Public hearing for the Comprehensive Plan Admendments was opened by
Chairman Annette Heinrichs at 8:00 P.f4.
Members Present: Lee Mitchell; Bob Spencer; Burl Pipkin; Tom Eddy; Don Sharp
Others Present: Nancy Spear; Bill Spear; Norman Fuller; Coenraad Abas;Gordon Barris
City Clerk stated a copy of all admendments by the Committee on the application
had been distributed to all present for the Hearing.
Gordon Harris, 2825 S. Eagle Road: "On the map for the Urban Service Planning
Area was your thinking to go to Victory?"
Hinrichs: "We did not want it to be specific and want it to be general. We have
to keep it a general area that we can service with our sewer and water. Basically,
the dotted line on the South follows right to the southern edge of those properties
we have already annexed. The only real change made in the feridian Diagram Policy
is the land area in the southwest was cut out - and a little area in the east was
added. The reason is that we have been trying to avoid the area in the southwest
because it is all lift station for our sewer. The real change is that it goes
past Eagle Road. This admends the Plan for the annexation in recent weeks. Also,
the transportation map has been amended. Cairns neighborhood and Cherry Lane
neighborhood has been changed because of our designation of Linder Road as
a Minor arterial. We made some changes with Kuna-Meridian Road and East First -
the designation through town so it's no longer a principal arterial through downtown.
We have changed it to a collector."
Norman Fuller, 1103 W. Camellia: "lJhy did you leave P?eridian Hills and Southgate
off?"
xinticli3: "This area was rural residential reserve - which meant this was area for
long term residential area, for far in the future development. We have a lot of
residential already in the City that have not been developed. This seemed to be a
residential area we want to put off to the future. Meridian Hills is still in there."
(Hinrichs placed "Meridian Hills" designation upon the map and apoldgized for the
oversight.)
Fuller: "On the transportation plan, I think even before the original Comprehensive
Plan there was a mistake on the Ten Mile Interchange. W.W. Sacht, Idaho State
Transportation, spoke to us 5 or 6 years ago at Chamber, he was talking about the
Eagle Road Interchange and the State's long range plan. They wanted to go up through
Indian Valley, through Emmett, and we need to go up straight from Highway 16 and
come onto the Interchange. He said then "I think it lines up with Ten Mile." The
paper caught that as Ten ~1ile and I don't think anyone ever looked at the map.
Black Cat is the road that lines up with Highway 16."
Hinrichs: "The reason we indicated we would like an Interchange at Ten Mile has
nothing to do with that, as I remember it. We put one at Ten Mile and Eagle Road
because our concern for transportation to Industrial Area in the future. Our first
priority was Eagle Road, our second priority -long in the future - was Ten P1ile Road.
We felt there would be same Industrial development out in that area and we wanted
the transporation for that."
Ptitchell: "Sacht's statement didn't have anything to do with our plan because I was
at all of those meetings and at that time there was several people that were going
to do "this and that" with the area where Mountain View Equipment is now. We just
concluded that possibly if half of them went, plus a development out Cherry Lane Area,
instead of having all the traffice come right through Meridian to get onto the
Freeway we put the Ten Mile Interchange in secondary. It wasn't because ,;f what
Sacht said."

Fuller: "Have you given any thought for Amity being a Principal Arterial? Amity
will line up with Gowan Field and go out to the Interchange, also clear to Nampa.
I think the County has a long range plan that might someday, if we grow like a lot
of expectations, we might want some of that traffic around the peripheral - the same
with Us tick. I would think they should be a Principal Arterial."
liinrichs: "I think you are probably correct but both of them are long in the future.
We are thinking more of the impact or the streets of Meridian. If you look at it
from Meridian's standpoint, Amity is not a Principal Arterial - if anything it's a
Collector for getting people to Meridian."
Fuller: "With a popluation like we have today - I agree with your .statement about
a 20 year plan - but you've gat the Regional Shopping Center and Upland Industries
now and all ttie others that is planned, maybe we are going to end up with the same
problems we've had since the first day."
Pipkin: "Norm, are you saying the County has plans to extend Amity beyond Maple
Grove, East? It deadends at Maple Grove."
Fuller: "I think that is their long range plan. Ldhen they built the Clubhouse at
Indian Lakes that was the reason it sets where it is - to leave room for it. This
is a 20 year plan and we're talking about a town of 50,000 instead of 7,500 - we
may not want that traffic in here anymore than we want the traffic today."
Mitchell: "All we would have is input as it is out of our Impact Area."
Pipkin: "It's outside the Impact Area as far as the County is concerned."
Fuller pointed out that an extension on the

Nancy Spear: "On page 41 Policies (Library), at the time the Comprehensive Plan came
to print in 1978 Meridian Library District had already become The Meridian Free
Library District, and at that time 52 hours a week. Now we have cut back to 48
hours per week service."
There was discussion concerning how much of this section be amended.
(fancy Spear stated that Item Number 4 boundary follows the Western Ada Recreation
District.

Under Item fJumber 1 delete the word investigated and insert encouraged.
Delete Number 2 in its' entirety.
Under number 3 a. should be deleted as a new City Hall Complex should not plan on

Hinrichs: "Since this section has so many amendments may I suggest deleting this
entirely and inserting a sentence "Under Library calling it The Meridian Free Library
District";"Cooperation with The Meridian Free Library District should be encouraged
to provide services to the General Public."
Nancy Spears had no objection to this amendment.
Coenraad Abas, Valley News: "Second page of your amendments, If I understand the
changes previously the reference to the Regional Shopping Center should build at
Meridian Road, what was the reason for the change from that road?"
Hinrichs: "This has been left open for possibilities of what is happening."
City Clerk: "It doesn't name any specific location."
Don Sharp: "Let economics determine a site."
liinrichs: "I think Don has stated this perfectly - let economics pick the site."

Abas: "How does Commission feel about the Annexation Request for P1r. Quong's
development?"
Hinrichs: "That is not under question, ~~~e will discuss this at our next meeting

Fuller: "Could I convince you to move the "T" (Technical Industrial Review Area)
to the West?"
Hinrichs: "Play I say that the "T", "E" and the "W", were not surveyed and locked
into certain points. This is a general area and it gives us the ability to decide
which project might be correct because of their location. It is characteristic
and does not tie us down."
Sharp: "It is like the Urban Service Planning Area line, PJorm, it's very general
and very vague and intended that way."
Hinrichs: "We are not going to put these on this map so someone, somewhere, can
say I have this land and it's the only place you can have this "Clinical Center" -
No - that "T" is very general and the way we want it."
Fuller: "This happens to be over an 80 acres that no one will sell under any
circumstance."
Sharp explained this "T" designation is not really on any particular 80 acres.
Hinrichs: "If you have ground for technical planning in the general area then bring
it in."
Fuller: "This Comprehensive Plan goes out all over the United States to electronic
industries in fact I sent two of them to California yesterday, and when I drive
these people around they say "You don't want Technical Area over here" - that is
that 80. When MK had their options out there and was dealing with Hewlett Packard
those people wouldn't talk to them. I have showed this thing (Comprehensive Plan)
to I don't know how many different people and all of them think you are talking
about that corner."
There was discussion concerning the general placement of the "T" designation.

It was decided that the circle around the "T" be removed from the draft. All review
areas designated on The Meridian Policy Diagram were not to be circled.
Pipkin pointed out a road cutting through the Area designated as "Warrior".
This was to be corrected on the amendment of The Meridian Policy Diagram.
Chairman Hinrichs: "Are there any other comments concerning the application for
amendments of the Comprehensive Plan?" There was no response. "Public tiearing Closed."
"We will take all of the comments received under advisement."
The Motion was made by Sharp and seconded by Eddy that the meeting be adjorned at
8:30 P. M.
