Members present: Annette Hinrichs; Ken Tewksbury; Burl Pipkin Others present: Verl Roberts; Bill Brewer; Darrell Leatham; P4arian Leatham; Kent Krohn; John Timmermann; Wayne S. Forrey; Martin Igo; Gene Wright; Don Leavitt Minutes of the previous meeting were corrected as follows: Agenda 3, Paragraph 4 "Hosac stated" instead of "Matzinger". Plinutes of previous meeting approved as amended. Agenda 1 HEARIPJG Roberts Rezone - 403 W. Cherry Lane Verl Roberts representing. Roberts stated that property has been in the family for 26 years. The Highway Department has purchased the house frontage along Cherry Lane leaving 15 feet. He stated there was no compensation given to set the house back and requested a re-zone from "A" to "C" and a variance to the set back. They would like to use this as an office and put into a design review status so they could act now. Access off of 4th Street instead of Cherry Lane was discussed. Roberts was in agreement. Piokin stated that under the existing Comprehensive Plan they have no alternative than to say no to rezone to "C". There was discussion. The feeling of the Commission was toward a Conditional Use Permit. The Motion was made by Tewksbury and seconded by Hinrichs to recommend to the City Council to deny the Roberts Rezone and that they appky for Conditional Use. Motion Carried: All yea. Agenda 2 Meridian I4anor #4 Rezone HEARING: Wayne Forrey, J-U-B Engineers, Inc., was present representing. Forrey presented copies of affidavits and displayed slides of development plans. Bedelco would like to see limited office development along North Meridian Road area. Forrey stated that the development proposal along 5 P1ile Creek and Meridian Road supports the Comprehensive Plan for future development. Access off of Meridian Road was discussed. Forrey stated that buyers would question what the use of this land would be if left vacant and no action taken. Sharp stated that he objects because there is no provision for limited office use. Forrey stated that Bedelco has no intention to build now but requests zone of this parcel to be "C" for part retail and part limited office. Sharp stated that following the Comprehensive Plan concept was to get away from "strip Commercial" and more of a"clustering° This type of project would tend to lead others on down Meridian Road to do the same thing. There was discussion of changing access and limited office at one end. The Motion was made by Hinrichs and seconded by Pipkin to deny the request of zone change from "A" to "C: of Meridian hlanor #4. Motion Carried: All yea. Agenda 3 Meridian P1anor #4 - Preliminary Plat Wayne Forrey, J-U-B Engineers, Inc., representing. Meridian Planning & Zoning .2. July 9, 1979 Agenda Meridian P~lanor #4 Preliminary Plat (Cont'd) 3 Sharp questioned if they were sure they wanted Preliminary Plat approval knowing the problem of vacating lots, referring to indecision of 8th Street development. Hinrichs stated that the number of duplex lots as proposed on Pre-Plat could create a traffic problem on 8th Street (50' width). It was the feeling that there should be a decision made by the City Council to what is going to happen on 8th Street before taking actipn on Meridian Manor #4 Pre-Plat. It was requested by the Planning and Zoning Commission that Meridian Manor #4 be placed upon the Agenda of the July 16th Council meeting for 8th Street decision. The Motion was made by Pipkin and seconded by Tewksbury to table Meridian Manor #4 Preliminary Plat pending 8th Street decision by Council. Motion Carried: All yea Agenda 4 Elementary School - Glennfield Manor John Timmermann and Darrell Leatham of LKT Architects, were present requesting approval to construct an Elementary School in Glennfield Manor. Timmermann presented the plans with description of construction, landscaping, access, traffic patterns, irrigation and sprinkling. Slides were shown. The Motion was made by Hinrichs and seconded by Pipkin to recommend to the City Council approval of the design of the Linder Road Elementary School, located in Glennfield Manor, contingent upon approval of Fire, 4Jater and Sewer Departments. Gtotion Carried: All yea. Agenda 5 Rex Larson - Gentry Annexation Input No representation Agenda 6 JMK Properties - Located N/E Corner of Linder and Franklin Martin Igo was present. Igo stated that he and a partner are in the process of purchasing property at the Northeast corner of Linder and Franklin, approximately 2.6 acres. Igo requested input guidance as to how they can use the property, which would be across from Crestwood Centre Valley Neighborhood Activity Center. This property is now zoned R-4, County. There was discussion and annexation was the problem. The feeling of the Commission was that this was office and service conmercial ~ not retail commercial that would entail high traffic. Igo expressed appreciation of the input of the Commission. Agenda The Motion was made by Pipkin and seconded by Hinrichs that APA be notified that 7 the copy of the Policy Diagram does not meet with Planning and Zoning approval and has no validity and request that the City of teridian Policy Diagram be superimposed on the map.
