Regular Meeting of the Meridian Planning & Zoning Commission called to
order by Chairman Walt Morrow at 7:30 p.m.:

The Motion Was made by Cole and seconded by Johnson to approve the
minutes of the previous meeting held July 14, 1987 as written:

Item #1: Discussion on Amendments to the Zoning & Development Ordinance:
Rich Allison addressed the Commission on some items in the Old Town Zone
which in his opinion would eliminate some problems as far as Conditional
Use Permits in this area and make the process less time consuming:
Basically eliminate the need for 75g of the signatures of the property
owners within 300 hundred feet and make a Conditional Use Permit trans-
ferrable in this zone as long as it was a like use.
There was discussion on this by the Commission and it was the concensus
of the Commission to have the City Attorney prepare a proposed amend-
ment to the Zoning & Development Ordinance to not require the 75~ sign-
atures, conduct only one Public Hearing before the P & Z Commission which
is what is required under Idaho Code and have the Conditional Use Permit
transferrable to a like use this apply to the Old Town District only.
Public Hearing would. be held at the Planning & Zoning and then passed
to Council for approval without a Public Hearing. Transfer could be
approved by the Zoning Admistrator, if there is a question it goes to
Council only for approval.
General Conditional Use: Include in the application that this is not
in conflict with the covenants of the subdivision. Conditional Use
is transferrable without the requirement of the 750 of signatures,
there would be one certified mailing and heard before the Council only.
Lot Coverage Requirements: Remove all lot coverage requirements in
all residential zones, must meet all setback requirements as stated
in the Ordinance, this would include garages as part of the lot
coverage.
Variance: Remove the statement that Variances shall not be granted on
the grounds of convenience or profit and make it a consideration in
the findings.
Being no further business to come before the Commission the Motion was
made by Cole and seconded by Johnson to adjourn the meeting at 9:40 p.m.
