1: DISCUSSION ON PROPOSED AMENDMENTS TO THE ZONING & DEVELOPMENT
ORDINANCE:
MERIDIAN PLANNING & ZONING COMMISSION MAY 10, 1988
Regular Meeting of the Meridian Planning & Zoning called to order by
Chairman Walt Morrow at 7:30 p.m.:
Members Present: Jim Johnson; Moe Alidjani; Jim Shearer; Charles Rountree:

The Motion was made by Alidjani and seconded by Rountree to approve the
Minutes of the Meeting held February 9, 1988 as written:

The Motion was made by Johnson and seconded by Rountree to approve the
Minutes of the Meeting held March 8, 1988 as written:

The Motion was made by Shearer and seconded by Alidjani to approve the
Minutes of the Meeting held April 11, 1988 as written:

Item #1: Discussion on Proposed Amendments to the Zoning and Development
Ordinance:
Chairman Morrow: We have several items including the Day Care issue we
need to discuss and decide if the Zoning & Development Ordinance should
be amended to reflect these changes:
Chairman Morrow: The first item has to do with the definition of a
kennel, which states 3 or more dogs more than six months old, there
has been a request to change this to 3 or more dogs more than three
months old. The change would be to reduce the age of the dogs from six
to three months of age.
The was discussion among the Commission on this and they did not see
any problem with this change.
The Motion was made by Johnson and seconded by Rountree to include this
change in the upcoming amendments to the Zoning & Development Ordinance:

Chairman Morrow: The second item that needs discussed is there has been
some imput that we maybe change the Ordinance so that where Conditional
Use Permits are required in a Commercial or Industrial Zone they go
through the same procedure as required in the Old Town Zone. In the
Old Town Zone the 75o signatures are not required only that the property
owners are notified by Certified Mail of the proposed use. It is the
contention that at times it is very difficult and time consuming to
obtain the 75~ signature requirement as several of the property owners
live in other areas.

The Motion was made by Shearer and seconded by Rountree to include this
change in the upcoming amendments to the Zoning & Development Ordinance
scheduled for Public Hearings.

Chairman Morrow: Item #3: The Zoning Administrator has requested that the
definition of a Convenience Store be changed so that it include gas
pumps, at the present time this is a gray area as to whether or not they
are legal without a Conditional Use Permit: As the Members are aware
in the present time there are not any of this type of unit built without
gas pumps.
There was discussion on this item among the Members:
The Motion was made by Alidjani and seconded by Shearer to include this
item in the proposed amendments that are forthcoming.

Chairman Morrow: Item #4: This item has to do with not having any size
restrictions on signs, we have incorporated the Universal Sign Code in
our Ordinance but as far as any restrictions on size there are none.
After discussion by the Commission Members it was decided there needed
to be some research done on this item and they deferred making any
recommendations or possible amendment until a later date:
Chairman Morrow: Item #5: This is the Day Care issue, all of the Members
received the outline that was presented to the Council by the Committee
and we have three options, one leave the Ordinance as is, two proceed
with the Committee's recommendation or change their recommendation as
we see fit:
There was comments and lengthy discussion by the Commission Members
after which time:
The Motion was made by Johnson and seconded by Shearer to proceed with
an amendment to the Ordinance as per the outline that was submitted by
the Committee to the City Council:

The City Attorney was instructed by the Commission to prepare the above
items in amendment form and to prepare a notice of Public Hearing on
these items to be held on June 14, 1988:
Being no further business to come before the Commission the Motion was
made by Rountree and seconded by Shearer to adjourn at 9:20 p.m.:
