SUBJECT: RURAL TRANSITIONAL AREAS
DATE: October 23, 1973
The following are conditions or circumstances that exist
within the Boise -Meridian corridor, that staff has viewed
as pertinant to the ultimate development of the area:
1. There are no public sewer systems within the area;
nor is the area included in either Boise's or
Meridian's sewer systems expansion plan; and if
development is allowed to continue at present den-
sities the area will be incapable of supporting
such a system.
2. Agriculture and agricultural related activities are
the present predominant uses.
3. The area could be one of the prime urban density
location if and when growth and economic conditions
warrant; and would blend readily with present dev-
elopments if held at existing numbers.
Therefore, the staff would recommend the following policies:
1. TRANSITIONAL POLICY ONE: Those areas designated as
transitional shdbll retain their
present land uses, until such time as development
is feasible because of the availability of public
services and facilities.
2. TRANSITIONAL POLICY TWO: Whenever a transitional area
is developed, it shall assume all related policies assoc-
iated with such a development.
Furthermore, staff would recommend that:
1. Those lands designated on the accompanying map as
Rural Transitional be entttered into the Comprehensiye�

2. No further subdivisions be granted within the area.
3. No rezoning action to urban uses be granted until
sewers and�y; acilities are presented.

4. Amend the D-2 Zone as the staff's recommendation
to facilitate implementing the Rural Transitional
Zone policies.
