Minutes of the previous meeting were corrected as "Meeting called to order
by Acting Mayor Richard 4illiams" and approved as corrected.
Agenda
1 Roberts Rezone tfearing for "C".-located at 403 W. Cherry Lane.
Verl Roberts was present to represent his parents and intention to
use this home as office. Roberts stated that they are considerinn
remodeling, but their long range plans were to build on the back side,
parking lot off of and improve 4th St., putting in curbs and sidewalks.
Williams stated that he would have to agree with Planning and Zoning's
denial of rezone unless there was very specific plans. He could
support a Conditional Use Permit.
Roberts asked fora designation that would fit the present and would
zone for office when the new zoning plan comes out.
Kingsford stated that the Planning and Zoning Commission's recommendation
for Conditional Use would satisfy that.
Bodine stated that the property may be forced to sit fora time, but
this would allow a more agreeable outcome.
Brewer agreed to a Conditional Use Permit.
The Motion was made by Williams and seconded by Bodine that the Robert's
reauest fora rezone for "A" to "C", Commercial for the Roberts
Annexation be denied.

Mayor Glaisyer called upon the audience for any discussion regarding the
Robert's Rezone request. There were none.
Hearing closed.
Agenda
2 Five Mile Creek Subdivision Annexation - located North of E. Pine, East
of Five Mile Creek.
Gordon Baker represented the Annexation.
Baker stated that this request was approved by Planning and Zoning
October 9, 1973 and tabled by City Council November 6, 1978.
Glaisyer stated that the City of feridian has more than amule property
annexed for residential growth. Caution should be used to annex any
more property.
Williams agreed.
Kingsford inquired about plans.
Baker stated the plan is Condominiums and single family both, access
in on Fairview and Pine and close to the sewer, 10 acre tract and
density 5.
There was discussion
The Motion was made by Williams and seconded by Bodine that the Five
flile Creek Subdivision Annexation be denied.

3 Meridian Manor #4 Rezone Hearing
Wayne Forrey was present, representing and requesting that the Rezone
request be delayed until new ordinance guidance can be obtained.
The 41otion was made by Williams and seconded by Kingsford that the
Meridian M1lanor #4 Rezone from "A" to "C" on tfie eastern portion be
denied.

4 Meridian Manor #4 Preliminary Plat
Forrey stated that before the Planning and Zoning would make a decision,
they directed this proposal to the City Council for direction on
development of W. 8th St. extention, then back to Planning and Zoning.
There was discussion.
Williams did not support duplexes because of the flow of traffic. He
favored a redesign of 8th St. and concentration on single family dwellings.
Forrey again asked for input on 8th St. extension.
Kingsford stated that there should be a full street. Bodine agreed.
Gary Smith, Engineer, stated that there is a street from Meadow View
that dead ends at the Sewer Treatment site at 8th St., and it could
at some time be continued through. He felt this street should be
continued through to Ustick, but not as a "straight shot" to' Meridian
or Linder Roads.
Welker stated that there is too long of a block area on Block 12 for
Police and Fire protection.
Forrey stated that these block lengths had been granted a variance in 1975.
The Motion was made by Kingsford and seconded by Bodine to not accept
Meridian Pldnor #4 Preliminary Plat until 8th St. is a through street
and no duplexes.

5 Mark Hopkins Variance on Setback - 4-Plex on :d. 4th St, and Idaho
Westview Tract Addition.
Two aluminum buildings owned by two different people with a bearing
wall. It would be a great cost to both if they had to move the
buildings 5' for set back required. Hopkins stated he would have
to tear down his building because of the great cost to move.
Vern stated he needs a Variance on the set back because all buildings
need to be 5' from property line.
Williams asked if Variance is to be granted to Hopkins or building.
Vern stated both were in violation. Violation was caused by putting
a line.
Hopkins does not want to tear down.
King asked what kind of set back.
Schoen stated 0' lot line. It is a 12X18 building.
Williams asked how far.
Hopkins stated 120' for North property line.
Glaisyer asked Vern if it caused nuisance.
Vern stated that he doubted it.
Bodine asked if it would create problems.
Hopkins stated Attorneys and Insurance assured him of coverage.
The Motion was made by Kingsford and seconded by Williams to grant
the Variance.

Dick Martens was present, representing Custom Builders.
There was discussion.
The Potion was made by Williams and seconded by Kingsford to approve Custom
Builders 2 Tri Plexes, subject to requirements of City Engineer (Letter 7-5-79)

7 Jean Gray - Permission for concert 'at Speedway
It would be a Country-Western Family style local talent benefit for
U.S. Olympics.
Glaisyer stated that iie t~,~.uyht it originally was for Torch.
Gray stated that they decided U.S. Olympics would havd better backing.
There would be a Nampa boy used as headliner and that it would be
a "Down home Country-Western Inspirational Concert on August 16, 1979.
Welker stated it would have to have full time coverage for Fire
Department.
Gray stated there would be Liability Insurance coverage and they
would need three or four Auxiliary Policemen.
Welker stated they would need same regulations as Speedway requirements.
Sherwin opposed because of no manpower during and after Rock Concert.
Gray stated it was not a Rock Concert but a Family Concert.
Sherwin stated that he felt they were the same thing.
Gray stated they would hire their own security.
Bodine against it.
Brewer stated no matter what they call it, it could cause problems.
Williams stated kids are just waiting to go and smoke their pot, etc.
Kingsford had mixed emotions. If you let one have a concert, you have
to let all.
Williams stated same.
The Motion was made by Bodine and seconded by Brewer to deny the Concert.

8 Action Signs - Tom Jarratt.
Jarratt asked for permission to rent and sell signs.
Vern stated he needed a building permit if set up for more than 120 days.
Uniform sign Code.
There was discussion.
Jarratt stated most signs are gone 2 or 3 months.
Williams asked Fire Chief if there were any problems with line of visual.
Jarratt stated that he sets up back the required feet.
Brewer stated they were an eye sore; too many and too long.
Jarratt stated that they were not permanent, mostly for Grand Openings.
There was discussion.
Vern state there had to be an electrical permit to plug in.

9 Elementary School - located Glennfield Subdivision
Kent Krohn, Architect, was present, requesting approval of design of
Linder Rd. Elementary School ten acre site. Krohn displayed maps
expressing access, irrigation in back, underground sprinklirgin front.

The Motion was made by Kingsford and seconded by Brewer to approve the
Architectural design of Linder Road Elementary School located in
Glennfield Manor.

10 Jensen-Lampe Annexation - located at Blackcat and Cherry Lane
Gene Wright, J-U-B Engineer, Inc. was present, representing Leavitt-
PJu Pacific Cherry Lane Village and Monte Jensen who owns a ten acre
parcel. Wright requested the Lampe property annexed to tie to the master
plan of Cherry Lane Golf Course, 70 acres plus 40 acres displayed on map.
Wright stated in order to eliminate an enclave, they request the Jensen
property to be annexed, one ten acre parce 1.
Mayor Glaisyer was in favor to annex the parcel to help develop the
conformity of the Golf Course but not additional property.
Williams agreed and inquired about an additional well.
Wright stated Mr. Leavitt had agreed verbally that he would provide a well.
There was discussion.
The Motion was made by Williams and seconded by Bodine that the City annex
the Lampe property, known as parcels 1, 2, 3, 'and` ~, with density not
to exceed four dwelling units per acre.
Motion Carried: Williams, yea; Bodine, yea; Kingsford, yea; Brewer, yea.
The Motion was made by Kingsford and seconded by Williams to table, indefinitely
the Jensen property Annexation at the request of the J-U-B Engineer.

11 Marshall R. Smith, homeowner at 918 W. Washington
Smith brought the problem of sand in his home's water lines.
There was discussion aimed at the cause and a solution.. Fire hydrants
have been opened but the question of sand in the main lines was suggested.
Mayor Glaisyer and the Council thanked Smith for bringing this to their
attention.

12 Welker stated he would have a report next month on rural fire meeting.
Title of Diamond T Fire Truck was requested by Welker to be transferred to
the Rural Fire District. The truck was turned over to the Rural in 1968 and
is not used in the City. The Rural has been paying all expenses except
insurance.
The Motion was made by Kingsford and seconded by Williams to transfer the
title to the Diamond T Fire Truck from the City to the Rural District.

Chief Sherwin stated that in August 1977 the City had entered into an
agreement with the City of Boise Radio Department to repair a portion of the
Police radios. The cost has been $65.50 per month for the service contract
and has only been used twice on minor items. The radios that have needed
service have not been on the contract.
Sherwin asked for permission to cancel the contract which requires a six
month notice and find a better location to hopefully save money.

direct a letter to the City of Boise Radio Department notifying request
of contract cancellation for radio repair.

Chief Sherwin reported that the "Ride-Along" program insurance coverage
would be the same as fora patient in the QRU Ambulance or prisoner being
transported in case of an accident.
Crookston, Jr. stated the Insurance Company was very interested in how the
program would be administered. There is no medical coverage fora rider.
The question was who would administer. Crookston, Jr. did not recommend.
Kingsford suggested only QRU people as they are emergency.
The Motion was made by Bodine and seconded by Kingsford that the "Ride-Along"
program in the Police cars be limited to QRU attendants or an authorized
officer or emergency personnel, with approval of the Chief of Police or
Police Commissioner.

Mayor Glaisyer stated that it would be important for the City to adopt an
Ordinance to require developers to fence or the ditches.
Kingsford suggested that some streams are worked in landscaping and
utilized.
A Variance for this was discussed.
Impact negotiations with Boise was discussed.
A meeting is to be arranged.
The Motion was made by Kingsford and second
meeting be adjourned at 9:15 P. M.
