The Meeting was called to order at 7:30 P.M., July 2, 1979 by Acting Mayor Williams.
Councilmen present: Richard Williams; Marvin Bodine; Grant Kingsford;
Bill Brewer.

Custom Builders - Two Tri-Plexes - W. Idaho St.
Dick Martens was present, representing the half acre parcel 2 lots, located
at the end of td. Idaho, south side of dead end.
Martens stated that the two front units would be single level and the rear
unit above the garage or carport. There is a central driveway between the
two lots, three parking spaces on the side and three covered parking in the
back. One covered and one uncovered parking space per unit.
Williams stated that the 650 sq. ft. is not in line with the Council approval.
Kingsford inquired if there was restrictive covenants.
Martens stated no.
Martens stated that the Tri-Plex is 32 feet long by 28 feet wide and has had
no complaints with the size.
Density was discussed.
Comments were read as on file. The remaining half of 4J. Idaho will be finished.
Engineer Smith questioned the street turn-around and curb and gutters.
Martens stated that if the City requested an additional turn-around, there
should be no problem.
Williams cortanented upon the problem of Subdivision being metes and bounds.
This should come in as a plat, as these are not lots in a Subdivision,
and should meet the requirements of the City.
Smith stated that there is concern with the State Laws on subdividing of
land without going through the platting process. If an owner sells more
than one parcel of his land, this must go through the formal Subdivision
Platting process. This would be splitting a lot into two parcels.
The P7otion was made by Kingsford and seconded by Bodine that Custom Builders
Tri-Plex request be tabled until July 16th, 1979.

Gene 6dright was present,representing Cherry Lane Village.
Wright requested signature of the City on the Amendment to the Crossing
Agreement between the City and the Bureau of Reclamation at the time of
major trunk line construction for the crossing for the Cherry Lane sewer
extension. It has been signed by the Nampa-Meridian Irrigation Restrict.
The P~iotion was made by Bodine and seconded by Brewer that the Cherry Lane
Village sewer extension be granted to accept the maintenance responsibilities
pending completion of final inspection approval.

Peridian Place #1
Verl G. King was present, representing, and requested rephasing the development.
The Plotion was made by Kingsford and seconded by Bodine that P1eridian Place
Subdivision #1 be granted development in three (3) phases allowing changes
in sewer plan, tying into the manhole from Jericho Rd. on Settlers Village,
south of Meridian Place Subdivision, instead of southwest corner as previously
planned; contingent upon approval of the Ada County Highway District.

IS A PART OF THE SE 1/4 of the Sl4 1/4 of SECTION 7, IN T. # N., R. lE., B.R1.,
ADA COUNTY, IDAHO.
The Motion was made by Kingsford and seconded by Brewer that Ordinance #346,
be passed with suspension of the rules and provisions of 50-9002 requiring that
Ordinances be read on three different days.

Resolution of the Coooperative Agreement for construction of Street Light
Intersection of U.S. Highway and Cherry Lane.
It was the feeling that this aggreement should be studied pertaining the
Section 4, that the City agrees maintaining any new or relocating any
existing sanitary or any facilities.
The Plotion was made by Kingsford and seconded by Bodine that the Resolution
of the Cooperative Agreement with the Idaho Transportation be tabled, contingent
upon the sanitary and water lines be moved, repaired and paid for through the
project costs.

Chief Sherwin presented a proposal parking Ordinance to be studied by Police
Commissioner Bodine and the City Attorney's review.
Vern Schoen reported 221 permits so far this yea.
City Engineer Gary Smith submitted a bill from J-U-B Engineers Inc. for
General Engineering from 3-19-79 to 5-25-79, 18 subdivsions and/or consultation
in the amount of $4,700.64.
The Motion was made by Bodine and seconded by Brewer that Engineering bill
from J-U-B in the amount of $4,700.64 be paid.

Smith recommended payment of Pay Estimate #18, DVY Construction for the period
of 5.25.79 to 6.20.79, 97% completion.
The Plotion was made by Kingsford and seconded by Bodine that Pay Estimate #18, DVY
Construction, Wastewater Treatment Facility, in the amount of $20,936.86 be paid.

Smith recommended payment of Pay Estimate #12, Galey Construction Co., for period of
5.27.79 to 6.29.79, two (2) items involved; sewer trench repair and pavement
patching in the amount of $16,799.40.

Galey Construction Co., be paid in the amount of $16,799.40.

5 CONSULTANT REPORT (Cont'd)
Gary Smith and Jim Coleman, J-U-B Engineers, Inc. recommended payment to Rodding
Cleaning Machines Partial Payment #7 be paid and release retainage under that
contract. Contract will be continued in order to get repair work done. This is an
eligible item. The cost to do the seven sewer line repairs is $10,850.00.
A deduction for some work that the City did in repairing some service connections
that they broke off is $645.15. The net amount on Change Order #5 is $10,204.85.
This is an authorization to do this work under this contract.
The State guarantee's that this is an eligible itme but cannot guarantee that
funds will be available to reimburse.
The Plotion was made by Bodine and seconded by Kingsford to pay Rodding
Cleaning Machines Pay Estimate #7 in the amount of $10,204.85 and accept Change
Order #5.

Smith reported that i nSettlers Village Subdivision the compaction of the backfill
of the sewer trench that runs down the right-of-way was in question. This was
discussed. Smith stated that the contractor had complied with the requirements
of the contract.

Public Works Supt. Stuart reported on water line trouble on East Carlton.
Stuart was instructed to get cost estimates.
Fire Chief Ldelker had nothing to report.
Chief Sherwin was advised to get bids on the 1976 Ford Torino; apx. 98,000 miles.
This vehicle has been replaced with a 1979 Dodge.
Wastewater Supt. Ward reported that Futur-Ida had been tying into sewer line without
inspection. Williams instructed Ward to contact them.
Bills were read:
Gene Wright and Don Leavitt were present for input on Jensen-Lampe Annexation.
There was discussion about the Miaster Plan of Cherry Lane Village Golf Course.
The Jensen-Lampe Hearing is set for July 16, 1979.

WHEREAS, the City Council and the Mayor of the City of
Deridian, have concluded that it is in the best interest of said
City to annex to said City certain real property which is described
as follows:

Commencing at a point 30 feet North of the 1/4 corner common
to Section 12 and 13, T. 3N., R. 1W., B.*:., said point being
the REAL POINT OF BEGINNING: thence, westerly parallel to the
South boundary of said Sec., 204.58 feet more or less to a point.

to Sections 11, 12, 13, and 14; thence North 0 degrees 05'40" SVest,
299.25 feet to a point; thence North 82 degrees 41'40" West, 139.58

WHEREAS, The City Council and the Mayor of the City of
Meridian, Idaho, have concluded that it is in the best interest of
said City to amend and change the zoning from "A" Residential to
"C" Commercial to the following described land:

Bown's Second Addition to Meridian, being part of. the
