Dear Mayor STorcy:
In the interest ofnroviding one view point to those concerned with
residential ciwelonment taithin our Ali strict iroundaries, the Boani of
Trustees of the Meridian School Uistrict unanimously adopted the iollotaing
resolution during their regular meeting on October 27, ]975:
The electors of the Meridian School District have consis-
tently displayed a keen and umtsual interest in the educational
opportunities offered students during this period of rapid and
uncommon gtot~rth in our district. They have demonstrated their
concern by repeatedly voting support of all building proposals
presented by the Board of Trustees during the past ten years.
i'his has added to the burden of the property otrner by accumula-
ting to r:hat will probably he the largest school tax levy in the
State of Idaho iahen the latest bond issue is added.
1`he Poard of Trustees is of the opinion we can no longer
appeal to the property rnaner for additional taxes for school
construction. Until such time that an alternative method of
financing school. construction can be legislated, tae will be limited
to that which can be financed by nc~ existing plant facility levy.
This trill allow for some growth but it simply can't keep t~ with
the demm~ds presented by the heavy growth experienced in the oast
several years. If the present growth rate is allowed to cont~^_ne
unimpeded, t;e can expect overcrowding to again ecctir ivi'_hin the
next two years.
iYe therefore believe, in the interests of those already
residing i_n the district -that any future residential develop-
ment must be limited to that which is already approved and that
Hera developments must he delayed until some alternate means of
financing sc7~tools can be legislated. V4e urge that anyone
affected by this recommended moratorium, join with us in our
effoxts to bring some equality and fairness to the present laws
concerning publ9.c scboel financing.

This policy statement will ne reviewed periodically and new
recommendations will be made as conditions change.

in promoting needed legislation r_hnt might permit residential develop-
ment without increasing The tax burden at the local level.
