Councilmen present: Richard Williams, Grant Kingsford, Bill Brewer, Ric Orton, Jr. Others Attending: Bruce Stuart, Roger Sherwin, Vern Schoen, Earl Ward, Roger Welker, Ray Sotero, Terry P. Minutes of the previous meeting were approved as corrected to read - Page 2, paragraph 1, last sentence of Motion concerning Pleadow View H2 final Plat "that they come back to Council with any street scape plans on any reduced square footage under 1350 feet on 0' lot line and deeded Lot 1 by metes and bounds to the City." Agenda 1 Mr. and Mrs. Leiding - 331 E. 3rd, Lots 1, 2 and 3, Block 3, Bown Addition. Mrs. Leiding presented a diagram of three 30 X 90 lots, 1, 2 and 3 and a request to split lot 2, resulting in two lots, 42 X 90 and 48 X 90. She stated that the garage is not on a foundation and will be moved. There will be no building without a permit. The Motion was made by Williams and seconded by Brewer that the lot split of Lot 2, Block 3, Bown Addition be approved. Motion Carried: Williams, yea, Kingsford, yea, Brewer, yea, Orton, yea. There was discussion concerning the platting. The Mayor suggested that the Leidings get a metes and bounds legal description, quick claim and deed recorded. Agenda 2 Theodore Kellogg - 305 W. Broadway Westview Tract Addition, Block 6. Mr. Kellogg presented a drawing and petition of approval from neighbors for his request to split lot. Property lines and setbacks comply with Code, net size of lot would be 55 X 83, however, Kellogg stated that a 14 foot setback off of W. 3rd St. keeping in form of the block. He stated he would like to build a one-bedroom duplex. Schoen stated there would have to be a 20 foot setback. Mayor Glaisyer stated that this would have to be taken under advisement and a variance obtained before construction. Kellogg explained that this street (W. 3rd) dead ends at railroad. Kingsford stated this would also require the legal description filed by metes and bounds, quick claim and deed. The Motion was made by Williams and seconded by Kingsford that Mr. Kellogg's lot split, Block 6, Westview Tract Addition be approved, providing all Code requirements be followed as recommended by Planning and Zoning. Agenda 3 Joe Osier - Meridian Park N2 Final Plat This proposal had been taken under advisement March 3, 1980, pending completion of City Ordinances. Osier referred to the discussion of Meridian Park #2 covenants and the minimum housing size. Osier stated the first covenants presented were tentatively approved and the second covenants had the minimum housing size ammended to standard FHA and VA for Final Plat approval request. Osier suggested that the City might impose some type of a one time fee upon a development of a lot or when they are sold so as to share on the tax base. Mayor Glaisyer stated that the City of Meridian has taken the minimum housing size under advisement pending completion of interim type ordinances. There will be a public hearing held at the City Hall on April 17th in regard to the subdivision platting and the Mayor suggests developers .attend. Meridian City Hall •4• April 7 Agenda 5 Agenda 6 Steve Gratton, Chamber of Commerce,announced that the Chamber would be glad to answer any questions concerning the letter of recommendation as an interim policy for single family residences. Copy of letter on file with these minutes. Mayor Glaisyer suggested that the Chamber of Commerce be present at the public hearing April 17, 1980 and make their statements public at that time. Willard Rowley - Sanitary Service, Inc. Rowley presented Statement of Profit or Loss for the years 1977, 1978 and 1979 and read a letter requesting two considerations: 1) Twice a week service deleted from agreement. 2) 25 cents per month increase - basic rate $2.90 per month. Statement and letter on file with these minutes. There was discussion concerning the basis of expenses. The Motion was made by Kingsford and seconded by Orton to table the Sanitary Service, Inc, request for d) Twice a week service deleted and 2) 25 cents per month increase,until the next regular meeting April 21, 1980. There was discussion concerning giving notice to the trash users of the once a week service. If approved, the once a week pick up would begin June 1, 1980. Motion Carried: Orton, yea, Kingsford, yea, Brewer, yea, Williams, nay. Agenda 7 Engineering: Gary Smith, City Engineer, presented Pay Estimate No. 10, Galey Construction Co, Inc. Boise River Outfall and Pumping Station - Schedule A. Smith stated this cleans up their contract on the outfall line. There is a problem with the most northerly defuser and Smith stated this needs to be investigated. The manhole in Duck Alley was also discussed. There is 3.8 mile of pipe from the plant and there may be a series of material that continues to wash down that may be causing the problem with the defuser. Smith recommended that the Final Pay Estimate #10 for Galey be approved, subject to the investigation, the reason for the plugging of the defuser. If it is their problem, they take care of it. The Motion was made by Williams and seconded by Kingsford that Galey Construction Co, Inc., Boise River Outfall and Pumping Station Final Pay Estimate ,#10, be oaid in the amount of $7,286.38, subject to Galey's investigation into the defuser problem. Motion Carried: Williams yea, Kingsford, yea, Brewer, yea, Orton, yea. Smith recommended approval of Contract Change Order #2, Phase III Interceptor, Galey Construction Co, Inc. Smith stated this is finaling out for Phase III. This change order adjusts all the quantity items on the hid, also includes an additional connection that was required at the Wheel Inn ~4obile Home Court that had to do with the lift station. It was found there were three additional lines that emptied into the lift station. Since the lift station was abandoned these three lines had to be picked up by the Interceptor, ($1,140.00) Line was connected at the SW corner of the park. An item that may not be acceptable by EPA was the connection of Meadowview #1 lift station pressure line, to existing Sewage Treatment Plant, into Interceptor line flowing to new plant. ($772.40) On this same Contract Change Order there is an alignment shift at James Court. Their private system construction was done between the field work and the construction Phase III. When Galey came through there with the line, they had to move a manhole and then divert 5 Mile first to the west then back to the east to put in section. ($4,839.88) L Meridian City Hall •5• April 7 1980 All items above were field adjustments that came. about and all are approvable with the exception of Meadowview #1 connection ($772.40) The Motion was made by Kingsford and seconded by Williams that Final Change Order #2, Contract 7, Galey Construction Co, Inc. in the amount of $16,067.23 be approved. Motion Carried: Williams, yea, Kingsford, yea, Brewer, yea, Orton, yea. Smith recommended approval of Final Pay Estimate #14, Galey Construction July 31, 1979 to April 4, 1980, in the amount of $21,014.84 and which includes Change Order #2. This Pay Estimate also includes Change Order #1, which was approved July 1978. The Motion was made by Kingsford and seconded by Williams that Final Pay Estimate #14, Galey Construction Co, Phase III Interceptor Sewer Line Construction in the amount of $21,014.84 be paid. Motion Carried: Williams, yea, Kingsford, yea, Brewer, yea, Orton, yea. Smith stated that the connection made by Galey Construction in Meadowview #2 Lift Station ($772.40) was temporary until the sewer could be connected to the Interceptor. The connection will involve an 8" line, 110 feet, approximately $4,214.00, a cost the City would have to absorb. This would eliminate the lift station and maintenance. Smith felt the bid of H and K Construction was high and will check this quote. The sewer connection between Meadowview #1, and Phase II Interceptor needs to be done within this week. The $4,214.00 bid does not include removing the lift station on a lot in Meadowview, 20 feet deep and not an easement. The Motion was made by Kingsford and seconded by Williams to authorize the City Engineer Smith to negotiate not more than $4,212.50 for the sewer connection project and the removal of lift station in Meadowview Subdivision. Smith recommended that the City take into consideration the documentable damages and release the difference between what the City presently retains and the damage amount to DVY Construction Company. There was not an exact figure available,-but Smith stated it would be approximately $50,000.00. The Motion was made by Orton and seconded by Brewer that the City Engineer and Sewer Commissioner Williams itemize actual damages and draft a letter to DVY Construction Co. and payment minus those actual damages. Engineer Smith reported that Idaho Sand and Gravel has completed park project with the exception of a short space between the pavement and the gate. He requested that this be taken under advisement until the incompleted section is checked. Agenda 8 Beer and Wine License Transfer - Spud Hut. Chief Sherwin stated that the application of Norman Hanson has been investigated and could find no legal reasons to deny. The Motion was made by Brewer and seconded by Kingsford that the Beer and Wine License transfer he approved for the Spud Hut, Norman Hanson applicant. April 7 1980 Agenda 9 Dr. Vorlicky - Flouridation As a member of the City Improvement Committee, Chamber of Commerce, Vorlicky outlined some of the specifics. There is a two year grant available which would fund the purchasing, installation, equipment, training of personnel and chemicals. After two years, the City would have to maintain and buy the chemicals. The Chamber has unanimously endorsed the program to apply for the grant. The grant would not be acted upon until October, but applications are being accepted now. The flouridation had been implemented in 1964, but discontinued in 1974. Orton reviewed procedure and explained maintenance which is simpler and less than 2 man hours per well. The initial grant is $29,000.00 which includes 100q installation, chemicals, and time spent for two years. He is gathering data as to the future cost, but at this point, it is important to recognize if the City wants to try the prooram and see what the public comment would be. There are seven wells and the City would be applying for four under this grant if program is accepted. Vorlicky spoke of the benefit to the average family with the flouridation program. Agenda 10 Department Reports: Fire Chief Welker stated the Fire Department was still badly in need of five pagers and batteries. This was taken under advisement. Also Welker reported on the annual State Training School in Moscow, cost approximately $200.00. He plans to send 3 or 4 volunteers. The Mayor instructed the Fire Chief to give the purchase order to Fire Commissioner Kingsford for the school fee. Police Chief Sherwin reported that Woodland, Inc. has refused to move the trailer on W. Cherry Lane. The deadline date is to be checked. Public Works Superintendent, Bruce Stuart, reported that approximately three years ago Ada County Highway District paved Linder Road and paved over 19 gauge valves. Ada County Highway District dug up two of the gauges, but didn't finish because they couldn't locate the remaining. Stuart stated that his Department finished the project and furnished the parts, and now has a bill for $2,450.24 to the Ada County Highway District. Stuart stated each time he made a cut to locate valves, the City had to obtain a $20.00 permit. Street Commissioner Brewer and Stuart will contact John Joines. Stuart stated that the State Highway has valve risers off the system on Fairview (North curve constructions In case of water line break, it would be impossible to find the valves. The Mayor instructed Stuart to contact Sessions with the State Highway. There was discussion concerning the parking on the park ground for ~ race track. It was decided that since this has been leveled and could be abused, the City should maintain position of no parking. It was reported that H and K Construction broke 10" water main in Meadowview #2. Water Commissioner Orton and Stuart were instructed to get estimates on cost. Williams announced that on May 8, 9 and 10, there wilt be an open house at the new 4lastewater Treatment Plant. There will be a semi-formal opening on the 8th and open for tours following days for the public. The Motion was made by Williams and seconded by Kingsford that the meeting be adjourned at 9:05 P.M. BOX 557 MERIDIAN, IDAHO 83642 April 4, 1980 To The Mayor and City Council of Meridian Gentlemen: This letter is to inform you that the Board of Directors of the Meridian Chamber of Commerce, based upon the recommendation of the joint legislative and industrial committees of the Chamber, does hereby recommend to the City of Meridian that it adopt the following as an interim policy for single family residences: Minimum Requirements: 2 Bedrooms 1. A finished living area of 1,000 sq. feet. 2. Double car garage. Minimum requirements: 3 Bedrooms 1. A finished living area of 1,200 sq. feet. 2. Double car garage. 3. 1 3/4 baths. An additional 200 square feet of finished living space for each addi-tional. bedroom. Bedrooms to be considered any room that could be used as sleeping quarters, excluding living room kitchen, dining room and baths. All construction to comply with H.U.D. Minimum Property Standards and the Uniform Building Code as amended by the State of Idaho. It is also recommended that tle maximum density fcr any development be 3.5 units per acre. As it has been stated previously, the Chamber of Commerce supports the City Council's efforts at insuring quality housing so as to insure a broader tax base and an orderly and comprehensive development of the City. It is the Chamber's opinion that above recommendations will attain those goals and objectives. In regards to another issue, the Chamber of Commerce is most adamantly opposed to a moratorium on development.
