DEPARTMENT REPORTS: \, • MERIDIAN CITY COUNCIL OCTOBER 6, 1986 Regular Meeting of the Meridian City Council called to order by Mayor Grant Kingsford at 7:30 p.m.: Members Present: Bill Brewer, Ron Tolsma, Bert Myers, Bob Giesler: Others Present: Roy Porter, Kenny Bowers, David Allen, Bob Mitich, Ed Bews, Gary Smith, Wayne Crookston, Bob Wherry, Rich Allison, Dennis Kelly, Ronda Lowe: The Motion was made by Tolsma and seconded by Myers to approve the minutes of the previous Meeting held September 15, 1986 as written: Motion Carried: All Yea: Item #l: Vacation of Plat Lot#1 Timothy Subdivision: Dennis Kelly was present to represent. this request: There were no questions of the Council: Mayor Kingsford opened the Public Hearing,-there was no one present who wished to offer testimony,. the Public Hearing was closed. The Motion was made by Myers and seconded by Giesler to approve the Vacation of the Plat on Lot #1 of Timothy Subdivision: Motion Carried: All Yea: The Motion was made by ,Myers and seconded by ,Tolsma to have the City Attorney ,prepare an Ordinance on the. Vacation of the Plat: Motion Carried: A11 Yea: Item #2: Public Hearing: Amendments to the Zoning & Development Ordinance as proposed by the Planning & Zoning Commission: Mayor Kingsford , I will now open the Public Hearing, is there anyone present who wishes to testify on the matter? There was no response, the Public Hearing was closed. Are. there any questions of the Council? There were none. The Motion was made by Tolsma and seconded by Myers to accept and adopt the Findings of Fact and Conclusion as prepared by the City Attorney for the Planning & Zoning Commission: Motion Carried: All Yea: The Motion was made by Myers and seconded by Tolsma to approve the Amendments to the Zoning & Development Ordinance. Motion Carried: All Yea: Item #3: Escrow Agreement on the Eagle Road Mall Site: Mayor Kingsford, I see that a representative is not present but they have been in contact with the City Attorney and I will ask him to explain where we are on this item. City Attorney, I received a call from Mr. Marv Gibbons about five o'clock this afternoon and he has been delayed in Salt Lake with plane troubles, they are now talking about a letter of credit. with the development agreement basically the. same as before. He advised me that there would be something in my office. tomorrow on this. The Motion was made by Myers and seconded by Giesler to table this until the next meeting which would be October 20, 1986: Motion Carried: All Yea: Item #4: Pre-Termination Hearing: W/S/T .Delinquencies: Mayor Kingsford, You have been informed in writing, if .you choose to, you have a right to a pre-termination hearing, before. the Mayor & Council, to appear in person to be judged on facts and defend the claim made by the City that your water, sewer and trash bill is delinquent. You may retain Counsel. Is there anyone in the audience who wishes a pre-termination hearing?.There was no response. Due to their failure to pay their water bill or to present any valid reason why the bill has not been paid, their water shall be turned off on October, l5, 1986. In order to have their water turned back on, there will be an additional fee of $10.00. They are hereby informed that they may appeal or have the decision of .the City reviewed by the Fourth Judicial Court, pursuant to Idaho Code. Even though they appeal the water will be shut off. There was discussion on this. The Council was advised this would require a Conditional. Use Permit and a Variance MERIDIAN CITY COUNCIL. • OCTOBER 6, 1986. Page # 3: as this useage is not allowed under the Zoning. Ordinance and any beer license require a Conditional Use Permit. It was the consensus of the Council that they would forsee no problems if Mr. Cook obtained the proper permits. Councilman Myers, Sanitary Services has obtained the $500,000.00 Liability Insurance with the City named as additional insured. This was effective October 1, 1986. Mayor Kingsford, asked Councilman Myers to attend the hearing to be held October 9, 1986 by Ada County on the Impact Area Agreements. Mayor Kingsford announced the ground breaking at Western States Equipment Company°~~~ld be Monday .the 13th at 9:15 A.M. Dear Council Members ~~ . • =, °October ~~-1986 I I wish to locate an indoor soccer arena in the Fluaco In the Past year of searching I have located only one such building to fulfill these basic requiiements and unfortunately it is located in a zoning classificatio of light industrial. It is my hope that you will be convinced that due to the specific nature of my Proposed facility that the location a would ose no serious Problems in a li ht industrial are P 9 for the other area residents or those who would be using my facility. "I First of all as I mentioned above the Problem o~ finding a building with the clear span characteristics and height requireda limits me to specialized wareho4ses !._i most likely located in industrial zones. This indoor soccer field would be in operation only during evening hours ,from apprpximately 6x00 P.m. to 12.00 a. m. and on the weeke~nds~ eliminating any conflict with other tenants of the industrial location. The evening operation in this area would n t disturb any residences as might Prove to be a problem 'in a ___ neighborhood operation located in a commercial zone. Another Problem would be adequate parking and traffic. Unlike a facility located in a commercial zone there ill be plenty of reserved parking and late night traffic to and from the soccer facility will not disturb anyone ince there are no residences or businesses in the vicinity • building on Taylor Street in Meridian. The indoor soccer arena would consist of an astro turf field bounded on .all sides by a retaining wall a small bar area in which eer • would be sold and Possibly a small retail shop for s~me soccer iems. Due to the high cost of the astro turf and its installation I feel that I need the beer sales to ,keep __-__ players' fees to a minimum. To house such a facility I am bound by certain re~trictionsa the most significant of which is open space or a clear span building. I need approximately 15x000 square fe t of open area in which to Place the astro turf field ar~d above that area I need at least a ceiling of twenty five feet. b. ~ • Location of this facility in Meridian would have ositi~e economical effects on the comm4nity with one~thousand~users a week ~isitin9 the site: I also Plan to hold se~era soccer tournaments drawing teams from around the stay of Idaho as well as bordering states. These tournaments would bring Players in to the city for two to three days Pa ronizing local motelsand restaurants. My long range goals include summer soccer camps for youth and coaches which would entail lodging and food arrangements for one to two week Periods. Thank you for your consideration of my Plan. This facility ire ~riew of Idahos' rather severe climate will help ou young athletes in de~eloPin9 their soccer skills to a level close to other warmer Parts of the country.
