DEPARTMENT REPORTS: • • MERIDIAN CITY COUNCIL DECEMBER 1, 1986 Regular Meeting of the Meridian City Council called to order by Mayor Grant Kingsford at 7:30 p.m.: Members Present: Bill Brewer, Ron Tolsma, Bert Myers, Bob Giesler: Others Present: Roy Porter, David Allen, Kenny Bowers, Moe Alidjani, Miriam Barr, Bob Wherry, Bob Mitich, Gary Smith, Wayne Crookston: The Minutes of the previous meeting held November 17, 1986 were approved as written, Motion by Tolsma second by Myers. All Yea: Item #1: Bid on Police Car: Mayor Kingsford we have received two bids as of the deadline at 5:00 p.m.: The first bid is from Meridian Ford Sales in the amount of $12,129.00 & the other bid is from Bob Rice Ford in the amount of $11,765.00. The Motion was made by Giesler and seconded by Myers to have the Police Chief check the bids for proper specifications . Motion Carried: All Yea: Item #2: Bid Award on Sewer & Water Extension Project across the Freeway: Mayor Kingsford, I will ask the City Engineer if he has reviewed the Bids and if he has any problems with them: City Engineer, I have reviewed the Bids thet were submitted and the apparent low bid at the bid opening was Masco, Inc., of Boise and when I reviewed their bid, I found some errors in their additions and their corrected low bid is $281,891.00. That is compared to the $287,128.00 at the bid opening. Brewer, is this the same thing Masco, Inc. made reference to at the bid opening? City Engineer, Yes, he apparently had some materials price changes at the last moment and corrected these but did not change the bid total. This amounts to about $5,300.00 less than the orginal bid. The Motion was made by Brewer and seconded by Myers that the bid be awarded to the low bidder Masco, Inc of Boise in the amount of $281,891.00 Motion Carried: All Yea: Item #3: Pre-Termination Hearing Water/Sewer/Trash Delinquencies: Mayor Kingsford, You have been infromed in writing, if you choose to, you have the right to a pre-termination hearing, before the Mayor & Council, to appear in person to be judged on facts and defend the claim made by the City that your water, sewer and trash bill is delinquent. You may retain Counsel. Is there anyone present who wishes a pre-ter- mination hearing? There was no response. Due to the failure to pay their water bill or to present any valid reason why the bill has not been paid, their water shall be turned of on December 9, 1986. In order to have their water turned back on, there will be an additional fee of MERIDIAN CITY COUNCIL • • DECEMBER 1, 19 8 6 PAGE # 2 $10.00. They are hereby informed that they may have the decision of the City reviewed by the Fourth Judical District Court, pursuant to Idaho Code, Even though appeal the water will be shut off. The Motion was made by Giesler and seconded by Myers to approve the turn.-off list. Motion Carried: All Yea: Mayor Kingsford, the amount of the delinquencies amounts to $6,828.03: Item # 4: Approve the Bills: The Motion was made by Tolsma and seconded by Myers to approve the bills: Motion Carried: All Yea: Item #5: Renewal of Beer/Wine and Liquor Licenses: Mayor Kingsford, the City Clerk has advised me some of the fees have not been paid and it would be my recommendation that the renewals be granted upon payment of the necessary fees. I have also visited with the Police Chief and he has no problems with any of the renewals. The Motion was made by Myers and seconded by Tolsma that the Beer/Wine and Liquor Licenses be approved upon the payment of the necessary fees. Motion Carried: All Yea: Department Reports: Mayor Kingsford, it has been brought to my attention that the Steve Nesmith property has began to look again as it had in the past and I believe the Council is aware of the problem we had with the water situation. I will let the City Attorney bring you up to date on this. City Attorney, we orginally pursued this on a criminal basis and this was not allowed. I have sent Mr. Nesmith two different letters and have received no response. Mr. Nesmith advised the City Engineer he did not receive these letters. Mayor Kingsford, it would be my recommendation that we have the City Attorney send another letter Certified Mail and include in this letter about the appearance of his business and if we do not get a response have the Attorney proceed back with probable cause and ask the Judge based on further information allow a criminal action. There was discussion on this matter: The Motion was made by Tolsma and seconded by Giesler that the City Attorney pursue this matter. Motion Carried: All Yea: The City Attorney advised the trial date for Mr. Amyx was scheduled for December 17, 1986. MERIDIAN CITY COUNCIL. i DECEMBER 1, 1986 PAGE # 3 Department Reports Cont"d: Chief Porter, I have checked over the bids for the police car and both of the bids meet the specifications and it would be my recommendation that the Mayor & Council accept the low bid by Bob Rice Ford in the amount of $11,765.00: The Motion was made by Giesler and seconded by Myers that the bid of $11,765.00 by Bob Rice Ford be approved: Motion Carried: All Yea: Moe Alidjani was present and advised the Mayor & Council he would again this year be sponsoring a Christmas decoration program in the City. He asked if the City would be~willing to donate funds to. this program. It was the consensus of the Council that the City should not be involved in this program.... _ Mayor Kingsford, I would like to bring up one thing, sometime ago Mayor Kempthorne brought up the subject that maybe each City should contribute $20.00 for a brick with their name inscribed on it for the Plaza that is being made in downtown Boise, I think most everybody in the State has done this, I think this might be a good idea and would like to get the Councils imput on having a brick inscribed with Meridian. The Motion was made by Brewer and seconded by Myers that the City of Meridian purchase a brick for the new Town Plaza in Boise.
