Regular meeting of the Meridian City Council called to order by Mayor Joseph Glaisyer
at 7:30 p.m.

Mayor Glaisyer extended a welcome to the Members of Scout Troop #28, who were present
to observe the Council Meeting.
Mayor Glaisyer announced that due to the holiday on Monday February 21, 1983, the
regular meeting of the Meridian City Council would be on Tuesday, February 22, 1983
at 7:30 p.m. at the Meridian City Hall.
Mayor Glaisyer announced that there will be an Open House and Dedication at the new
Water/Wastewater Vocational Facility on February 10, 1983. The Facility will be
welcoming .visitors at the Open House all day. The official Dedication Ceremonies will
be at 2:30 p.m. All are welcome to attend.
The minutes of the previous meeting held on January 17, 1983, were approved as written.

2 Discharge of Water Agreement by BSU From Twining Facility
The Motion was made by Kingsford and seconded by Orton to approve~~' the discharge of
water agreement with Boise State University.

3 Prepayment of Fire Truck
Mayor Glaisyer explained that he had met with the Rural Fire Commissioners to discuss
the possiblity of prepayment of the fire truck. The Mayor explained that the money
has been set aside for the truck. from the revenue sharing money. The lease from
Idaho First National Bank is 10.25~a and the City can invest in for 8`:~~. The Mayor
stated that he felt the interest rates would not rise sufficently in the near future
for the City to recoup its losses. Glaisyer also stated that the Rural Commissioners
are in favor of the prepayment plan.
The Motion was made by Kingsford and seconded by Tolsma for approval of the Mayor
meeting with the Rural Commissioners and making final disbursement to prepay off the
fire truck.

Mayor Glaisyer read: "Ordiannce No. 420, AN ORDINANCE ESTABLISHING AND FIXING RULES
OF PROCEDURE FOR PUBLIC HEARINGS BEFORE THE CITY COUNCIL OF THE CITY OF MERIDIAN, STATE
OF IDAHO: AND PROVIDING AN EFFECTIVE DATE HEREOF.
Mayor Glaisyer: "This Ordinance sets the procedures for holding Public Hearings."
"Is there anyone present that wishes Ordinance No. #420 read in its entirety?"
There was no response.
Kingsford: (Addressing City Attorney Wayne Crookston) "Is this basically the same
as the Association of Idaho Cities draft?"
Crookston: "It is basically the same with a few of my changes I think appropriate to
for the way we have been operating."
Councilman Orton questioned Crookston on the changes.
Crookston explained that he would have to look at both documents and compare the two.

until the next regular meeting of the City Council, February 22, 1983.

8 Department Reports
Gary Smith City Engineer reported that the only item remaining on the HUD Grant
is the reimbursement to Bruce Stuart for materials supplied to the contractor at
the time of the construction. Smith explained that as of January 21, 1983, there
was a balance of $4,352.30 in the Grant account. After payment of the audit and
to Nays Construction, and payment to restock Burce Stuart's (Water Dept.) inventory
there is a $5.OO over amount of the monies left in the HUD Grant account.
The Motion was made by Orton and seconded by Kingsford to approve of
transfering $1,9b.7.17: from 'the HUD Grant to the Sewer and Water fund in reimbursement
for materials supplied by Bruce Stuart (Water Dept.) that .were used by the contractor.

The Motion was made by Kingsford and seconded by Brewer that the bill from Ripley
and Doorn for the HUD Grant Audit in the amount of $1,500.00 be approved.

There was discussion from Counsler Crookston concerning the Revenue Bonding
Ordinance. (Tape on File City Clerk's Office)
Councilman Tolsma reported that he had been in contact with Keith: Jacobs, ACRD,
concerning the cul-de-sac at the end of State Street. Jacobs explained to Tolsma
that fFiere is a Borid or Letter of Credit, on file, and'if the City wishes ACHD to`act
upon the developrerent of~ahe coil-'de=sac, it would require a letter from the Mayor to
ACRD.
The Motion was made by Tolsma and seconded by Kingsford to authorize the Mayor to
draft a lefiter to the Ada County Highway District Commissioners regarding the
development of the cul-de-sac at the end of State. Street and put it out to bids
either via Bond or Letter of Credit.
Being there no other business to come before the Council .
The Motion was made by Kingsford and seconded by Brewer to adjourn at 7:53 p.m.

THIS AGREEMEN?', made and entered into this 7th day of
Februa~'.~ ~ , 1983, by and between the CITY OF MERIDIAN, an
Idaho municipal corporation, hereinafter sometimes called "City"'
and BOISE STATE UNIVERSITY, hereinafter sometimes called
"University" ,
W I T N E S S E T H:
WHEREAS, the City and the Idaho State Board of Education
entered into an agreement of_ sale of real property on or about
April 9, 1981, for the purchase.by the Idaho State Board of _ ..
Education of a parcel of City owned property, which property was
to be used for the construction of a building for use as a -
waste water treatment laboratory, and which parcel of property
already included a waste water treatment plant which had .been
abandoned by the City of Meridian; and
WHEREAS, the Idaho State Board of Education did construct
said building and the said building is part and parcel of the
Idaho State Board of education's Boise State University waste
water management and treatment program and course of study, .and
Boise State University operates and manages said building and
laboratory and the abandoned waste water treatment plant; and
WHEREAS, the agreement entered into by and between the City ._.
and the Idaho State Board of Education requires that no sewage or
waste water will be treated on the premises, and that the Idaho
State Board o~ Education and Boise State .University therein agree
to use only domestic water from the City's domestic water system
for purposes of instruction; and
WHEREAS, there may be a need, from time to time, for the

or waste into the City.:_of Meridian's sewage lines in order to
remove stale or stagnant water that has been repeatedly used for
instruction purposes.
NOW, THEREFORE, it is hereby agreed as follows
1. That there is a connection between the olc? sewage treat-
ment plant of the. City of Meridian and the City's trunk sewer lint- ,
which connection is controlled by a valve which can be locked, are
that there is now a lock on said halve, the key to which is
maintained at the City's present waste water treatment plant on
Ten Mile Road under the supervision of the City's waste water
superintendent; _
2. That in the event the University wishes to discharge
water into the City's sewer lines, it shall first obtain the
written permission of the waste water superintendent, and the
waste water superintendent .shall personally go to the .University'
facility and unlock the valve to allow the stale water to be dis-
charged;
3. That the water discharged from the University's waste
water training center shall contain no sewage or waste;
4. That the discharge into the City of Meridian's sewage
system shall be coordinated by the superintendent of beridian's
waste water treatment plant, and that, in all events, the discha_
shall be conducted in such~a manner that the City's waste water
treatment plant shall not receive a shock hydraulic load;
5. That any discharge shall also be~in compliance with any

WHEREAS, the City Council and the Mayor of the City of
Meridian have concluded that it is in the best interest of said
City to annex to the said City real property which is hereinbelow

excluded from the right-of-way description for Cherry Lane in
Meridian Ordinance No. 316 ; and
WHEREAS, the City of Meridian previously enacted an Ordinance

by the Sta'ce Tax Commission, making it now necessary to redo the
