PREPARE FINDINGS ATTY' TO PREPARE FINDINGS Meridian Planning & Zoning Ma 14, 1984 Regular meeting of the Meridian P&Z was called to order by Chairman Bob Spencer at 7:30 p.m. Members Present: Walt Morrow; Jim Johnson; Tom Cole; Moe Aldijani; Sim Shearer; Others Present: Wayne Crookston Jr.; Jack Niemann; Don Hubble; Norman Fuller; Debbie Kennedy; Dawn Shefford; Chairman Spencer welcomed Tom Cole to the Commission. Minutes of the previous meeting held April 9, 1984 were approved as written. Item 1 PUBLIC HEARING: Conditional Use Permit - Debbie Kennedy Mrs. Kennedy was present requesting to go from a one operator-beauty salon to two operators. Kennedy has operated Hair Today at 1531 Tana Drive in Meridian for 7 years. Kennedy said that there is ample parking the front of the shop. Kennedy explained that she operates by appointment only, so the parking would not be backed-up. Chairman Spencer opened the Public Hearing. There was no response. Spencer closed the Public Hearing. The Motion was made by Johnson and seconded by Shearer toinstruct the City Attorney to prepare the Findings ofFact and Conclusions of Law regarding the request by Debbie Kennedy to operate a two operator beauty salon at 1531 Tana Drive. Motion Carried: Morrow, yea; Johnson, yea; Cole, yea; Aldijani, yea; Shearer, yea; The Motion was made by Morrow and seconded by Shearer that the City Attorney prepare the Findings of Fact and Conclusions of Law with light to the Commissions recommendation of approval to the request by Kennedy to go from a one operator salon to a two operator beauty salon. Motion Carried: Morrow, yea; Johnson, yea; Cole, yea; Aldijani, yea; Shearer, yea; Item 2 PUBLIC HEARING: Conditional Use Permt for W.R. Johnson & Angelina Hansen Dawn Shefford, Angelina Hahsen's Mother was present representing the request to operate a Gromming Shop for small dogs at 1103 1st Street. It was commented that there has been a Conditional Use at that address since 1975. Johnson told the Commission that there is no problem with the parking, and appointments are scheduled so that there is only one customer there at a time.. Spencer commented that he is concerned with parking on East 1st. Meridian Planning & Zoning 2. Mav 14. 1984 Item #2 Cont'd . Shefford said that it would be possible went scheduling appointments, to inform the customers to park on the side rather that East 1st. Spencer opened the Public Hearing. There was no response. Spencer closed the Public Hearing. The Motion was made by Shearer and seconded by Aldijani to instruct the City Attorney to prepare the Findings of Facts and Conclusions of Law on the request to operate a grooming shop for small dogs at 1103 E. 1st, and that those findings reflect the recommendation for approval. Motion Carried: Morrow, yea; Cole, yea; Aldijani, yea; Shearer, yea; Johnson, Abstain; Item 3 Larry Palmer - Imput on Radiator Repair Shop at 41 East Bower Larry Palmer told the Commission that he is interested in buying Steve's Radiator Shop at 41 East Bower. Palmer explained that he realized that he would be needing a Conditional Use Permit and wanted the Commission's imput on the possibility of approval. Palmer told the Commission that he is planning to really clean-up the place. There was discussion concerning the amount of complaints received on the existing radiator shop. Chairman Spencer told Palmer that he needed to see the City Clerk, Jack Niemann, and get an application for a conditional use permit. Spencer also told Palmer that he felt the biggest factor in receiving approval would be the concensus of the surrounding neighbors. Palmer thanked the Commission for their time, and said that he would get in touch with Niemann. Item 4 Norman Fuller - Imput on Commercial Development at Settler's Village Don Hubble, Civil Engineer representing Fuller told the Commission that they are requesting imput on a Commercial development proposal at Settler's Village. Hubble said that they are requesting a change of boundary lines. Hubble explained that this would be a townhouse style development that would fall between retail and office space, and would be sold in "grids" with a common space inbetween. The buyer could then purchase any amount of space needed. The first phase would have 45 parking spaces for 12,000 square feet. There would be no more that 10 owners and no less that 6 or 7. Norman Fuller commented that the spaces would be pre-sold before being built. Meridian Planning & Zoning 3. Ma 14, 1984 City Attorney Crookston said that he felt a replatting would have to be done, and signature would be needed for a changed platto be recorded. Hubble said that this is one of their biggest concerns - the review fees that would be charged on amended plat. There was discussion. (Tape on File - City Clerk's Office) Chairman Spencer suggested that Fuller go to the Council to see what they would want done, as the Planning & Zoning had no authority to give them direction. Being there no other business to come before the Commission . The Motion was made by Morrow and seconded by Shearer to adjourn at 8:40 p..m.
