Glaisyer at 7:38 P. M. Councilmen Present: Richard Williams; Grant Kingsford; Bill Brewer; Rick Orton Jr. Others Present: Bruce Stuart; Roger Welker; Kathy Williams; Darrell L. Field; Coenraad Abas; Gary Smith; Earl Ward; Wayne Crookston; Kevin Robertson Minutes of the previous meeting held October 19, 1981 were approved as read. Darrell L. Field representing Robert L. Christiansen - One (1) Mile Planning Area Darrell L. Field made a drawing on the board to establish the land location - West of South Peridian-Kuna Road and along the Rawson Canal.(Across from Larrea Trucking) Field stated that he and Robert L. Christiansen represent Roto-Rooter Sewer Service that are located at the present time on West Franklin across from Phillips 66 Bulk Plant. The property on VJ. Franklin was being used primarily to park trucks and dispatch and they felt the property was too valuable to be used for this. The owner has the 17 acres on South Kuna Road and would desire to remodel the barn into an office for dispatching clean up all the way around for parking and make it better looking. Trucks would be parked in evenings. Field stated that the Ada County Zoning had referred him to the Peridian City Council as this property is within the Planning area and indicated that they would go along with what was desirous with Fieridian. Councilman Kingsford stated that he felt that the neighbors should be contacted concerning their input. He also questioned the County's policy on Conditional Use. Field stated that he thought once they were issued a conditional use it would not be canceled unless abused. The County will make the final decision. There was much discussion concerning the City's intent for properties there. (Tape on file with these minutes) Playor Glaisyer questioned Field as to the intentions of the property on W. Franklin. Field stated that the owner's intention was to either develop into something more compatable with the area and value of the land, or sell it to somebody else that would. Orton stated the their present location as not been compatable to their use and felt this should be considered. Field stated that the new location would not be detrimental to the area. There will be no signs posted, trucks will be kept in back. Councilman Brewer stated that he would definitely like to see the business moved. During the winter the trucks have packed mud out onto Franklin and to the point it could be hazardous. Councilman Williams stated that there were steps to be taken first - Central District Health and the neighbors feeling. Playor Glaisyer summarized the feeling of the Council: "The Council does not wish to act upon this until further clarifications from Central District Health and the Ada County Commissioners. Apparently there are no other objections at this time." Williams and ~;ingsford stressed reviewing the comments from Central District Health and the neighbors of the proposed property use. Agenda 2 1982 Renewal of Beer/Wine/Liquor Licenses Ptayor and Council reviewed applicants for renewal of beer/wine/liquor with Sergeant Kevin Robertson, Meridian Police Department. Robertson stated that he and the Chief of Police had no objection of renewal of licenses for the applicants as submitted to this date. Meridian City Hall .2. Motion Carried: Williams, yea; Kingsford, yea; Brewer, yea; Orton, yea Agenda 4 Mayor Glaisyer announced that tomorrow, November 3, is the City Election. Polls will be open at 12:00 Noon and close at 8:00 P.M. Five Candidates will be on the ballot for two (2) Council seats. Grant Kingsford; Steven Gratton; P,on Tolsma; Jerry Johnston and Darwin Buchanan The Council set the time for canvassing of the votes for Wednesday, November 4th, 1981 at 6:00 P. M. Agenda 5 ENGINEER REPORT: Gary Smith reported that through the help of Earl 1~lard's people and an engineer from J-U-B's office, they located 42 observation points for HUD sewer service replacement. Wayne Forrey has sent a mailer to each of these addresses. FIRE DEPT.: P1ayor and Council reviewed bid for Fire Dept. Turnouts. Fire Chief Roger Welker recommended the lowest bid. The Flotion was made by Kingsford and seconded by Willyain3~ that Starline Equipment be accepted for bid on Fire Department Turnouts for 4,22s.60.
