Possibly you misinterpreted the symbol we used at the locations where the water and newer lines crossed. The symbol was utilised only to show the water mains and sewer lines did not intersect end was not intended to show which pipelina;iaae higher. If you will refer to the sewer invert elevations on the development plan and the requirement that all water lines have a depth cover of at least three feet, you can verify there ass no cases where a gravity sewer lino cruasea over a water main. In fact, all gravity sewer lines era more than eighteen inches below flee water main at sash point of crossing. there are no invert elevations shown for the four-inch pressure sewer pipelines located in the southerly portion of the subdivision. However, this pressure pipeline is to be installed so that it will pans beneath the water mains at tho Southwest corner of the aubdivi- aion and it will have a vertical aeperatian in excess of the eighteen inches as required, Note Number 6 on the development plan for North Gate 210. 1 Subdi- vision required that all work ba done in accordanee with the City of Meridian, Idaho specifications. We have therefore enclosed a copy of the water diatri- butioa system end sewage collection system apeciflcationa which were approved by the Meridian Public Works Superintendent for use on this project. In roaponse to your inquiry as to the capacity of Che sewage treat- ment plant, we submit the following information. The Meridian sewage treatment plant was designed and constructed in abouC 1955, for a population equivalent of approximately 6,500 peapla. The plant ie reported to tanva an organic capability of 1,100 lbs. of B.O.D. per day, an coverage hydraulic capability of 1.3 mgd, and the pumps at the treatment plant leave a peak hydraulic flocs oana- bility of 2.16 mgd. Approximately 3SX of the B.O.D, loading in the original design was reported to be used by the creamery that was located in Meridian. Tha creamery has diaconti.nued operations in Meridian which hoe caused a considerable reduction in the loading to the sewage treatment facilities. On the basis of this major industry being removed from the City sewer system, the City has proceeded on the concept that they could assign this capacity to increased residential growth. Currentlq, the Citp of tiaridian estimates that a B.O.D. loading of 780 lbs. per day is being gen€sated by the existing sewer users within the City. As Lha sewage Creatment plant was reportedly designed to accomodate a loading of 1,100 lbe, of H.O.D. pas day, it is aarrumed that the ee:aage treat- ment plant can Kandla the present organic loading and provide for some adds- Clonal expansion. The average winter hydraulic flaw to the Meridian aewaga treatment facilities is reported to b€ approximately 0.90 mgd. Since the treatment facil- Mina ware dac~lgaad to accomodate an average flow of 1.3 mgd, the reported wine€r flow 43 only about IOS of the design capacity. In the summer, however, the sewage collection system receives considerable groundwater infiltration O and the flow into the sewerage treatment facilities is reported to be as high as 2.84 mgd. This definltelp hydraulically overloads the treatment facilities. Because of this the City has undertaken a program which should eventually tmprova this situation. They have installed three drainage walls throughout °the community which are used to lower the groundwater gable dosing the irri- ation season. Thin in turn has seduced infiltration into the sewage collection ~ System. The last such iteli that' installed was in ,lone of 1971, and, according to City records, it helped r€duca the volume of aevage flora into the treatment. plant from n peak flow of approximately 3,60 ml;d the previous pear to the pr~- scslt 2.54 mgd. Currently the City of Meridian is "ia the process of installing another drainage w€11 at the intersection of Sdeat Second Street and Idaho Street in Meridian, Thia well is scheduled to be planed in operation dosing the sum:nnr of 1973. if this drainage well is ea successful as the previous walla in eliminating the infiltration, it is anticipat€d by the City that the sewage £rgatmant plant will have auffieient hydraulic capacity to handle the increased residential sewage. The 'City of Meridian realises that the above 4alormation must ba aubstAnt±ated and correlated into a long range program of providing increased vasto treatment £aci2ltiea i'or the community. At the present time, the Ada Council of Governments is conducting a aewaga and orator atudq'of all the com- munities within Ada County. The City of Meridian to waiting for the results of this study prior to initiating. any morn detailed.engineering studies of Ehair own. ne that time information should ba available ea to what effect the new well will. have on infiltration into the eceraga collection system, cthereby p€rmitting a better €valuation'of thg City's overall sewage treatment needs. At such time as the City does undertake s datailad engineering study of its wastetreatment needs, it ie anticipated that Choy will also evaluate sad develop a program for trunk ling sewer and collection sewer needs.
