ADDITIONAL ITEM: REQUEST BY HAYCOCK FOR TEMPORARY USE OF TRAILER FOR LIVING QUARTER AT 20 EAST ADA: (APPROVED) C~ • MERIDIAN CITY COUNCIL NOVEMBER 3, 1987 Regular Meeting of the Meridian City Council called to order by Mayor Grant Kingsford at 7:30 p.m.: Members Present: Bill Brewer, Ron Tolsma, Bert Myers, Bob Giesler: Others Present: Charles Rountree,. Walt Morrow, Steve Wherry, LaWana Niemann, Wayne Crookston, Joyce Howell: The Motion was made by Myers and seconded by Tolsma to approve the minutes of the previous meeting held September 15, 1987 as written: Motion Carried: A11 Yea: Mayor Kingsford read a Proclamation declaring November 5, 6 & 7 as Disabled American Veterans FORGET-ME- NOT DAY: Item #2: Pre-Termination Hearing: Water/Sewer/Trash Delinquencies: Mayor Kingsford: You have been informed in writing, if you choose to, you have the right to a pre-termination hearing before the Mayor & Council to appear in person to be judged on facts and defend the claim made by the City that your water, sewer and trash bill is delinquent. You may retain Counsel: Is there anyone in the audience who w~slires a hearing? Mrs. Joyce Howell, 2306 N.W. 15th Account # 38562; Mrs. Howell: I have a large water bill and I feel I should have a adjustment on it, I' had ._ a :bad . 1e~.k` .and:_ arhen they read the meter they thought something was wrong but they did not say anything and at the next reading they decided that there had to be something wrong and advised us at that time. Mayor Kingsford: with the consent of the Council, I would like to have Mrs. Howell come in and review this with the City Engineer, the City Clerk and myself. Mayor Kingsford: Due to their failure to pay their water bill or to present any valid reason why the bill has not been paid, their water shall be turned off on November 16, 1987. In order to have their -water turned back on, there will be an additional fee of $10.00. They are hereby informed that they may appeal or have the decision of the City reviewed by the Fourth Judicial District Court, pursuant to Idaho Code. Even though they appeal., the water will be shut off. The Motion was made by Myers and. seconded by Tolsam to approve the turn-off list with the exception of .Mrs. Howell: Motion Carried: All Yea: Item #3: Approve the Bills: The Motion was made by Giesler and seconded by Myers to approve the Bills: MERIDIAN CITY COUNCIL • NOVEMBER 3, 1987' PAGE # 2 Motion Carried: All Yea: Item #4: Appoint new member to the P & Z Commission: Mayor Kingsford: As the Council is aware Mr. Tom Cole was transferred and had to resign from the Planning & Zoning Commission and I would like to recommend with the concurrance of the Chairman of the Planning and Zoning Commission that Mr. Charles Rountree be appointed to fill the vacancy. This term would be until 1992: The Motion was made by Myers and seconded by Giesler to approve the appointment of Mr. Rountree to the Planning & Zoning Commission: Motion Carried: All Yea: Item #5: Request to use Travel Trailer as temporary residence: Mayor Kingsford: This is an additional. item on the agenda, Mr. James Matlock is asking the Council to approve that he be .allowed to use a Travel Trailer as a temporary ,residence while he is reburnishing the house located at 20 East Ada, he is requesting this until June 1, 1988: The Building Inspector has no problem with this and the unit will be hooked to City water and sewer. The Motion was made by Brewer and seconded by Tolsma to allow Mr. Matlock to use his Travel Trailer as a temporary residence until June 1, 1988: Motion Carried: all Yea: Department Reports: CouncilmanGiesler, I..wauld' like. to make ".a'sMotion to grant the City Attorney a rate increase to $75.00 for pass through charges. The Motion was seconded by Myers: Motion Carried: All Yea: Councilman Myers: One thing, we have talked about it before, the parking lot of the Farmers & Merchants Bank, evidently it is getting congested with vehicles that are coming into City Ha11, whether it is employees or otherwise and would like something done about it. Maybe have the _ employees park some place else. Mayor Kingsford: Along with that I have had several people complain about the use of the east parking lot of the building, we are furnishing park- ing for several people including the Heritage Bldg. I think we would be well advised to have them make other arrangements. KINGSFORD Mayor THE OFFICE OF THE MAYOR CITY OF MERIDIAN STATE OF IDAHO WHEREAS our community has a continuing sense of gratitude to those disabled veterans who did so much to preserve the American way of life; and WHEREAS, the Disabled American Veterans has worked exclusively for the welfare of our disabled veterans; and hIHEREAS~ the DAV offers free service to disabled veterans and their families in filing claims for government benefits and assists disabled veterans with medical employment and other problems; and WHEREAS, the DAV meets emergency situations which may arise in the family of a disabled veteran; and Tri23EREAS, the DAV has chosen November 5, 6, and 7~ 1987 for its annual FORGET-ME-NOT campaign in our community and has announced that all funds collected will be used for disabled veterans in the community.
