Regular Meeting of the Meridian Planning & Zoning Commission called to
order by Chairman Spencer at 7:30 p.m.:

The Motion was made by Morrow and seconded by Cole to approve the minutes
of the previous meeting held July 14, 1986 as written:

Item #1: Public Hearing: Proposed Amendments to Zoning & Development
Ordinance:
Chairman Spencer opened the Public Hearing, is there anyone present who
wishes to testify in this matter? There was no response, the Public
Hearing was closed. Any questions or comments of the Commission? There
were none.
The Motion was made by Morrow and seconded by Alidjani to have the City
Attorney prepare Findings of Fact and Conclusions with a favorable
recommendation on the proposed Amendments to the Zoning & Development
Ordinance.

Item #2: Bob Wherry, imput from the Commission:
Mr. Wherry was present to see if the Commission forsaw any problems with
obtaining a Conditional Use Permit for an office in a house located at
128 East Pine, he explained that they felt they would have adequate
parking at this location, they could have at least four spaces off the
alley in the back of the house. This would be an office facility for the
Valley News and they do not do any printing there, would strickly just
be an office with their computers. It was the consensus of the members
of the Commission that they could not forsee any problem as long as the
property owners in the 300 foot radius of this property had no objection.
Being no further business to come before the Commission the Motion was
made by Cole and seconded by Shearer to adjourn at 7:45 p.m.:

PETITION TO AMEND THE
ZONING AND DEVELOPMENT ORDINANCES OF
THE CITY OF MERIDIAN
COMES NOW the Planning and Zoning Commission of the City of
Meridian and hereby submits to itself and to the City Council of
the City of Meridian the following proposals to amend the Zoning
and Development Ordinances of the City of Meridian.
1. Section 11-2-408 B 4. which presently reads as follows:
"(R-40) High Density Residential District: the purpose
of the (R-40) District is to permit the establishment
of high density residential uses at a density not
exceeding forty (40) dwelling units per acre. This
District is to be located exclusively within the
Mixed Use Review Area designated as OLD TOWN in the
Comprehensive Plan." "Connection to the Municipal Water
and Sewer System of the City of Meridian is required."
be amended to allow R-40 High Density Residential in
areas other than OLD TOWN and then would read as
follows if amended:
"Section 11-2-408 B 4. (R-40) High Density
Residential District: the purpose of the (R-40)
District is to permit the establishment of high
density residential uses at a density not exceeding
forty (40) dwelling units per acre." "Connection
to the Municipal Water and Sewer System of the
City of Meridian is required."
and that Section 11-2-410 A (R-40) be amended to
delete the foot -note (5) which indicates R-40 is
only allowed in the OLD TOWN area.
2. Section 11-2-409 A Residential Zoning Sechedule of
Use Controls be amended to allow lower density uses
in areas which are zoned as a higher density for
example, allowing a duplex on land zoned R-15
in which a tri-plex is a principal permitted use.
The Residential Zoning Schedule would be amended
as set forth in Exhibit "A" attached hereto and
incorporated herein by this referrence.
3. Section 11-2-410 A Zoning Schedule of Bulk and
Coverage Controls be amended to delete from the
R-4, R-8, and R-15 residential maximum lot coverage
that portion of the lot covered by a garage or car
port. The section would be amended by placing a
foot -note after the 358 lot coverage for the R-4,
R-8 and R-15 zones. The foot -note would read as
follows: "(7) Garage area not included in determining
maximum lot coverage". See Exhibit "B" attached
hereto for details on how the Schedule would be
amended.
4. Section 11-9-605 B 3 a be amended to conform to the
present Ada County Highway District specifications.
The schedule of Highway and Street Types and width
would thus read as follows:

The property faces E. Pine Street and backs on to an alley
which is one-way east to west dumping out onto E. First Street.
The area to the left of the carport is bare ground with a
tree at the north-west edge. With the removal of this tree and
the fence an area would open up for several parking spaces.
The carport has a concrete floor and is open sided.
The house is located at 128 E. Pine Street and is in the
center of the block to the east of E. First Street.
The house including the first and second floor has 1500 square
feet.
This is a request to use this property to house the
Valley News, a weekly publication now residing at 200 E.
Broadway.
