Meeting called to order at 7:32 P.M. by Mayor Glaisyer.
Councilmen present: Richard Williams.; Marvin Bodine; Grant Kingsford; Bill Brewer.

Minutes of the previous meeting were corrected and approved as follows: Agenda 1
Crestwood Centre Valley Rezone strike "Williams, yea". Mayor Glaisyer had
abstained and had turned the floor to Williams, President of the Council.

1 Crestwood Estates #3 Final Plat - S.E. Intersection of Linder & Franklin.
R. B. Glenn, Crestwood, Inc. and John Matzinger CTM, were present, representing
Crestwood Estates #3 Final Plat.
Matzinger stated that they request City Council approval of the Plat subject
to the final Engineering drawings and call attention to the fact of a late
start they would be completing the first 40 units.
Williams stated the naming scheme of streets in the City of Meridian has
not changed from what it was previously.
Kingsford reported his investigation on street naming with APA, Laurel Davies.
He stated that street name changing to Ada County Ordinance would create a
financial hardship on developers having to change Plats. Davies stated that
this would be agreeable for the City to stay as we were. Streets north and
south; Avenues east and west; Numbers on north and south; Names east and west.
Smith, J -U -B Engineer, had one comment on construction of Centre Valley Road
out to Linder.
Matzinger statedit will be done.
Matzinger stated that the whole proposal will be platted but there would be a
breakoff for construction.
The Motion was made by Kingsford and seconded by Bodine that Crestwood Estates
#3 Final Plat be approved with condition of Sewer and Water plan review;
landscaping; Crestwood Drive through to W. 12th St. to Linder St.
Matzinger stated that landscaping will include a "birmed affair" along
Franklin. 40 Townhouse Units; 53 0' lot line residences and 5 single
family.
Motion Carried: Bodine, yea; Kingsford; yea, Brewer, yea.
President of the Council, Williams turned the meeting back to Mayor Glaisyer.

Nita Lovan represented.
Public Hearing was held.
There was no comments from the public.
The Motion was made by Kingsford and seconded by Bodine that Cherry Lane
Golf Course Restaurant Conditional Use be granted with the stipulation
that closing hours be one (1) hour after dark.

James Weast Jr. Rezone for Restaurant - Located E. Franklin
Milt Denny was present, representing James Weast, Jr. Rezone request.
Denney explained landscaping, ingress and egress off of Franklin which
is designed to prevent backing onto Franklin. Pueblo Indian food would
be served. They will put 10" water line in if Water Works requires.
Building would be 24,000 to 26,000 square feet.
Williams required assurance in written form that they will provide landscaping.
Brewer suggested landscaping that would not block view when entering Franklin.
The Motion was made by Bodine and seconded by Williams to accept James Weast
Jr. Rezone subject to the 10" water main and landscaping.

Meridian Greens Unit #1 Final Plat - Located E. Overland.
Steve Hosac, CTM Engineer, represented Norman Fuller and Glen Scott of
Meridian Greens Unit #1 Final Plat.
Williams stated that they had originally talked about a street going
back where Meridian Greens now has a pathway back to Country Terrace,
and that the Country Terrace Plat shows a street connecting there.
Hosac stated that they came before City Council quite some time ago
when they were beginning the design phase with the proposal to eliminate
the connecting street between the projects and replace that with a
pedestrian easement. Hosac stated the City Council approved this at that
time. The N/S street that goes along boundary is now a 60' street and
will be a major collector for this area. It is designed to go all the
way southward to the southern edge of the project which will put it
1/4 of a mile within Victory Rd. He stated that when they originally
received approval on Country Terrace Subdivision, the City Engineer
did require them to show a future road right-of-way for a southerly
extension of that. Hosac stated that was before this plan was being
talked about. Now this street is essentially replacing the need for
that. The Country Terrace Street that they are talking about does not
actually show a connection going through on this plot. It shows a street
that starts at the end of the existing cul-de-sac and curves and goes due
south, all on Country Terrace property.
Hosac referred to correspondence with Engineer Sumner Johnson.
Williams felt the golf course was very narrow.
Hosac stated the area he was referring to was about 120 feet, another
is 140 feet.
Williams questioned lift station.
Hosac stated that Lots 15 & 16, Block 2 and Lot 45, Block 5 cannot receive
Building permits until Sanitary restrictions are removed. They are not
proposing a lift station.
Williams questioned Fuller's committment to put in Golf Course.
Fuller stated that they told Planning and Zoning they would put it in.
Smith, J -U -B stated he "Thought Sumner's only concern was if the street
was not going to be there, that they proceed with the vacating, which
Hosac stated they were." "If the right-of-way continued to be on the
Plat, it could be extended at some future date, then there could be a
problem with the lots in the S/W corner of the Subdivision." There would
be a double frontage situation.
Smith questioned the access to the east across Lot 4.
Hosac stated that this is the first phase, "If you go just a short distance
south of this street, that currently terminates, there is a street that
goes eastward at that point. It does not go eastward on this project
because there is a canal that comes right down along where this future
golf course fairway will be." This is what the concept plan indicates.
They will tie eastward to Locust Grove.
Smith stated that the date on the Plat should be changed from 1978 to 1979.

Welker stated radius of turn around should be 45 -foot radius and stated
he would discuss this and fire hydrant placement with Hosac. Referring
to the long cul-de-sac, Lake Crest St.
Hosac stated that this had been resolved. They had been given permission
to have that length street terminated into a cul-de-sac by both Planning
and Zoning and City Council with a 60 foot radius cul-de-sac in the
Preliminary Plat.
Glaisyer read from the minutes of 2-6-78,"The cul=de-sac street in the
Country Terrace will later be connected to this Subdivision and the
Cul-de-sac will be abandoned."
and Minutes of 7-17-78, "Access through the Meridian Green Subdivision
was discussed. Mr. Hosac next discussed the extension of roads. Sumner
Johnson, J -U -B Engineers, requested a through street to the south. Mr.
Hosac stated homeowners in Country Terrace did not want the road extended
to a through street. The various points were outlined. Mr. Hosac stated
that Mr. Johnson will request a road extention and that he did not agree with
this point."
Glaisyer stated there was nothing to represent a variance granted to
vacate street.
Hosac stated that it was.
Hosac stated that they did receive approval at City Council to go with the
pedestrian - golf cart access as opposed to that Street. The Country
Terrace Plat right now does not have a street that terminates on this
boundary where a street could go through. He stated that some time ago
there was one concept plan showing a connecting street that was changed
and Sumner at this point has concurred. Hosac then read from a letter
addressed to the Mayor and City Council dated 5-2-79 from Sumner Johnson.
"The final development plans composed of subdivison plat, street plan/
profile, sanitary sewer and domestic water plan/profile have been reviewed
by us and found to be in general compliance with our remarks made on the
Engineer's original submittal."
Hosac stated he felt there is no need for that street connecting Country
Terrace from an Engineering standpoint. The plan does call for a
pedestrian - golf cart path.
Glaisyer requested that Hosac state the lot and blocks through there - Are they
Lots 13 through 16, Block 2?
Hosac stated yes and that the easement is actually a seperate lot, Lot 12,
Block 2. That would be where the street would be, make another intersection
barely 100 feet away from an intersection.
Glaisyer referred back to letter 1-15-79, "In comparing this plat with
Country Terrace Subdivision Plat to the West, we observe that Lots 13 thru
16 in Block 2 of Meridian Greens will be double frontage lots. This is
contrary to the requirements of the Ordinance. Likewise, should a variance
be granted, the City needs to have assurance by the developer and/or the
Ada County Highway District that the connecting street from Country Terrace
Subdivision is built; otherwise it may become a "public" responsibility to
build it."
Hosac stated Sumner did approve.
Glaisyer again referred to letter from J -U -B 5-2-79 "Item No. 2 of the
Engineer's letter needs to be followed through to completion prior to the
City signing the final plat. This item concerns a possible double frontage
situation occurring on Lots 2 through 5 of Block 6 due to continuation
of Country Terrace Dr., south, in Country Terrace Subdivision. Apparently,
it is the developers intention to vacate that portion of Country Terrace
Dr. that would create this double front situation."
Williams inquired if the west street would connect back to Country Terrace
which would be Calderwood.
Hosac answered yes, lower part of Country Terrace.
Williams stated for the record, Country Terrace dropped Annexation to the
City, the City did not drop them.
Hosac stated that's true.
Hosac stated again that the item about the connecting street with Country
Terrace had been taken up by the City Council in the Preliminary Phase
and approved that way when Mayor Storey was in office.

Glaisyer entertained a motion to table this proposal until this matter
was cleared.
Williams questioned will the golf course go in and whose going to own it.
He would like a written statement.
Fuller stated the homeowners, when they buy a lot, they buy a share of the
golf course.
Hosac read his response to Sumner dated 4-18-79, talking about Springhave Way
which has now been changed to S/E 3rd Way, which is 60 -foot right-of-way.
"Springhave Way in the Meridian Greens Project is designed as a collector
street and is a 60 -foot right-of-way. This street will become the major
North/South collector street for this area. As a result, there is no need
for the street in Country Terrace Subdivision (which is only a 50 -foot
right-of-way and currently terminates in a cul-de-sac) to be extended
southward. The double frontage situation referred to would only occur
if Country Terrace Dr. were to be extended southward, which as mentioned
above, is neither necessary or desirable. To eliminate the potential for
Country Terrace Dr. to be extended southward thus creating double frontage,
we are in the process of preparing an application to vacate the portion of
right-of-way in Country Terrace South of the existing cul-de-sac which is
not now needed as a future road. We are providing a 20 -foot easement
between the Country Terrace cul-de-sac and Springhave Dr. in Meridian
Greens as a pedestrian, bicycle and golf cart access between the two
projects. In addition, Calderwood Dr. in Meridian Greens is designed as
a future connection to the West to the Kuna/Meridian Highway and this
street will provide access to the undeveloped portion of Country Terrace
which lies below the rim of the existing Country Terrace Subdivision."
Country Terrace map was brought out and studied.
There was more discussion on connecting street to Country Terrace.
The Motion was made by Kingsford and seconded by Bodine to approve the
Final Plat Meridian Greens Unit #l, contingent on the Mayor conferring
with Engineer, Johnson and their posting a performance bond for
completion of the golf course.

Fuller asked if they could put this in the covenants.
Kingsford requested a performance bond. This is a quarantee.

5 Merle Mall Rental Co.- Hank Houst Shopping Mall Conditional Use for parking lot -
1603 E. First.
Duane Johns and Hank Houst were present.
Houst stated that the problem of the old station will be solved and that
he is not the owner. Ron Byron is the owner and the station is in the
process of being torn down.
Williams read from the correspondence of repeated warnings to Houst to
clean this property up. He stated that this was not responsible development.
This is a fire trap and a nuisance.
Houst stated again that this would be taken care of within ten days.
Johns presented the Preliminary. He replied to the comment of the Fire
Marshall and questioned the placement of fire hydrants.
There was discussion on location of fire hydrants and the fire sprinkled
buildings with Fire Chief Welker.
Houst stated he would go along with Fire Chief Welker for placement of hydrants.

Williams inquired about the backing out onto E. lst St.
Johns explained the small landscaped parcel to prevent the backing.
There are only six parking places at this point. Johns described
landscaping.
Kingsford stated he wants to see a landscaping review.
Brewer stated that trash should be carefully controlled.
Johns stated this should be handled with management.
Glaisyer stated that he would like to see this parking lot rezoned
Commercial instead of Conditional Use.
Houst stated he would.

The Motion was made by Kingsford and seconded by Brewer that Merle Mall
Rental Co. be granted Conditional Use for parking lot and to accept
proposal subject to landscaping in the planter not over 3 -foot on E.
1st St; subject to fire hydrants to be placed with accordance with
Fire Chief; feed for the sprinkling system to be on the west end of the
Building; five (5) feet to be cut off the back of Building; and that
Merle Mall Rental Co. initiate rezone parking lot for Commercial.

Houst stated that there was a legal problem and may be able to move six
feet forward.

6 Meridian Park Final Plat - East of Linder Rd. and north of Meadowview Sub.
Roy Johnson was present, requesting a reduction in amount of development to
be done in Meridian Park Subdivision First Phase.
Approved were 88 lots, but they would like to be approved, water -sewer
and streets for the total of 59 lots. Johnson stated that they will be
putting in the whole street instead of two cul-de-sacs, there will be
access to and from.
Glaisyer stated that the Final Plat had been approved, but Johnson is
here to advise the Council what they were doing. This was requested by
Mayor Glaisyer before they went any further.

6A Dennis King - PUD
Dennis King, J -U -B Engineer, stated that they had been contacted by some
developer interested in a piece of property at the end of W. Broadway and
W. Idaho. They had some preliminary discussion with Fire Chief Welker
and the question has come about on the extension of the existing streets.
The developers are looking at a PUD of townhouse type. With the extension of
Broadway, it would limit the use of the property next to the railroad tracks
in their opinion. They are asking guidance from the Council that some kind
of multiple housing could be developed to act as a buffer along railroad
area and townhouses in the remaining area.
King stated the question is if W. Idaho should be extended as a public
right-of-way. It does "cut up" the parcel. This is not annexed to the City.
There is approximately 600 feet of property from W. Idaho to W. Pine.
William'sconcern was not only the extension of Idaho but providing access
back into other properties, (to the west).
King demonstrated on the map how they had utilized by using cul-de-sac
and 60 -foot right-of-way.
The Mayor stated the first obstacle would be that the City as lately has
not annexed property for residential use. There would be no recommendation
at this time.

east of Linder Rd.
Roy Johnson was present, representing.
Johnson stated that they would be changingstreet names for this Subdivison
as well as Meridian Park according to the City's scheme. It is all single
family dwellings. The Mayor called for comments from Department Heads.
Fire Chief Welker asked for change of fire hydrant from south side of
street to north side of street. No other comments.
The Motion was made by Williams and seconded by Bodine that Doxo Properties
Final Plat - Sheri Lynn Subdivison be approved subject to the street name
changes and approval of water -sewer Public Works Superintendent.
Motion passed: Williams, yea; Bodine, yea; Kingsford, yea; Brewer, yea.

8 Bews & Smith Industrial Park Preliminary Plat - E. Pine
Wayne Forrey, J -U -B Engineer, was present, representing.
Forrey stated this proposal was deffered, subject to review of the covenants
and adequate sewer service.
The Mayor called for comments.
There were none.
The Motion was made by Williams and seconded by Brewer to accept Bews & Smith
Industrial Park Preliminary Plat, subject to the 10 -foot easement along
Locust Grove and E. Pine for landscaping,and subject to review of City
Engineer of adequate sewer lines.
Motion passed: Williams, yea; Bodine, yea; Kingsford, yea; Brewer, yea.
The 10 -foot landscaping should be in the covenants.

9 Char -'lies Catering - 101 W. Pine
Charlene Smith restated this proposal and the difference from a restaurant
or cafe. They propose renovating and restoring the old home to use as a
reception center and catering. The Historical Society is considering the
home for the National Register, as it is the only Queen Anne's Provincial
Architecture in this City. The parking maped out is 22 spaces, the
widening of Pine allowed parking of six cars. Neighboring parking is
situated at side yards and should be no problem, and have a working
relationship with the neighbors.
Smith stated that they could provide maximum seating capacity of 60 people
and that their catering would involve a 20 minute "in and out" continuing
on going trade with receptions. They do not need parking for 200 people.
The School had given them permission to use the back part of school
administration parking across the street (W. Pine).
The Building Inspector had inspected the home and the letter of report and
recommendation is on file with these minutes.
Williams stated his major concern is that if the City grants a Conditional
Use Permit, that the City must be assured that the Building conforms to the
Uniform Building Code and Fire & Life Safety Codes. "We have and obligation
to enforce them."
Smith stated they are prepared to meet these Codes.
Kingsford stated he had no objection if they meet all standards.
Bodine stated he did not want to see this operation as a restaurant,
otherwise no objection.
Building Inspector Schoen stated that "deep-frying" would be a problem (Codes).
Smith stated there would be none.
Fire Chief Welker stated they must meet the Codes.

Chief of Police Sherwin questioned the parking for the 25 to 50 cars
at any one time, but his Department could probably handle this.
The Motion was made by Kingsford and seconded by Bodine to accept
Char -'lies Catering Conditional Use, subject to the Building meeting
Fire & Life Safety Codes and drawn out plans for parking assurances;
and strictly catering -reception use.

10 Columbia Village Preliminary Plat - Located north of E. 5th St.
Delbert Madsen was present, representing.
Madsen was before the Council concerning two car garages to each unit.
With their plan, two car garages cannot be placed. He asked that the
Council look one more time at their site plan as the need for this
planned development would be for one car garges.
Madsen stated there is a lot for campers, boats, etc.
The storage area was discussed and would be fenced.
Letter of request on file with these minutes.
The Motion was made by Williams and seconded by Brewer to approve the
Preliminary Plat of Columbia Village with the carports as one car
garages.

11 Hudson-Mitich Annexation #2 "D" Light Industrial - Located on Linder,
south of Pine.
Glen Hudson presented Annexation request.
Hudson described landscaping. There will be grass, shrubs and railroad
ties. (Drawing on file.)
Schoen stated that he had inspected Hudson's application to re -roof, new
walls, windows and siding. He felt this was not proper and drafted a
letter of evealuation. In closing,Schoen stated that "upon annexation,
he (Hudson-Mitich) should have been asked to remove the two mobile homes
from his industrial property, or been given a variance to allow them."
Letter on file with these minutes.
Welker stated it would be more difficult to fight a fire with a roof
over the top.
Hudson explained construction and the need to better insulate.
Glaisyer stated that this should have been removed before Annexation.
Kingsford agreed with the Mayor that the mobile homes should not have
been allowed,but this is a hardship case.
Brewer wanted assurance there would not be another occupant.
The Motion was made by Williams and seconded by Bodine to grant the
variances for the two (2) existing trailer houses for the duration
of the occupants now residing, and landscaping complied with.

The Building Inspector stated that he can not give a permit for siding.

12 Glennfield Manor #1 - Duplex Lots
Marilyn Olmstead, J -U -B Engineers, representing Wu -Pacific Developers,
to request the City to allow seven (7) duplex lots to be split and sold
as townhouse lots. The duplex lots are 900 square feet. Covenants have
been submitted. This proposal shows 2 car garages per lot.

Waste Water Superintendent, Ward stated that something should be
put in the covenants covering those lots if there is only one
hookup, that the owners of each be liable to another clean out at the
property line.
Olmstead stated that the developers would draw up a Common Wall
agreement, common sewer line agreemnt, and the necessary easement
to serve both units.
Gary Smith questioned selling a townhouse.
Glaisyer stated by Metes and bounds and Common Wall agreement.
Stuart, Works Superintendent, stated that Chateau would have to be
dug up and pavement is brand new.
Williams stated that he would rather see a single type dwelling on
Lot 1 of Block 1.
The Motion was made by Williams and seconded by Brewer to allow
Glennfield Manor #1 Block 2, Lots 1 through 6 to be split and
sold as townhouse lots.

Gary Smith stated that Linder Rd. is 80 -foot right-of-way and questioned
fronting.
Olmstead stated Ada County Highway Department permits them to face
lots on Linder with circular drive.

13 Glennfield Manor #2 Final Plat - Located Linder, north of Cherry Lane
Olmstead representing, presented a red -lined map showing the lot splits
that they will eventually come to the Council, requesting, as they just
did for Glennfield Manor #1.
Williams cautioned that there has been no change in the naming of
streets for the City of Meridian. Numbered Streets run north and
south, named Avenues run east and West.
Olmstead stated that a storm drain has been put in the street along the south
side of the school site. Also, the lots fronting Linder will be hooked up for
individual ownership right now, rather than come in at a later date.
No other comments.
The Motion was made by Kingsford and seconded by Brewer that Glennfield Manor #2
Final Plat be approved and allow split duplex lots to be acceptable as duplex
townhouses subject to City Engineer review; and circular drives on frontage
lots on Linder Road.

Agenda Cecil Cherry and Sons Office Complex - Design Review - Located on Cherry Lane
14 LDS Annexation
Kim and Cecil Cherry were present submitting final drawings for third office
building of the complex. Kim stated that they needed a 17 foot variance set-
back on Cherry Lane. One-half of West 4th will be completed and paved.
Building will be all masonry, white brick veneer panel, and landscaped.
Fire Chief pointed out placement of fire hydrant. The Work's Superintendent
objected to the placement of one that the Fire Dept. recommended because if
placed there the City would have to maintain it.
Chief Welker agreed with fire hydrant placement. He did not agree with 20 foot
access. Buildings were not sprinkled and drive could not be blocked.
Cherry stated that they will have fire walls.
There was much discussion to improve access. The fire truck needs a 45 foot
turn or swing radius.
Cecil Cherry attempted to convince the Council there would be adequate access
ways for the fire truck.

Schoen inquired about issuance of Building permit for Weast Jr. Restaurant.
Crookston Jr. stated that the Ordinance granting Re -zone would have to be
published first.
The Board of Appraisers were discussed. Stuart stated that the Board consists
of Commissioner of Water and Sewer, City Clerk and City Engineer.
Kingsford stated that he and the Fire Chief want to meet with the Rural
Commissioners. The meeting was set for Monday, June 25th at 7:00 p.m.
Chief Sherwin asked opinion for QRU people riding in police vehicles.
Attorney Crookston Jr. felt that they should be City Employee's only.
Kingsford asked that the question be tabled and researched.

On May 21, 1979, Glen Hudson, 525 N. Linder Rd., was issued
a building permit to re -roof his mobile home. On June 1, 1979,
I received another application for a building permit to build new
walls, Windows, and siding. I then checked to see what he was
doing with the roof. It is a house -type roof over his mobile home
instead of just rc-roofing. I feel it isn't proper to construct
a fame building around a mobile home. In the event of a fire, it
would be impossible to fight the fire in the double wall and ceiling
areas. The City of f`eridian has an ordinance 112, June 5, 1961,
which says, "No trailer coaches shall be used for dwell.ina or sleeping
purposes except in a trailer court." For the above two reasons, I
refused to issue a second permit.
Upon annexation, he should have been asked to remove the two
mobile homes from his industrial property, or been given a variance
to allow them.

City Council, outlining the degree of such hardship;
(3) The fees to be charged for the various procedures stated
above are not refundable, except where a petition or application
is withdrawn at least one week before the date of its scheduled
public hearing, and then only by order of the City Council;
(4) In addition to the above fees for zoning, planning and
subdivision matters, the applicant or petitioner shall pay for
all of the City of Meridian's costs of publication, legal and
