Steven Hosac; Input on Possible Developments Meridian Plannin & Zoning March 12, 1984 Regular meeting of the Meridian Planning & Zoning was called to order by Chairman Bob Spencer at 7:30 p.m. Commission Members Present: Marnell Chenowith; Jim Johnson; Mo Aldijani; Walt Morrow; Jim Shearer; Others Present: Gary Smith; Beezer Glenn; Doug & Linda Hasslen; Elizabeth Ryan; Grant Kingsford; Steven Hosac; Kent Barney; Wayne Crookston; Minutes of the previous meeting held February 13,1984 were approved as written. Item 1 Conditional Use Permit; Casa Floral Boutique Chairman Bob Spencer announced that a letter had been received from Sami Peterson, DBA Casa Floral Boutique, withdrawing the request for the Conditional Use Permit. (Letter on File - City Clerk's Office) Item 2 PUBLIC HEARING: Conditional Use Permit, Senior Citizens For Senior Citizens Center Elizabeth Ryan was present representing the Senior Citizens. They are seeking a Conditional Use Permit to allow a Senior Citizens Center at 133 W. Broadway, previously occupied by the Assembly of God Church. Mrs. Ryan reported that there were no objections to the center, and that all neighbors within 300 feet had signed their consent. Chairman Bob Spencer opened the Public Hearing. There was no response. Spencer closed the Public Hearing. Commission Member Shearer reported that he would abstain from voting, as there was a conflict of interest. The Motion was made by Morrow and seconded by Chenowith to instruct the City Attorney to prepare the Findings of Fact and Conclusions of Law regarding the Conditional Use Permit application by the Meridian Area Senior Citizen to allow a Senior Center at 133 W. Broadway, and that the Planning & Zoning Commission meet in a special session March 19, 1984, at 7:15 p.m. to consider the Findings of Fact and Conclusions of Law. Motion Carried: Chenowith, yea; Johnson, yea; Aldijani, yea; Morrow, yea; Shearer, Abstain The Motion was made by Morrow and seconded by Johnson that the Findings of Fact and Conclusions of Law reflect the the Planning & Zoning Commission recommends to the City Council approval of the Conditional Use Permit by the Meridian Area Senior Citizens to allow a Senior Center at 133 W. Broadway, Meridian. Motion Carried: Chenowith, yea; Johnson, yea; Aldijani, yea; Morrow, yea; Shearer, Abstain Meridian Planning & Zoning 2. March 12, 1984 Item 3 Crestwood Industrial Park - Preliminary & Final Plat Mr. Glenn was present representing Crestwood Industrial Park. Glenn explained that in putting Crestwood Industrial Park on the market it was discoved that no plat was ever filed, and it is basically an illegal subdivision. Gary Smith, City Engineer, commented: 1. All easements shown on plat shall conform to the existing recorded easements. 2. Each owner of each parcel must be signatory to the certificate of owners. 3. Submit backside of plat. 4. Submit legal descriptions of each parcel sold to compare to lots showns on plat. 5. Submit record drawings of sewer and water system in subdivision. Glenn said that none of these comments was a problem. The Motion was made by Johnson and seconded by Morrow to recommend to the City Council approval of the preliminary & final plat for Crestwood Industrial Park. Motion Carried: Chenowith, yea; Johnson, yea; Aldijani, yea; Morrow, yea; Shearer, yea; Item 4 At the Lake, Cherry Lane Village #2 - Preliminary & Final Plat Kent Barney Mr. Barney was present requesting approval of the Preliminary & Final Plat for At the Lake, Cherry Lane Village #2, and also a variance on the designation of square footage of houses. Chairman Spencer reported that he had spoken to Fire Chief Bowers who was concerned with the elongated lots at the ends of the streets, (Lots 9 & 5), as to access to the homes in an emergency. There was discussion. (Tape on File) There was discussion regaring the "T" turn-a-round. (Tape on File) Barney told the Commission that ACRD had approved the Plat as it now stands. Gary Smith reported that it was his understanding that as of the present, ACRD was not approving the "T" turn-a-round until such time as more research could be done. Smith had the following comments: 1. Submit letter of approval from ACRD for use of "T" turn-a-round. 2. City Ordinance requires 60' right-of-way unless a variance is granted. Submit Preliminary Plat showing adjacent development - a. Distance to existing water, sewer b. Direction of drainage - (street) c. distance to existing thru street 4. Revise radius of curves C-3, C-4, C-5, and C-9 to 20.00 feet. 5. Consider temporary turn-a-round at the end of Turnberry because it is an existing dead end. 6. Really need to see a development plan for area to the North and East to make sure. we aren't building into a dead end, no way out situation. The Motion was made by Morrow and seconded by Aldijani to recommend to the City Council approval of By the Lake, Cherry Lane Village #2, Preliminary and Final Plat and Designation of Square Footage of Houses, subject to compliance to Gary Smith's comments. (Listed above) Motion Carried: Chenowith, yea; Johnson, yea; Aldijani, yea; Morrow, yea; Shearer, yea; Item 5 Steven Hosac - Input on Possible Development Steven Hosac was present. Hosac explained that he is "considering" developing properties in the City and is seeking the opinions of the Commission regarding these properties. Hosac told the Commission one .piece of property his and a partner are considering to buy is located at Cherry Lane & Linder, just North of the High School. Hosac said he had severl ideas, among them being single family dwelling on the higher end of the scale, and commercial, possibly a neighborhood shopping area. On property owned by Hosac located at Meridian Road and Cherry Lane, adjacent to Cherry Plaza, Hosac said there is a possibility of developing a retirement home. The Commission Members all agreed that this "sounds interesting." The Other piece of property, located at Locust Grove, and contigiuous to Settlers Village and Meridian Place, is owned by Hosac's parents. Hosac said they would like to develop this into 1/4 or 1/3 (maybe even 1/2) acre residential lots. The Commission agreed that all of Hosac's ideas were good ones, but as Chairman Spencer pointed out, they would have to see plans, plats etc. Spencer expressed that he feels they should get away from "land banking." Being there no other business to come before the Commission .
