1982 08-09C i Meridian Plann;ng & Zoning August 9, 1982 Regular meeting of the Meridian Planning and Zoning Carmission was called to order by Chairman Annette Hinrichs. Manbers Present: Don Sharp; Bob Spencer; Tan Eddy; Lee Mitchell; Absent: Burl Pipkin; Others Present: Steven Hosac; Steve Anderson; Ken Hosac; Chet Hosac; Lorraine Hosac; Art Collins; Minutes of the Special Meeting July O1, 1982 were approved. Minutes of the Regular Meeting July 12, 1982 were approved. Item 1 PUBLIC HEARING: Ambrose Annexation Steven Hosac was present representing the request for annexation of the property at 2250 No. Meridian Road with zoning of "C" Corrnercial. Hosac: "I would like to utilize the house for an office for my Engineering Firm. That is my main and only objective." "I feel that it would be a benefit to the City. As pointed out, this has been a residence for many many years and I feel that it is a landmark in the community." "Annexing and zoning it for this use would be a means of preserving the house." "As you know, S4ayne Crookston, City Attorney, has sulxnitted a letter raising saw question as to possible conflict to the Comprehensive Plan." "I went through the Comprehensive Plan, through the whole docimient, and I failed to find any statement of any kind which would indicate t`:at annexation and zoning of this property for this use would conflict with it. In fact, I found several statements that would actually support it." "Office use can be, but may not necessarily be, intergrated within neighborhood, camninity, regional shopping centers and Old ToFm." "I did find other statements in the Ca~rehensive Plan that limbed support but the most direct staterient was the one I just quoted." "It states that office use can be approved within the neighborhoods, I think that is the strongest statement of all." "I could not find anl~ statements in the Comprehensive Plan that even inferred that it would not be a proper use." Hosac spoke to the camients that were received from ACHD. "I have talked to ACRD, and they basically said "cane on dean and Let's talk it over", what I would like to do in regard to the ACIID comments is go to the Commissioners between now and the time it canes before the City Council and work out sane kind of agreement with them." "I think that we can work something out." Hosac stated that he would contact CDHD for an or.-site inspection to verify current workability of the sewage system. Hosac stated that he felt the system would be used much less with the proposed office usage, than it is as a residence. Hinrichs: "This is a Public Hearing, I will now open the hearing from any comments from the audience." There was no response. Hinrichs: "Public Hearing closed." Spencer: "Do you have any long range plans for what you are going to do with the property?" Hosac: "I really don't." "There is an acre and half to two acres in the back. I suppose any number of things could happen with that." "Right now my whole objective with this is to find a hone for my Engineering Company." "I want to get a place that is mine, that I can settle into and fix up the way I want it." "I have no plans at this time for anything other that to use the existing structure." Hosac: "I feel that the corner -Cherry Lane and A9exidian Road - is probably in the future going to develop into some fairly heavy retail. Professional office space and t1~at type of thing does act as a good buffer between that and residential." 2. August 9 Itan #1 Cont'd: PUBLIC HF~1RLdG -Ambrose Annexation . Sharp: "My biggest concern right now is City services -hooking to City services. The agreements that are necessary to provide for that. I certainly wouldn't want to do anything that would create any disagreements or legal problems for anybody as far as the responsibility to hook to the City services. I am in favor of seeing that it is done at the time the property is annexed. Maybe that isn't possible here. Maybe we should leave that up to the City Council and let them negotiate that." Hosac: "The current policy is within 300 feet. I certainly have no problem at all ir. signing that agreement with the City that when those lines are closer or available... one of the problems on that is in order to bring Sewer and Water dawn to that one house you can't just bring a 4" service line for the 650 feet or a 1 1/2 or 1" water service line, in order to do it we would have to extend the major - I think it's a 10" water main -all the way down there, and in addition I think it's proposed 12 or 16 inch sewer trunk line dean through that. The cost would be absolutely prohibitive for this kind of a deal. I think the real solution in it is to agree with the City in writing that when the services are available that they will be hooked on to." Sharp: "This request is in compliance with the Comprehensive Plan. Therefore, we recam~.nd that the City Council approve this plan subject to: 1) Resolving concerns of ACHD 2) Dedicate 40' Right of Way 3) Provide adequate parking at South side or rear of house. 4) Design review for any new construction 5) Negotiate satisfactory agreement with City regarding connection to City Sewer & Water The Motion was seconded by Spencer. Notion Carried: All yea Item 2 Art Collins; APA -Transportation Planning Area Collins stated that there was a carnu.tte appointed by the Mayor and Council to work on the short term and long term transportion planning. The project is nav ca[[;ting to a close. Collins: "The process of this is first the committee makes a recommendation to the P&Z, then the P&Z makes a recommendation to the Council. The transportation plan of tMeridian is then sent to 1~cla Planning Association Board. The transportation process is an inter-governmental thing." Collins did not think Federal regulations require a hearing. The recacriendation would be whatever wUUld best fit a public process and for Planning and Zoning to decide. He stated that this plan should be completed by mid September. Chairman Hinrichs stated that the committee has decided that halfway between Cloverdale and Eagle Roads, halfway between Ustick and McMillan Roads, halfway between Black Cat and McDermott Roads and halfway between Victory and Amity Roads would be designated as the Meridian Transportation Planning Area. Collins suggested that all these roads be called within a "Resourse Area" and stated t-iat it is important to designate these roads that effect Meridian so that Meridian will have access to Federal funding. The future proposed collector streets were discussed and designated by dotted lines on the Transportation flap displayed. Making Locust Grove Road a through street though Bews and Smith Industrial Park was discussed. (Tape on file) Chairman Hinrichs reviewed the Committees Short Range Plan (apx. 5 yrs)- the streets that need i-nproverient by priority: (1) Fairview, Cherry Lane fran East First to Linder -widen road, left turn base at Meridian Road, 8th Street and Linder Road; traffic lights at 8th Street and Cherry Lane; provisions for pedestrians and bikes along Cherry Lane; correct safety problems with ingress and egress at Cherry Plaza (curbs on the Cherry Plaza side so traffic can only cane out in slective places) (2) Franklin fran Locust Grove to East First Street (3) East First and Franklin -signing for right lane, north bound. Meridian Planning & Zoning .3. August 9, 1982 Agenda 2 (Cont'd) Transportation Plan, Art Collins....... Long Range Transportation Planning (10-20 yrs): (1) Fairview and Eagle Road traffic light. (It was the feeling of Don Sharp that this should be moved up to Short Range Planning) (2) marked by-pass to begin at NW 8th Street and Cherry Lane (3) Locust Grove overpass Hinrichs: "We have already been told that the new on-ramp on the Southeast side of Y.una-'~eridian Road is scheduled and ready to go. Also included in that is the improvement at Overland and Kuna-Meridian Road and a light there. This is supposed to be done ir_ 1982." It was the feeling of the Camiission that the Eagle Road Interchange be a Short Range Priority even though it is "starred" on the plan map. Sharp stated that Pine Street should be short term because that needs to go when Upland Industries develop. Mitchell stated that this is all the more reason that the Eagle Road Interchange should go first. Sharp stated that even without a shopping center there this intercl7znge needs to be built because of Upland. Cha9rm~n Hinrichs placed this input on the Short Range priority list. The Notion was made by Lee Mitchell and seconded by Don Sharp that the Commission recamiend the City of NMeridian Transpiration Planning Map to the City Council for approval as presented by the City's Transportation Planning Committee.
