messick suggested that they drop some lots.
The Motion was made by Hinrich and seconded by Mitchell to table
Arnie Subdivision Preliminary Plat.
Potion Carried: All yea; Orton abstained

12 Devco - 20 Unit Apartments - Located next to 649 W. Broadway
Dave Wilcox was present representing Devco Design Review.
Wilcox state there would be basically 20 units, three (3) 4-Plexes
and one (1) 8-Plex. Two bedroom units would be 840 sp. ft. They
plan to do an extensive amount of landscaping. He stated that there
is a little less than one acre, 38,000 sq. ft.
Sharp stated that density would be 22.7 units per acre.
The Commission referred to Comprehensive Plan and felt density was
too high. Highest is 15 units per acre.
Traffic was discussed. Wilcox states traffic would use Broadway.
The Motion was made by Orton and seconded by Hinrich that they
recommend denial based upon density criteria.

13 Rezone - Commercial for James Weast Jr.
Weast was present representing himself and stated that his request for
rezone is to build a restaurant to be leased to Otis Denny. There will
be 40 to 50 parking spaces. Vacant lot is 240 feet.
Orton stated that the Comprehensive Plan allows this mixed use.
Parking was discussed. Weast stated traffic in and out will be planned;
access would be limited off of Franklin.
The Motion was made by Orton and seconded by Mitchell to recommend to
allow James Weast Jr. zone change to "C" Commercial with the condition
that Stuart approves extending 10 inch water line, and design review.

14 Linder Park Subdivision Annexation as "D" Industrial - Located South of
railroad tracks and West of Linder
Ken Marema was present representing Linder Park Annexation. He stated that
they had been before the Commission asking for Annexation as residential
on November 13, 1978 and was approved. People had contacted them interested
in warehouses and since the property is next to the railroad tracks, they now

request Industrial Annexation. He stated he cannot develop the property
without City water and sewer.
There was discussion.
The Motion was made by Orton to recommend Annexation of Linder Park
"D" Industrial.
Motion died for lack of a second.
There was discussion.
Hinrich stated that she does not wish Industrial as there is residential
neighboring and felt putting a strip of Industrial through the middle
of town divides the City in half.
Orton withdrew the Motion.
The Motion was made by Orton and seconded by Hinrich to send Linder Park
Annexation "D" Industrial to the City Council with no recommendation.

Leisman Subdivision Rezone Commercial
LeRoy Atwood was present representing the Meridian Professional Plaza
located on W. Pine next to the Medical Center. This was originally
platted for duplexes and since was found this would be a better use.
He stated this proposal is very limited, very restricted and no retail.
There is access onto Pine and onto Linder.
There was discussion on tennats.
This would be confinded to specialized people.
Sharp called for comments.
Don Gile, architech, spoke concerning parking. He stated that the ratio
is one (1) car parked for every 280 sq. ft. which is over standard
requirements for office off-street parking.
The Motion was made by Orton and seconded by Mitchell to recommend
Leisman Subdivision Rezone "C" Commercial with the understanding
that there would be no retail space in the Professional Plaza, and
that a letter be supplied to that affect.

Meridian Place Subdivision Final Plat Unit I
Earl Harmon and Veryl King were present respresenting Meridian Place
Subdivision Final P1at.Unit I.
Harmon stated that they have met all the requirements that have been
handed down before them. The parcel is 20.42 acres, southerly side
and behind Settlers Village. Subdivision was annexed in 1975. They
have been waiting for water and sewer lines. Lots 1 & 2 have been
donated to the City and there is a well drilled and "on line".
Harmon stated that terms have been made with Mr. Hein, Superintendent
of Schools. They will be giving the District some ground in the
agreement and they will be working with Hein in the future (letter on file)
There was discussion of roads.
Exits will be onto Locust Grove and Jericho St. to Fairview.
Harmon stated that covenants have been changed to state "no dwellings
will be less than 1350 sq. ft. fora single story building, or 850
sq. ft. on the ground floor fora two story building" and "provided
further, if the City of Meridian should adopt an Ordinance which permits
the construction of a dwelling with less square feet of space than herein
required shall automatically be be reduced to the minimum requirements
prescribed by any such Ordinance".

Place Subdivision Final Plat Unit I be recommended for approval to the
