Regular meeting of the Meridian City Council was called to order by Mayor Joseph Glaisyer
at 7:30 p.m.

Minutes of the previous meeting held November 1, 1982 were approved as written.

1 BROOKLAWN FARM ESTATES MOBILE HOME PARK PERMIT & PREL. PLAT - FROM TABLE
The Motion was made by Orton and seconded by Kingsford to bring from the table the
Brooklawn Farm Estates Mobile Home Park Permit & Prel. Plat request.
Motion Carried: Kingsford, yea; Tolsma, yea; Orton, yea; Brewer, yea;
Dick Johnson was present representing the request. "We believe that we have met all the
questions with the revised preliminary plat that I have submitted. I have in letter form
addressed all the comments that have been brought up."
Councilman Tolsma questioned Johnson as to if there was an option to buy on lot 5.
Johnson stated that there was. "We are waiting to see if Phase 1 will fly. We have 23
perspective buyers. Phase 2 is almost a necessity."
Councilman Orton questioned Johnson on the requested variances. "The thru street, is that
a request fora variance to our cul-de-sac requirements?"
Johnson explained that they are basically requesting a variance to permit a temporary
cul-de-sac.
Councilman Orton: "I understand the 60' street width variance. You are going to 50'. But
what is this setback variance? Have you changed that?"
Johnson: "No, it's the original setbacks that we came in with, that we have had all along.
However, the front yard. setback. is reduced." "It is reduced to 10 feet." "We can fit the
trailers in there. The trailers basically use the side yard more than the front yard."
Vern Schoen, Building Inspector: "There could be a problem on some of those lots with 10
foot setbacks ."
There was discussion concerning the sewer stub outs. (Tape on file - City Clerk's Office)
Gary Smith, City Engineer: "P~~y basic concern is access out to Linder. Even though there i~
talk about a proposed Phase II, if the Phase II was to become a reality, it should be
included as a preliminary plat, as part of this preliminary plat, to be developed at a
future date. Without that, or some kind of other assurance that :there will be a Phase II,
we still end up with a dead end condition on the South end~of the development." "I would
still recommend that access be provided through that last cul-de-sac to Linder Road. One
of the problems that the traveling public may encounter, but someone turning into the
subdivision from Pine Street they can not see down, so they have no idea where this goes.
The only way that they find out is to drive through, and pretty soon they end up down here
in this cul-de-sac and they have to turn around to come back out. It's kind of a blind
alley for anybody comming into it that isn't aware of what the street configuration is likeE
That may be a minor item, but that is something that I feel should be considered."
Mayor Glaisyer: "Is the drainage problem taken care of?"
Smith: "All the drainage appears to be comming back to Pine Street, and would be handled
with a septic tank settling basin and an inverted pipe fora skimmer, before it is dis-~
charged to PJine Mile drain. The only thing that would have to be taken into accoant
there is the amount of discharge into Nine Mile." "it is my understanding that Nampa-
Meridian Irrigation will not allow that property to drain any more into Nine Mile than
it drains right now, as undeveloped property." "I don't think that I would have as much
concern if it was a looped street." "All other preliminary plats that we have had sub-
mitted „that have been phased developed, have been submitted totally on the property within
the control of the developer, and then he has come back to us wish final plat for sections
of it." "Obviously, in some cases, the adjacent property, its development i$ not control-
led by this developer, and so in those instances we provide, or request that street stub
to that adjoining property so that they can be picked by the adjoining property owner
should he develop, and carried on for traffic circulation. "I think this is very
appropriate, the stub out to the East boundary."

Smith: "All my comments, with the exception of this access, were comments based strictly
on the ordinance."
There was discussion. (Tape on File; City Clerk's Office)
The Council discussed the possiblity of a temporary turn-a-round until phase II could be
developed. (Tape on .File; City Clerk's Office)
Roger Welker, Fire Chief discussed the need for an access off of Linder for Fire Protection
purposes. Welker also stated that the street names will have to aline to the East and the
cul-de-sacs will have to be names. Welker said that the 5 foot variance on the side lots
would create a fire problem since it would only leave a 10 foot alley-way between lots.
Bruce Stuart, Water Supt. stated that he felt the waterline should be out to the end of the
pavement rather than ending at lot 36. Stuart also stated that he felt there should be
a hydrant at the entrance.
Councilman Brewer stated that he felt he would have to stand by the City Engineer's
recommendation for the second access.
There was more discussion concerning the development of Phase II. (Tape on File; City

Councilman Kingsford stated that they (the developer) would have to get ACRD to agree to
not putting in the cul-de-sac until such time as Phase II could be developed.
Johnson explained that he would like to leave the temporary cul-de-sac ins place a
restriction on lots 28, 29, 30, 31 as a guarantee that Phase II would happen. "That way
we have all our lots. All-it is doing is restricting us from building on 4 of our lots,
5 counting lot 13, until such time as a through street."
The Motion was made by Orton and seconded by Brewer to approve Brooklawn Farm Estates Mobil
Home Park preliminary plat with variances of the rights-of-way at 50 feet with the trade
o~'f being a 5 foot exclusive easement to ACRD parallel to and contiguous with the right-
of-way; that the setbacks be 10 feet front yard, 5 feet side yard and 5 feet rear yard, and
that lots 28, 29, 30,31 be restricted from further development pending access to the East
and/or action from the City Council.

2 PRE-TERMINATION HEARING WATER/SEWER/TRASH
Mayor Glaisyer read "This is to inform you in writing, if you choose to,you have the right
to a pre-termination hearing, at 7:30 p.m. November 15, 1982, before the Mayor and Council
to appear in person to be judged on .facts and defend the claim made by the City that your
water, sewer and trash bill is delinquent. You may retain counsel. This service will be
discontinued November 18, 1982, unless payment is received in FULL."
Playor Glaisyer: "Is there anyone present that wishes to contest their water/sewer, trash
billing?"
There was no response.
The motion was made by Kingsford. and seconded by Orton to approve the turn off of the
delinquent water/sewer/trash billings: on November 18, 1982.

Mayor Glaisyer: "They are hereby informed that they may appeal or have the decision of
the City reviewed by the Fourth Judicial District Court, pursuant to Idaho Code. Even
though they appeal the water will be shut off."

3 RENEWAL OF BEER/WINE/LIQUOR LICENSES FOR 1983
Mayor Glaisyer presented the list of applicants applying for renewal.of Beer/Wine/Liquor.
Mayor Glaisyer: "Chief Nichols, is there anyone on the list that you have had problems
with, that you would not want to renew?"
Nichols: "No, there haven't been any problems."
The P4otion was made by Kingsford and seconded by Orton to approve the renewal of the
Beer/Wine/Liquor Licenses for 1983..

4 SANITARY SERVICE, INC. - INCREASE I~•~ COLLECTION FEES
Moe Alidjani, owner of Sanitary Service Inc, was present to request a rate increase on
the collection fees.
Alidjani presented the Council Members with a financial statement concerning Sanitary `
Service Inc. Alidjani explained that one area that is significant is the costs of the
repairs and maintenance. Alidjani also cited the rising cost of gasoline and oil.
Alidjani stated that he is requesting an increase of 10.8% which would be about .$1,700.00
per month.
Councilman Brewer: "How does your 10.8% increase compare to the existing cost of Boise,
Nampa, Caldwell etc.?"
Alidjani: "The 10.8% cost is going to bring you up to $4.15 unlimited service, which is
the lowest rate now. That is PJampa and Caldwell." "Boise is charging $4.50 unlimited
service. This rate -has been collected by them since 1981." "Nampa and Caldwell come up
for their raise in February. My rate is going to be the lowest rate in Treasure Valley."
Kingsford suggested that .the Council take a look at the profit/loss statement they were
presented-and bring it up at the next meeting of the Council.
The Motion was made by Kingsford and seconded by Tolsma to table the request fora rate
increase by Sanitary Service, Inc. until the next Council Meeting on December 6, 1982."

5 Carl Raasch & Del Bolen - Request for Corn Dryer in Creamery Building
Del Bolen was present with Carl Raasch, owner of the Creamery Building, to request a
variance from the Council to put a corn drying machine on the Creamery parking lot, next
to the back South Building where the dried corn is being stored at this time. Bolen
stated that he will be storing the corn until next summer.
Raasch: "This will be a short period of time." "Our (Raasch & Bolen) agreement was for
a period of not less than 6 months or more than 1 year."
Raasch explained that he had spoken with the City Building Inspector, Verr~on Schoen, who
had expressed concern over the wiring in that °~.~uarehouse. Schoen suggested that Raasch
remove the wiring from that warehouse since they will be storing a dangerous commodity.
Raasch: "I wouldn't like to do that,~for a period of time like this. If it was a long
contract, then I could care less."
Schoen, City Building Inspector explained to the Council that the only way that he would
be able to give an occupancy permit would be if the Council were to grant a variance to
the Electrial and Fire Codes.

The Motion was made by Brewer and seconded by Kingsford to.approve the request by Del Bolen
to stack corn and dry it with a variance to the City of Meridian Electrial and Fire Codes,
fora period not to exceed one year.

6 MAYOR GLAISYER - APPOINTMENTS TO MERIDIAN PLANNING & ZONING COMMISSION
Mayor Glaisyer re-appointed Commission Member Bob Spencer for a 6 year term. Appointed
Marvell Chenowith, Valley News, fora 4 year term, and Jerry Sweet, Intermountain Arms,
for a 2 year term.
The Motion was made by Kingsford and seconded by Orton to approve Mayor Glaisyer's
nominations to the Planning & Zoning Commission.

MAYOR GLAISYER - COMPLAINT RUSSELL JOHNSON; MERIDIAN RENTALS
Mayor Glaisyer explained that he had received a complaint that Russell Johnson, Meridian
Rentals, had not started his fencing yet, which was part of the conditions under which
he was annexed to the City of Meridian
Councilman Orton stated that he had spoken with Johnson about a month ago, and at that time
he had bought the poles for the fencing and treated them. Orton: "I can't understand
what had stopped him. I know that he has proceeded up to that point."
Councilman Brewer suggested that Vernon Schoen, City Building Inspector, talk to Russell
Johnson, and convey the wishes of the Council that the fence be completed immediately.
Schoen indicated that he would do-this.

7 COUNCILMAN GRANT KINGSFORD - COMPLETION OF 1ST STREET PAVING
Kingsford stated that he has had several inquiries concerning the completidn~,of~~th~~~~~
paving on the RR Tracks on lst Street.
b'ayor Glaisyer explained that he had contacted Bill Sacht, State Highways Department.
Sacht explained to hlayor Glaisyer that the weather had created ~ problem, and that the
paving would take place as soon as weather permitted.
COUNCILMAN GRANT KINGSFORD - MUNICIPAL WATER PROTECTIOPJ AWARD
Kingsford stated that the City of Meridian Wastewater Treatment Facility had received
the North West Pollution Association Award of Pla~ht of the Year. Kingsford commended
Wastewater Supt. Earl Ward and his staff. (Applause)
Mayor Glaisyer: "Is there any thing else to come before the City Council this evening?"
No Response.
The Motion was made by Kingsford and seconded by Orton to adjourn~at 8:37 p.m.

SUBJECT: City Wastewater Treatment Facility
At the recent annual meeting of the Pacific Northwest Pollution Control
Federation, the City of Meridian's Wastewater Treatment Facility was honored
as the "No.rthwest's Wastewater Treatment Plant of the Year." The plant is
exemplary of high engineering design standards and efficient operation. Our
wastewater treatment facility staff and superintendent, Earl Ward, are to be
commended for the work they are doing in operating and maintaining the plant.
The effluent being discharged is 'continually of exceptional quality, far
exceeding the requirements set forth in our discharge permit. The condition
of the facilities buildings, grounds and equipment is a show place of operator
care.
