City of Pteridian Planning and Zoning Commission held a Public Hearing at
the Pteridian Primary School, located 48 West State. Time 7:30 P.M.

Annette Hinrichs, Chairwoman called the Public Hearing to order and announced
to the public that the Zoning Commission will be receiving comment in regard to
the revised Zoning and Development Ordinance and Subdivision Development Ordinance
until Fiarch 31. Comments are to be written and directed to the Planning and
Zoning Commission, City Hall, Meridian. Hinrichs stated that after this hearing
the Commission will make a recommendation to the Pteridian City Council, after
which time the Council will hold a Public Hearing regarding these ordinances.
Hinrichs: "41e have already had a great deal of input regarding CBD Central
Business District, page 43, fJumber 10. 41e are going to change that to "OT
OLD TOIdPJE DISTRICT" cross out "CBD Central Business District". This change
will also take place in other areas of the ordinances where regulations are
grouped by District. 4!e will have a special District called the OLD TOWNE DISTRICT.
Also changed in this paragraph "The purpose of the (OT) District is to accommodate
and encourage further expansion of the historical core of the community; to
delineate a centralized activity center and to encourage its renewal, revitali-zation
and growth as the public, quasi-public, cultural, financial and recreational center
of the City. A variety of these uses integrated with general business, medium-high
density residential, and other related uses is encouraged in an effort to provide
the appropriate mix of activities necessary to establish a truly urban City center.
This district shall be served by the Municipal Water and Sewer systems of the City
of Pteridian. Development in this district must give attention to the handling
high volumes of traffic, adequate parking, and pedestrian movement, and to prohibit
strip commercial development, and must be approved as a conditional use t~!e can
not make this District fit into any other District - so we are making this a
special District. Any change will have to be obtained through a "Conditional Use
Permit" - fJo uses will be permitted in the OLD T041NE DISTRICT with a Public
Hearing except a Library or a fluseum."
City Clerk, LaWana Niemann stated that Jim Potter, a member of the Citizens
Advisory Committee, could not be present but in behalf of the Committee wished
to thank the Planning and Zoning Commission and the City for the opportunity
to work on this ordinance and that they generally concur with the majority of
the revisions.
Hinrichs: "Is there anyone else that would like to comment at this time?"
John Fuhrman: "What is meant by "Conditional Use?"
Hinrichs: "This is a procedure whereby you must go through the Planning and
Zoning Commission and the City Council to do what you wish to do with the property.
You must obtain 75 of all residents within 300 feet of your property. What this
means, is that each change is special and must be looked at Conditionally.
The Conditional Use is outlined in this Ordinance."
Arthur Finnell: "Does your program tonight speak to the Impact Area?"
Hinrichs: "PJot at all. 41e are simply taking input for the adoption of the
zoning and subdivision ordinances. Once ~~re have all of the input we will go
through them, recommend to the City Council that they adopt these ordinances."
Lee Mitchell: "I would like to explain that if a beauty shop or a bike shop, etc.
goes in under a Conditional Use - it cannot be sold down - it can only be used
by that person, for that purpose - So it won't get out of hand."

Chairwoman Annette Hinrichs again explained the purpose of the new section
OLD TOWNE, Bulk Control, and the only permitted uses being Conditional Use.
Lee Mitchell explained that prior zoning prevails as far as taxing. All
houses remain residential.
Bruce McDonald expressed concern with parking surrounding his residence.
Hinrichs stated there will be a close look at parking conditions when hearing
an application for a Conditional Use. The revised Ordinance speaks to number
of parking spaces required. Parking areas were discussed.
Chairwoman Annette Hinrichs called for further comments. There were none.
Hinrichs: "Hearing Closed."
"The Planning and Zoning Commission are accenting written comment up to
March 31, 1982, after which time the Commission will meet, review the
testimony, and make a recommendation to the Council."
Hearing adjourned at 8:10 P.M.
