Meridian City Hall August 4 1980 President of Council, Richard Williams, announced that because of a lack of quorum, there will be no action taken on any items. Those items published and scheduled for hearings will be heard. The time is 7:30 p.m. Councilman Bill Brewer was present " Grant Kingsford, absent " Rick Orton Jr, absent Mayor Joe Glaisyer, absent Others attending: Cal Berryman, Tom (':McCartney, Elenita Westby, Ray Sotero, Steve Gratton, Patsy Leach, Roger Sherwin, Tina Sherman Judy Lee> Jan Campbell Agenda 1 Federal Revenue Sharing Pre-budget Hearing Williams announced that it is anticipated that Federal Revenue Sharing Funds will be in the amount of $55,000.00 and shall be used for reasonable and necessary nonrecurring programs of the City of Meridian. Williams called for comments from the public. There were no comments from the public. Federal Revenue Sharing Pre-budget Hearing was closed at this time. Agenda 2 Kenneth Westby - Conditional Use Hearing - Bicycle Repair Williams called for hearing of a conditional use permit fora bicycle repair shop to be located at 234 E. 2nd St. Elenita Westby spoke in behalf of her husband, Kenneth, stating her husband would like to repair bicycles fora source of income, he has all the tools, there is no noise factor in the repair work, all neighbors within two (2) blocks have agreed that they would like to have a bicycle repair shop brought in. Westby stated that they have ample room for parking as there would just be a drop off, repair, and pick up business during business hours. Also, all scrap will be disposed of properly. Williams called for public comment. There was none. Williams announced that the hearing for a conditional use, 234 E. 2nd St. Bicycle Repair Shop requested by Kenneth G. tdestby is hereby closed. Determination will be taken concerning the permit on the August 18, 1980 regular meeting. Agenda 3 Tina Sherman was present to present a petition to ask the city for help in providing jobs and recreation, Sherman asked fora bulletin board with a listing of jobs. Williams suggested that the Chamber of Commerce help with the bulletin and addressed Steve Gratton, Chamber Member who was present.. brewer stated that perhaps there could be a program through the school system also with the local newspaper. Williams lamented that the opportunity of hiring teenagers is effected by wage laws, the short time they can be there, most businesses cannot afford to hire them. As for recreation, churches have not enough kids to provide programs. Transportation probably won't come to Meridian fora period of time. Williams stated, "As h"eridian develops more commerce, and they are coming - the one in Southgate and Treasure Valley Mall, and if the demand is there, the private sector. is going to fill it." dian City Hall .2. Williams stated the city just doesn't have funds to get into this and again suggested the chamber as being the number one focal point. Jan Campbell, Valley News, offered to help with the bulletin. Brewer and Williams both felt that Sherman has addressed a very real problem and expressed the appreciation for her effort. Water/Sewer/Trash Delinquency Hearing The City Clerk was instructed by Attorney Crookston to read aloud the following users that were notified of their right to appear for pre-termination before the city discontinued their service. There had been a water sample taken by the city, but results were not back yet. There was discussion concerning the need for a flush valve. There are about 28 houses on that section. Williams stated that the city would take care of situation as soon as possible. There was no other business or discussion to be brought forward.
