Regular Meeting of the Meridian City Council called to order by Mayor
Grant Kingsford at 7:30 p.m.:
Members Present: Ron Tolsma, Bert Myers, Bob Giesler:
Members Absent: Bill Brewer:
Others Present: Roy Porter, Gary Smith Bill Blair, Wayne Crookston

The Motion was made by Myers and seconded by Tolsma to approve the
minutes of the previous meeting held February 16, 1988 as written:
Motion Carried: All Yea:
Mayor Kingsford: I will begin: the meeting by introducing. the:. new
representative of the Valley News Times, Kathryn Beemeler who will
be covering our meetings, welcome:
Councilman Tolsma presented a Class II Certificate~to Mr. Bi11 Blair
and congratulated him on his obtaining this certificate. Mr. Blair
recieved a hand from the rest of the Council and the audience that
was present.
Item #1: Pre-Termination Hearing Water/Sewer/Trash Delinquencies:
Mayor Kingsford: You have been informed in writing, if you choose
to, you have a right to a pre-termination hearing before the Mayor
and Council, to appear in person to be judged on facts and defend
the claim made by the City that your water, sewer and trash bill
is delinquent. You may retain Counsel. Is there anyone in the
audience who wishes a pre-termination hearing? There was no response.
Due to their failure to pay their water bill or to present any valid
reason why, the bill has not been paid, their water shall be turned
off on March 15, 1988. In order to have their water turned back on
there will be an additional fee of $10.00. They are hereby informed
they may appeal or have the decision of the City reviewed by the
Fourth Judicial District Court, pursuant to 1daYio Code. Even though
they appeal the water will be shut off.
The Motion was made by Tolsma and seconded by Giesler to approve the
turn-off list as submitted.
Motion Carried: All Yea:
Mayor Kingsford: The amount of ,the delinquencies this month is
$6,457.35.
Item #2: Approve the Bills:
The Motion was made by Myers and seconded by Giesler to approve the
bills:

Item # 3: Request for Lot Split: Sandy Meyers, 519 West Pine:
Mayor Kingsford: Ms.Meyers could not be in attendance tonite, so
myself or the City Clerk can maybe answer questions you have.
There was discussion on this item and at the present time the
property is zoned R-15 which require a minimum of a 60 foot street
frontage and the Council concluded-that=_a Variance-.would be needed.
The Motion was made by Giesler and seconded by Myers that in order
to split this lot a Variance from the Ordinance would be required.

Department Reports:
Mayor Kingsford: I would enter comments on the corner of Linder and
Cherry Lane, the Stubblefield property which is zoned C-N, Neighbor-
hood Commercial, we have an interest for ~ conveniences ~store.~tM~er,~ which
is allowed however under our Ordinance a convenence~.stord~~does~.~~hot
speak to gas pumps, they of course want gas pumps. In my thinking every
conve$i.entx~ I see in Idaho is going to have gas pumps. It would be
my recommendation that we as a Council go ahead and allow that but we
have the Planning & Zoning Commission go through and clean up the
Ordinance so that we change the definition of a convenience More to
include gas pumps.
Councilman Myers: I agree with that and have no problems with including
gas.
Councilman Giesler: I have no problem with that.
The Motion was made by Myers and seconded by 'r~lsma to provide that
the convenience store does include the dale of fuel.
Motion Carried: All Yea:
Chief Porter: I received an application for a Pawn Brokers License
by Phillip Yerby at 126 East Idaho, the application is in order , he
checks out alright and I see no reason to deny the license.
The Motion was made by Giesler and seconded by Myers to approve the
Pawn Brokers License for Phillip Yerby.
Motion Carried: All Yea:
Walt Morrow, P & Z Chairman: At the last ..Council Meeting, Steve Anderson
from Hoalst & Anderson was here making a presentation to the Council on
making the driveway to a parking lot on the South side of their build-
ing and as Chairman of the P & Z and the only member of the P & Z who
was a member at the time of the original hearing. I stated publically
and privately that in the original hearing that they committed to
moving the garage and putting the driveway on the north side of the
property, the City Clerk has reviewed the tapes of the original hear-
ing, based on my memory I was incorrect, they did not agree to do that
at the original hearing, for that I owe them an apology publically and
privately and they got it. That is not to say however that I disagree

with the other terms and conditions that were set convenient to them_by
the Planning & Zoning and passed by the City Council. I believe the first
extension was a mistake and I feel it would be a mistake now to alter
any other conditions, change the paving, change the time restrictions,
I think those things should remain in place.
Being no further business to come before the Council the Motion was
made by Myers and seconded by Tolsma to adjourn at 7:45 p.m.:
