PUBLIC HEARING: Request for Condition Use Permit APPROVED Wes Hoalst & Steve Anderson 1434 Meridian Street Meridian Planning & Zoning Commission June 13, 1983 Regular Meeting of the Meridian Planning & Zoning Commission called to order by Chairman Bob Spencer. Members Present: Marnell Chenowith; Bob Giesler; Walt Morrow Members Absent: Gerry Sweet; Tom Eddy Others Present: SteveAnderson; Weslee Hoalst Minutes of the previous meeting held May 9, 1983 were approved as written. Minutes of the Special Meeting held June 2, 1983 were approved as written. Item 1 PUBLIC HEARING: Request for Conditional Use Permit for Insurance Office Weslee Hoalst & Steve Anderson; 1434. Meridian Street Steve Anderson was present representing the request to operate an Insurance office at 1434 Meridian Street. Anderson explained that the business will be an Independent Brokerage operating out of what has been a single family residence up until the present time. Commission Member Morrow questioned Anderson as to his anticipation on what the parking requirements will be. Anderson said that he felt that the existing parking would be very adequate, but the long range plans would be to provide parking in the rear. There was discussion concerning the parking. (Tape on File - City Clerk's Office) Commission Member Chenowith stated that she would want the parking to be in the rear and felt that a time frame should be set on the completion of the back lot. Chenowith said that she felt a one year restriction should be placed on the project. Morrow disagreed, sayingthat he felt the cost of a blacktop lot would be a financial burden to the business, and felt that the business should have a chance to get up and get growing. Morrow said he felt a 2 year time frame was much more feasiable. Chenowith said she is still concerned with the backing out on to Meridian Street, and the problems it would cause. Steve Anderson stated that he felt this really wasn't a problem. Gieller questioned the response to the signatures of neighbors on the application for Conditional Use. Anderson said that all of the neighbors had signed, that there were none that disagreed to the operation of an Insurance Office 3t the location. Chairman Spencer Opened the Public Hearing for response from the public. There was no response. Spencer closed the Public Hearing. Meridian Planning & Zoning Commission 2. June 13, 1983 Item 1 Cont'd . There was more discussion among the Commission concerning the proposed parking. (Tape on File - City Clerk's Office) Chenowith: "I am still very reluctant to accept this as it is with the proposed parking." Chenowith said that she is still very concerned about the problems that may incur on Meridian Street, and stated again that she would like to see the parking be in the rear of the office. Steve Andersonexplained that it is not economicallyfeasiable at this time to black top the rear for parking. Anderson said they need the chance to get the business up on its feet and going, and explained that there are several costs just in getting the residence prepared for office use. There was discussion on the sign. (Tape on File - City Clerk's Office) The Motion was made by Chenowith and seconded byMorrow that the Commission recommend to the City Council that the request for a Conditional Use Permit by Wes Hoalst and Steve Anderson be granted with the stipulations that gravel off-street parking in the rear be provided in one year, and black-topped in two years; and that the sign be limited to an attractive non-electrical type sign. Motion Carried: Chenowith, yea; Morrow, yea; Giesler, yea The Motion was made by Chenowith and seconded by Morrow that the.Fihdings of Fact and Conclusions of Law be prepared by the City Attorney. Motion Carried: Chenowith, yea; Morrow, yea; Giesler, yea Chairman Bob Spencer directed the City Attorney, Wayne Crookston, to prepare the Findings of Fact and Conclusions of Law concerning the Request for a Conditional Use Permit to operate an office at 1434 Meridian Street. Being there no other business to come before the Commission .
