Application for transfer of ownership by Lonny .Hestead was reviewed.
Kingsford reported that the Chief of Police had no objection to the transfer.
The Motion was made by Orton and seconded by Tolsma that the transfer of Gorilla Gas and
Grub Beer and Wine License to Lonny Hestead for Jackson Oil Reta~.l, Inc. hte approved.

2 City of Meridian Transportation Plan - Erv Olen
Erv iolien, principal Planner of APA, was present to review the proposed hleridian
Transportation Plan. Olen:-. referred to a letter sent to the City dated 9-21-82, from
W.W. Sacht, District Engineer of Idaho-State Transportation. The letter explained the
Highway System Classification .and Funding. (Letter on File with These Minutes)
]) Any improvements proposed from the Urban Boundary to Overland Road-would have to be
financed-with Urban`Funds.
2). The IST Board would have to approve expenditures-of Federal Aid Primary Funds within
the Meridian Urban Boundary before a project could be developed along Eagle Road.
Olen.: "I suspect Eagle Road would not be upgraded to "Primary" until the Eagle Interchange
is built = and~_lyet:the "Secondary" funds are already programed to build that within the
next five years."
Councilman Orton: "I would hope before we adopt a plan we could bridge this gap with
regard to funding. As a Counc'k I don't know exactly whether I'm doing the right
thing or not by either excepting or rejecting the pi an as it stands now."
Councilman Kin sford: "We have.received conflicting information. Our Street Commissioner
(Rot~~1J~d'Tolsma~'met with the Highway people and got 180 degree different information
than wh~,tahis letter from Mr. Sacht indicates."
Olen: "I share your .concern - the purpose of this letter was to clarify that." "I
would urge that your input be used to get the clarification." Olen stated .there is the
issue of designating the Urban Boundary and then the issue of going for the funds.
Kingsford stated that changing the City's Urban boundary would necessitate an amendment to
the Comprehensive'Plan each time the City went outside-the City Limits.
Olen stated that would be a process.
Kingsford questioned that. there was no provision for East First Street to be widened - or
Meridian Street to be one-way. He stated this should certainly be one of the projects.
Oien stated at the time the one-ways were avoided and rather designate those two streets
basically as "collectors" to serve and provide access into the downtown area. The -plan
is really looking at major long-term improvements.
There was much discussion concerning the one-way system, 4 lane facilities, and Locust

Kingsford suggested the Council take East First Street and Meridian Street improvements
in consideration before the plan is adopted.
Olen explained that Federal regulation requires any area over 5,000 population to have
an Urban Boundary designation. "The Urban designation coincides with the Urban Highway
Functional Classification. It .doesn't have to be the same as-your Urban .Service Planning
Area or anything-else. There has to be a line on the map that designates the Urbanized
Area, at least out to 1990. The minimum is the area annexed."
Programed funds were discussed. (Tape on File City Clerk's Office)
Street Commissioner Ron Rolsma was instructed to research further, get a final answer
and inform h1r. Olen.

3 Pre=determination Hearing for Water/Sewer/Trash Delinquencies
Councilman Kingsford read "This is to inform you in writing, if you choose to, you have
the right to a pre-termination hearing, at 7:30 p~m. October 4, 1982, before the Mayor
and Council, to appear in person to be judged on facts and defend the claim made by the
City that your water, sewer and trash bill is delinquent. You may retain counsel. This
service will be discontinued Oct. 7, 1982 unless payment is received in FULL."
Joyce Jensen was :present to request that. her services be continued. Jensen stated her
work hours had been cut and that she has a broken water pipe. She stated that she felt
she could pay $10.00 a week until the bill is caught up.
Councilman Orton did not object ~ the payment schedule being set ate: $10.00 a week.
Councilman Kingsford instructed Ms. Jensen pay $10.00 a week and to be brought current in
approximately 5 months.
Les- Merritt. appeared representing Merritts Restaurant delinquency. Merritt stated he
had filed Chapter 11 Bankruptcy on June 23, 1982. He had listed owing the City $1,914.00.
Merritt stated he had paid .$329.10,-but the statement received was $2,405.55, a difference
of $162.45.
Attorney Crookston stated that he does have to keep current and the Ordinance stated if
the bill is not paid within 10 days of monthly billing it is delinquent.
Mr. Merritt was instructed to see the bookkeeper and to pay all current bills.
Kingsford read a report from-the 6Jater and Sewer Department that the check from Tom Piarks
in the amount of $1..,100.00 for hookups was returned as insufficient funds.
The Motion was made by Orton and seconded by Tolsma to authorize Attorney Crookston to
send a letter to Tom Marks, Catherine Park Subdivision, in regard to Water and Sewer
hookup payment, insufficient check in the amount of $1:,100.00, and the illegal water
line connecting the second trailer.
Motion. Carried: Tolsma,`yea Orton, yea; Kingsford, yea
Kingsford: "The delinquent accounts are hereby informed due to their failure to pay their
water bill or to present any valid reason why the bill has not been paid, their water
shall be turned off on Oct. 7, 1982. In order to have their water turned back on, there
will be an additional fee of $10.00. They ar hereby informed that they may appeal of have
the decision of the City reviewed by the Fourth Judicial District Court, pursuant to
Idaho Code. Even though they appeal., the water will be shut off."
The Motion was made by Tolsma bnd seconded by Orton that the. delinquent accounts .will
be turned off Oct. 7, 1982, unlesss they are paid in full.

Rick Tuckness, President of the h1eridian QRU, was present to request .approval of the Council
to hold an aution 11-4-82 in the Creamery, Building to raise funds toward the purchase
of a new van. The. QRU was approved for a State Emergency Medical Services matching funds
grant and approximately $5,000 is needed to fulfill their obligation. (Letter on file
with these minutes)
The Motion was made by Orton and seconded by Tolsma that the Council endorse and approve
the QRU Auction a the Ereamery Building, to raise funds fora new van.

6 Engineering Report
City Engineer Gary Smith J-U-B Engineers, inc., presented Statement Number 8, HUD Project
Administration for sewer design, sewer inspection and water desing, signed by lJayne Forrey,
J-U-B.
The Motion was made by Orton and seconded by Tolsma that the Council approve J-U-B
Engineers, INc. Statement Number 8, HUD Project B-81-DN-16-0001, from June 26 through
August 28, 19.82 in the amount of .$4,705.97.

Engineer Smith presented. an agreement LD No. 25575, from the Union Pacific Railroad Co.
in regard to an underground water line crossing for Locust Grove Industrial Park,
Locust Grove Road.. Smith stated that-the application was submitted 4-8-81, and was for
both water and sewer. The sewer line crossing was omitted in this agreement. The
water lines are in conformance with this agreement. Engineer Smith has reviewed the
agreement extensively.
The Motion was made. by Orton and seconded by :Tolsma that the Council authorize the Mayor
to enter into the Agreement No. 25575 Water Line crossing with the Union Pacific Railroad
Co.

Engineer Smith presented Contract Change-Order No. 2 and No. 3, Nay's Construction Co.,
1982 sewerage project, residential Wastewater service line rehabilitation. Smith
explained the justification of each item on the change_order.s, quantities of extra work
and their associated unit prices.
The Motion was made by Orton' and seconded by Tolsma that the Council' approve Contract
Change ..Order 2 and`3, 1982 ~ewe~age Project, Residential Wastewater Service Line
Rehabilitation :.

Smith recommended payment of Application for payment Number 4 (Final) in the amount of
$3,764.84 subject to the release of the damaged property owner. The only problem was a
resident on West Idaho that had some water in basement. Smith explained this was brought
about by the groundwater and the contractor did not make a tight patch when installing
the sewer service line. A water heater, a wood burning stove were slightly damaged, and
a formal complaint may be filed by the resident with the contractor.
The City has received all other releases on this project.

Thank you for allowing Mr. Gwin to fill in for me at your Council meeting
• on September 20, 1982. F{e reported that some confusion still exists as
to what funds are available for improvement of the various routes in the
Meridian area. I will attempt to clarify the situation.
If .the Urban Boundary is made to coincide with the Transportation Resource
Planning Area Boundary as shown on the attached map, the following impacts
on State Highway projects will result.

1: State Highway 69 from Kuna to the Meridian South City
limits is currently on the State Federal Aid Secondary
System. FNWA regulations preclude use of Federal Aid
Secondary Funds in urban areas. Therefore, one project
currently programmed with secondary funds from Amity
• Road to Overland Road would be reduced from 2.0 miles
to 0.5 miles in length. Any improvements proposed
from the Urban Boundary to Overland Road would have
to be financed with Urban Funds.
2: The decision of the Idaho Transportation Board dated
March 17, 1982 was to add Eagle Road from I-84 to
Fairview Avenue to the State Highway System upon
completion of construction. Since existing State
~Nighway 55 from Meridian East City Limits to Eagle
. is currently designated Federal Aid Secondary, it
is assumed the added portion of Eagle Road would
also be FAS. However, the Functional Classlficatlon
of Eagle Road is Principal Arterial which is com-
patible with a Federal Aid Primary designation.
. The Department recognizes this inconsistency and
is taking action to change the designation.

RE: Boise State University Waste Water Treatment Training Facility
Dear Mr. Smith:
In response to your letter of September 28, 1982 to Dr. Ruyle,
Boise State University, following is a description of the easement
BSU has requested for running a buried telephone line across city
property to serve the BSU W.W.T.T.F.
An easement for a buried. telephone line, said easement
being 5~feet each side of the following described line:
Commencing at a point on the southerly property line of
the BSU Waste Water Treatment Training Facility property,
said point being approximately 112 feet west of the south-
easterly most property corner,
Thence south-westerly approximately 168 feet to a telephone
pedestal located near the northwest corner of Lot 16, Block
14, Meadow View No. 2 Subdivision as filed for record in
the office of the Ada County Recorders Office, Book 50 of
Plats, pages 4100 and 4101.
Attached is a drawing of this easement. Let us know if further
information is necessary. Thank you for your assistance.

THE MERIDIAN QUICK RESPONSE UNIT NEEDS YOUR HELP i.
The last six years have seen a lot of changes in Meridian. The Quick Res-
ponse Unit was started in June of 1876 on a. hope and a prayer. we had a brand
new 1976 Ford van and a group of eager volunteers waiting for that first call.
We still have that 1876 Ford van,lit~s now running on a hope and a prayer) and
a group of eager volunteers Waiting for a call that numbers into the thousands.
In 19$1 we responded to over 500 calls in the Meridian district.
Oa September 23,1982 the Meridian Quick Response Unit was approved for a
State Emergency Medical Services matching funds grant. This will be used to
purchase a much seeded new van for our QRU. To fulfill. our obligation for the
grants we have to raise approximately 55000.00. we can only hope to do this
with your help and support. .
We hope to raise the money with an auction to be held November 4 at the
old Challenge creamery building in Meridian. The sale will be conducted by
United •uct~ion Services. The sale will start at 7:00 PM,with the doors open at
noon, for viewing. Food will be served on the premises.

being to consider proposed amendments to the Meridian Comprehensive
Plan as recommended by the Meridian Planning & Toning Commission;

NOTICE OF PUBLIC HEARING
Legal notice is hereby given, pursuant to the Ordinances of
the City of Meridian and the laws of the State of Idaho, that the
Meridian City Council will hold a public hearing on October 21, 1982
at 7:30 o'clock p.m., at the Meridian .Primary School, 48 West State,
Meridian, Idaho, for the purpose of taking public comment on the
Meridian Comprehensive Plan Amendments as proposed and recommended
byfthe Meridian Planning & Zoning Commission and to hear and take
all testimony, oral or written, which shall he presented and sub-
mitted at said time pertaining to the below-described proposed
amendments to the Meridian Comprehensive Plan; and further, to
consider the proposed amendments to the Meridian Comprehensive Plan.
Summary of Proposed Amendments to the Meridian Comprehensive
Plan:
1. Correcting road designations;
2. Changing Urban Service Planning Area boundaries including:
a) elimination of a portion of the southwest area
previously designated as Soughgate;
b) inclusion of additional area east of Eagle Pad
basically extending from north of Fairview Avenue
to south of Overland Road;
3. Change from single designated to multiple designated re-
gional shopping center sites or Interchange Enterprise
Areas ;
4. Expansion of sites available for commercial/industrial
activities;
5. Correction of Library District References.
Any and all interested persons shall be heard at said hearing
and written testimony will be accepted up to the closing time of
said hearing.
