Regular meeting of the Meridian Planning & Zoning called to order by Chairman Bob Spencer
at 8:04 pm.

Chairman Bob Spencer officially welcomed Walt Morrow to the Commission. Morrow was
appointed to the Planning & Zoning Commissionon February 7, 1983 by the City Council
for a 6 year term. Spencer: "Walt is a local builder and I think that he will add some
depth to our Commission that we have not had before. Walt - Welcome."

1 Imput on Planned Development Located Off 2 1/2 Street
John Ewing was present to gather imput from the Commission members concerning a development
off of 2 1/2 Street. Ewingpresented a rought draft of the planned development to the
Commission Members. It is proposed to have 20 units of 3,872 square feet per units, each
unit to have a 2 car garage. Additional scattered buffered parking spaces will be provided
along the driveway to prevent on-street parking within the development. Landscaping will
be done - Ewing is willing to provide a bond insuring the landscaping will be completed.
The property will be fenced with a sight obscuring wood fence.
Ewing stated that they are not proposing a low cost housing project. Ewing stated that
he felt this project would "clean up" the area, andthis projectwould make the best use
of the land.
Morrow question Ewing as to if he had any imput from or had contacted ACHD concerning the
proposed 26' streets.
Ealing stated that he had been in contact with ACHD, but did not have anything in writing.
There was discussion conerning the proposal of 26' streets. (Tape on File, City Clerk's

Spencer stated that the City of Meridian Planned Development and Subdivison Ordinance
required uncontiguous streets to have 40' right-of-way and through streets 50'.
Ewing said that he felt the project would not be feasible with the wider streets, and
would not be cost effective unless there could be at least the 20 proposed units.
Morrow questioned as to if the property boundaries had been verified.
Ewing stated that they had not, but he felt that they .were probably correct.
Ewing stated that he is asking for imput on the guidelines on what will be required if
he does come before the Commsion asking for a recommendation to the City Council concerning
the project.
Morrow stated that if Ewing can solve the problem with ACRD concerning the 26' roadways,
and still make the project ecomonically feasible, it seems like a good project for that
area of town.
Chenowith stated that she expects Ewing to bring the proposal before the Commission
"with out missing a single point", and "will not accept anything less than what the City
of Meridian expects". Chenowith said that due to problems with other projects in that
area of town that were not watched closely "every single thing will be watched."
Giesler also expressed that he felt it was a "good plan with many good points that will
help that part of town." Giesler stated that he would "like to look over the property
myself and see if you could get by on the narrower roadways."

Chairman Spencer told Ewing. that there are Ordinances in effect now, that will cover
all the requirements of the City of Meridian. Spencer stated that he felt Ewing should
go to the City Officials - Vern Schoen, Roger Welker, - and show them his concept and
get their imput on the project. Spencer said that the Commission puts "a lot of weight"
on the comments and imput provided by the City Officials.
Ewing thanked the Commission for their time, and said that he would "start through the
steps", contact the City Officials and ACHD:~for their imput, and get back to the City
Clerk for rescheduling to present his proposal.

2 Imput on Converting First Church of Christ to Day Care Center & Preschool
Gary Love and his wife Janice Love were presentrequestingimput from the Commission
on the possibility of a Day Care Center & Preschool 'located at 1001 Meridian Street.
This is presenting the Church of Christ.
Love stated that he has no firm plans from remodeling yet. Janice Love stated that
she felt this would be an ideal location for a Day Care and Preschool as it is located
very near the Meridian Primary School.
Spencer stated that it would require a Conditional Use Permit.
The Commission was in agreement that if all City Code requirements and State Health
and Education requirements were met, it was a good idea and the Commissionwould look
favorably upon it.
It was suggested that Love get with the City Building Inspector, Vern Schoen and have
him look over the building to get a better idea of what remodeling might be needed to
meet Code.

3 Crandlemire Annexation Request. - Public Hearing
Al Marsden was present representing the applicants of the annexation request.
Marsden: "I would like to make some statements in regard to the purpose of the proposal
and some of the other elements that might be significant for your decision. Simply, the
proposed use is broke into three different types of uses, residential, commercial, and
industrial. The purpose of the commercial development, which is approximately 10 acres
in size, facing on the corner of Fairview Avenueand Locust Grove Road, the primary
purpose is to develop a commercial facility, which we call incubator commercial."
"Basically you develop a Shopping Center similar to the ones developed on the North side
Fairview Avenue and Five Mile. Which is basically aseries of small shops and commercial
enterprises can be developed at that location. Itis notintended to be a Super-Market
or a major Shopping Center. It is the intent to takesmall commercial uses, the use
of what we would want to have, put it on an arterial, that can not locate on an arterial
because of the cost of developing the seperate sides, and to congregate those into one
location. To take all commercial strip uses that tend to want to develop along an
arterial and locate them into one spot, in one building, in one complex, with one series
of access and one series of parking, etc. Basically develop those kind of uses at one
location. A use in a project that is very similar tothis is a project in combination
would also have an opportunity to have office functions located within it."
Marsden illustrated the concept on the blackboard.
Marsden: "Basically, the concept of incubator commercial has been very successful in
other parts of Boise, as wellas the Nation as it has the opportunity to eliminate the
concept of strip commercial that normally would develop on Fairview Avenue."

Item 3 Crandlemire Annexation Request - Public Hearing Cont'd .
Pdars den: "The second use which is defined as Industrial. We have primarily two uses
that we anticipate in those areas. One, is that you have the warehouse function
normally that would occur in small manufacturing,but we also have the prospect of
incubator industrial. The incubator industrial basically would have the same kind of
building, but they are right out of a pattern."
Marsden illustrated the pattern of incubator industrial on the blackboard.
Marsden: "This kind of building has been developedin Boise many times. One example
of that is at Franklin and Cole." "With the U.P. Annexation, I feel that this would be
a good place for a residential development."
Commission Member Walt Morrow questioned Marden on the division of the citixed use
development proposal.
Marsden: "Industrial is about 20-25, Commercial is about 10, and residential about 20."
Morrow stated that he felt this division was. not feasible, and would create "instant
slums", and a "residential island."
Marsden explained that there would be a green belt buffer betweenthe residential and the
industrial. Marsden stated that thiswould be developed very nicelysbike paths etc.
There was discussion concerning the mixed use proposal. (Tape on File)
Marsden again stated that he felt the uses were "very compatible."
Spencer: "How far from the City Limits to the property?"
Marsden: "About 150 feet."
Spencer: "SO we (The Commission) are only 150 feet of creating an inclave."
Marsden stated that the inclave could not be helped, the property owner was not interested
in comming into the City or being involved in the project.
Chariman Bob Spencer: "I will snow open the Public Hearing regarding the Crandlemire
Annexation Request. Is there anyone present that wishes to comment on the Annexation
request?"
There was no response.
Spencer: "Public Hearing is now closed."
The Motion was made by Morrow and seconded by Giesler to direct City Attorney Wayne
Crookston to prepare the Findings of Fact and Conclusions of Law concerning the Crandlemire
Annexation request, and present them to the Commission at the March 14, 1983 meeting.
Motion Carried: Chenowith, yea; Sweet, yea; Giesler, yea; Morrow, yea
Spencer: "Is there any other business to come before the Commission Tonight?"
There was no response.
The Motion was made by Sweet and seconded by Giesler to adjourn at 9:15 p.m.
