Moor Senior Planner SUBJECT: TIIE COMPREHENSIVE PLAN FOR MERIDIAN Gentlemen: After talking with you at your meeti-ng on All4llSt 28th where we discussed the urban boundaries for Meridian and possible den~:ities within those boundaries, I calculated the holding capacity. Using three, five and ten dwelling units per acre maximum, the figures came out as follows: 1280 acres 1200 acres 280 acres @ 3 du/acre @ S du/acre @10 du/acre Total = 3840 du = 6000 du = 2800 du =12,64 du Multiplying that total by a low average of three persons per dwelling unit, Meridian will have a holding capacity of 37,920. Referring to the preliminary population report which I distributed at a previous meeting, Meridian's .population has been projected to about 15,000 persons maximum. It is certainly possible that the city will grow beyond that figure. The problem is that it may not grow beyond that. If it doesn't, and Meridian has beer_ allocaing development out to the edges of its boundaries, total densities for that area will be one-third of those used above. This means that: 1) costs of providing trunk-line sewers and other services will be substantially higher for the•ihdi~idual taxpayer, and 2) the tax base will be substantially to*.aer. Where a single subdivision may have a higher density, it may be a long time before the capacity of the sewer line is fully-utilized, placing a higher burden on the home-otaner in that tract. In addition to higher operating and maintenance costs per dwelling unit with a lower density, the income ir.om property taxes will be lower and may remain low as growth slows down. These are twe of the basic problems of identifying a six square mile area as Meridian's present growth area. I am suggesting an alternative that would allow Meridian to grow to that size in stakes. ay identifying a smaller urban boundary within which present urban growth *.aould occur, sewer and water facilities may be extended from those existing facilities. Capital investment would not have to be spread out over the whole six square miles immediately. Then, as the inner area fills up to, say, 75 /, of its- capacity, the outer boundary would take over. li the inner area did not reach its capacity in the near future, capital would not have been sunk into high capacity sewer lines that may never be fully utilized. CH2M, the consulting engineers now taorking on sewer plans for Meridian, Eagle, and Kuna, are obligated to determine costs fcr setaer lines aad treatment facilities in those plans. l~ihether-or not Meridian takes advantage of the plans now being drawn up, it might be desirable to indicate an alternative of staged growth for the purposes of comparing costs of setaer construction. If you agree to this, please call me beforr: the end of this week. Since I toill be presenting the plan to the City Council on PSonday, the 11th, I will need some additional time to develop an inner boundary for Meridian. As it stands now, that boundary might he: one-half mile south of Ustick, west to one-quarter mile east oi' Linder Road, south to the railroad along the railroad to one-quarter mile west of Meridian, south to the Freeway, east to one-half mile from Locust Grove Road, north one-half mile, east to Locust Grove :;pad, and north to one- half mile south of Ustick. This boundary allows a holding capacity of 12,500 persons. By the time 75% of that capacity is realized, the city of Peridian may know what to expect in the way of future growth. The shopping center will have gotten off the ground by that time (or it racy not have). Industrial demand will have, or will not have, materi;ilized.
