Regular meeting was called to order by Mayor Joseph Glaisyer at 7:30 p.m.
Councilmen present: Richard Williams, Grant Kingsford, Bill Brewer and Rick Orton.
Others attending: Roger Sherwin, Earl Ward, Clyde Henman, John McKinney, Mr. & Mrs.
Spencer, Bruce Stuart, Steve Gratton, Roger Welker, Ray Sotero, Lee Stucker.
Minutes of previous meeting were approved as read.
Mayor Glaisyer introduced Bob Spencer a licensed public accountant with Terrill, Inc.
and stated that Bob has shown a sincere interest in serving on the Planning and
Zoning Commission.
The Motion was made by Williams and seconded by Kingsford to appoint Bob Spencer
to the City of Meridian Planning and Zoning Commission.
Motion Carried: Williams, yea, Kingsford, yea, Brewer, yea, Orton, yea.
The Mayor thanked Spencer and welcomed him to the City Committee.
Clyde Henman - Jehova Witness Church
Mr. Henman was present to request placing a house trailer by the Kingdom Hall on
W. Broadway for about two weeks in August. Henman displayed a sketch of intended
placement and stated this trailer would be used during a workshop. There is
water and sewer connections set up.
The Motion was made by Kingsford and seconded by Brewer that the Kingdom Hall,
Jehova Witness Church W. Broadway be granted the use of a trailer house for a
fifteen day period from August 1st to August 15th.

Flouride Water
Mayor Glaisyer stated that the Meridian Chamber of Commerce had advocated a
study to put flouride in the water and that there had been a lot of controversy.
The mail response was approximately two to one against.
Williams expressed concern toward obtaining a Federal Grant every time a proposal
came around. If the people of Meridian want flouirde in their water, then it
should be put on a referendum and voted upon. Kingsford agreed.
Orton stated that the study for installation of flouride into the water as well
worth the effort and the process of sending the request of all water users opinion
in each statement would be a type of referendum. The response was 104 "yes flouride"
to 193 "no flouride".
The Motion was made by Kingsford and seconded by Orton that the Mayor and Council
stop any further application toward flouridization of city water.

Mayor Glaisyer announced that there will be a street dedication at the north curve
at 10:00 a.m. Tuesday, June 2nd.
The Mayor asked that all department heads and commissioners begin analyzing their
budgets for next year.
Lee Stucker - 2025 W. Pine
Stucker was present to request water and sewer hookup in behalf of the Arnold farm
located 2025 W. Pine. The water situation is not adequate, the city lines run
adjacent to property, but the Arnold property is not within the city limits,

Orton stated that the city can allow the hookups outside the limits, but there
is a double fee. He reminded Stucker that the sewer billing is through the use
of water.
There was discussion concerning fees. All fees would be double. The charge for
installation of meter would not be double. Service connection can be for the
existing house only, single family.
The Motion was made by Orton and seconded by Williams that the existing Arnold
home, 2025 W. Pine, be allowed one hookup to city water and sewer, based on
double rates.

6 Church of God - Sewer Connection 2 1/2 St.
Lee Stucker explained that when the sewer line was put in 2 1/2 St. years ago,
the church was too low to connect. He stated it would have saved the church five
to eight thousand dollars now, besides a lot of problems. Stucker felt they
(church) had met the hookup fee now requested through user fees some years past,
and should not be required to pay to hook on now.
The Mayor suggested that the date of the paid user fee be investigated.
Orton suggested that the Board of Equalization analyze the church hookup fee if
there was not sufficient data.

AN ORDINANCE AMENDING TITLE 7, CHAPTER 5, ENTITLED SEWER USE OF THE REVISED AND
COMPILED ORDINANCES OF THE CITY OF MERIDIAN, ADA COUNTY, IDAHO BY CHANGING SECTION
7-533 SUCH THAT THE SUMMER MONTHS SEWER USE IS BASED ON THE FIVE MONTH AVERAGE
WINTER WATER USE.

of 50-9002 and all rules and provisions requiring that ordinances be read on three
different days, be dispensed with and that Ordinance Number 371, as read, be passed
and approved.

8 Department Reports:
Ward reported on landscaping at the wastewater plant.
Attorney Crookston updated the problem of a 1968 Pontiac Firebird that had been
impounded 15 months ago. He stated the owner had financed the auto through
Capital Finance Federal Credit Union, but had abandoned the auto on the city
street. While the auto was in the impound, someone had broken in and removed
some parts. Now the Capital Educators has come back onto the city claiming
negligence in maintaining the impound yard. The claim against the city is
$797.89, which is the amount remaining on the loan.
Chief Sherwin explained the procedure now being used for an abandoned vehicle.
The police department notifies a local towing service, they impound under police
authority, take to thier facility and in 90 days if no one has claimed the vehicle,
they get a permit from the state to scrap it.
The mayor instructed the attorney to deny the claim.
The bills were read.

PROPERTY DESCRIBED AS PART OF THE NW 1/4. NW 1/4 SECTION 13,
T. 3N., R. 1W., B.M., ADA COUNTY, IDAHO, LYING WITHIN THE CITY

WHEREAS, the City Council and the Payor of the City of
Meridian, have concluded that it is in the best interest of said
City to rezone the following described real property from "A"
Residential to "C" Commercial:
