Members Present: Burl Pipkin; Lee Mitchell; Bob Spencer; Tom Eddy Others Present: Ross Hadfield; John and Nancy Ewing; Mark Grindstaff; Ray and Sarah Ewing Minutes of the previous meeting held July 13, 1981 approved as read. The Motion was made by Mitchell and seconded by Spencer that the minutes of July 13, 1981 be approved as read. Motion Carried: All Yea Agenda 1 HEARING - Meridian Optimist Junior Rifle Club Indoor Rifle Range Ross Hadfield was present representing the Rifle Club's request to build an indoor rifle range in the old Idaho Power Sub. Station building located 536 East Bower. Annette Hinrichs opened the Hearing fora conditional use for the Indoor Rifle Range and invited comments concerning the application. Hadfield: "As far as I know the City has no objection to this location now" Hinrichs: From reading the minutes of the City Council, this was kind of an agreement. as to this location being a good place. Any o,uestions from the Commission?" Mitchell: "As long as you comply with all the safety requirements as you were to do before. I assume you are?" Hadfield: "Yes" Hinrichs: "Any comments from the audience concerning the Junior Rifle Range?" There was no response. "Hearing closed" The Motion was made by Bob Spencer and seconded by Tom Eddy that the Commission recommend approval of the Conditional Use of 536 East Bower for the Meridian Optimist Junior Rifle Club Indoor Rifle Range. Motion Carried: All yea Agenda 2 John Ewing and Mark Grindstaff - 6 Plex Proposal John Ewing and Mark Grindstaff were present to request approval of building a 6 Plex on the NE corner of West 2nd and West Idaho Avenue. They displayed Design Review and Site Plans before the Commission. Ewing: What we have tried to do on that piece of ground is to come up with something that won't downgrade the neighborhood, we have used stucco, wood and stone building. We have put quite a lot of landscaping surrounding everything. We hope that having a nicer class of building to help the neighborhood and this would bring a nicer class of renters. We fully intend to do all the landscaping that is shown there. We know that we have met all the requirements as far as the City setbacks, the car parks that are needed, we have saved some of the natural landscaping. The parking is being kept off of the alley so we have slid everything off to the front - with the heavy landscaping this will not"take away" from the building at all." "My wife and I walked around the neighborhood and took a petition along with the drawings and explained what we planned to do. We called upon most of the neighbors but there were ones that were not home we had to skip. We spent a considerable amount of time with all of the close neighbors and we feel after talking to them that they have no objection." (Petition on file with these minutes) Ewing explained pictures of the homes surrounding the proposal at this time. Meridian Planning & Zoning Commission .2. September 14 1981 Agenda 2 (Cont'd) Ewing & Grindstaff....... 6 Plex Ewing: "We ran into a block upon receiving a Comment from the Fire Department. We came over to talk to Skip today but he was unavailable so we did talk to Roger Welker and we asked him what he would like to see. He did suggest that maybe we could eliminate this fence across the back and give them a little more room in the alley. I believe this is a 16 foot alley, and then possibly eliminate this fence (North side) where they could get to the side. We could make this (Flower & Shrubs) into concrete so they could drag their hoses. We would prefer to leave some fence back there but if a fence is going to make a difference whether we have it or not, then we will not have the fence." Ewing explained all setbacks in detail (setbacks designated on drawings). Ewing: "We are prepared to give a 100% Performance Bond and do what we say we will do." "We are very sincere with this project." There was discussion concerning saving the trees;immediate neighbor P1rs. Ferguson who is in favor of the project and will be provided access and same garbage screening as the apartments ;the need for the six (6) units to help the builder for economic reasons; rotating the parking lot to satisfy the Fire Department; location of fire hydrant across the street. Mitchell: "As far as density goes - my figures come up with 24 units per acre: 11,206 sq. feet." Ewing: "I guess we should have worked more with density figures but what we have tried to do is work with City setbacks, car park requirements, Ada County Highway District, and the landscaping." Mitchell: "The building is nice looking and I have no problem with the plans - I do not feel right about the density." Hinrichs questioned the approximate rent fee and Ewing stated around $200 - $250. Pipkin: "What is floor space per unit?" Grindstaff: "Approximately 840 plus" Ewing: "We have all one (1) hour rated exterior walls in between each apartment, we have designed them as Townhouses so we will have a two (2) hour plus wall so we feel we have avery fire safe building. We should go over the two hours without any problem with the stucco and stone." Hinrichs called for comments. Mitchell: "I would like to see the fences stay, no matter what" Eddy: "I agree, I would like to see the fences stay." Spencer: "Only comment I have would concern moving the building down two (2) feet(South) giving the extra 2 feet on the North side." A Wooden screen fence was discussed and favored so that a fire truck could "run down" if necessary. Ewing stated he didn't know to what detail but could design fencing for fire fighting purposes. There was much discussion concerning the density. Pipkin asked Ewing if there were any neighbors that he talked to that objected. Ewing:" Yes - one lady. She didn't object but she wouldn't sign the petition , as she stated her sons park their cars on it and we dump our grass clipping on it"(lot) "One of the first things we told everybody was that they didn't have to sign it (petition) it was just something we were doing to let them know and get their feeling upon" Grindstaff: "Idaho is actually platted as a 80 foot right-of-way and after discussing this with ACRD they can't tell us for sure whether they want the curb here, or back here - they do know that they do not have a need fora 80 foot arterial on Idaho. We may end up with a 10 foot abandonment - that would be 1200 additional square feet." Ewing: "With the cost of building right now, the numbers don't come out for building a four plex. If we can have six, we can make our payments and make everything work on it." "That's why there has been so much time spent on making this fit on that lot." r~ U Meridian Planning & Zoning .3. September 14 1981 Agenda 2 (Cont'd) Ewing & Grindstaff 6 Plex......... Ewing: "I don't think there is too many 4-Plexes or duplexes being built in the City of Meridian right now - or anything." There was more discussion concerning the cost per square foot. Ranch style was approximately $40.00 @ sq. ft and stacked would be apx. $30.00 sq.ft. Plumbing, electrical, etc. is utilized by being stacked. Burl Pipkin: "I will have to disqualify myself because I live close to this proposal and perhaps have a conflict of interest.° It could effect my Real Estate one way or another in the future." Mitchell: "I can't go with a six-plex but can fora four-plex" Tom Eddy: "I have no objection requirements." Hinrichs: "What does it put the Mitchell: "About 10% more. It still be a little shy." Bob Spencer: "I agree, we need to this plan as .long as it meets the density density at if they get 1200 more feet?" could live with our 15 units per acre but would to stay with the density requirements." The Motion was made by Lee Mitchell and seconded by Bob Spencer that the Commission recommend denial of the Siz-Plex Proposal on the corner of West 2nd and West Idaho, but a four-Plex would be acceptable on this corner with Design Review, because of the Commission's concern for density. Motion Carried: Mitchell, yea; Spencer, yea; Eddy, yea Pipkih, Abstained The Motion was made by Pitchell and seconded by Spencer that the meeting be adjourned at 9:07 P. M.
