Regular Meeting of the Meridian City Council called to order by Mayor
Grant Kingsford at 7:30 p.m.:
Members Present: Ron Tolsma, Bert Myers, Bob Giesler:
Members Absent: Bill Brewer:
Others Present: Jim Shearer, Walt Morrow, Roy Porter, Gary. Smith,
Bob Mitich, Kenny Bowers, Bob Wherry, Wayne Crookston:
The Motion was made by Tolsma and seconded by Myers to approve the
Minutes of the previous meeting held February 2, 1987 as written:

The Motion was made by Tolsma and seconded by Giesler to approve the
Minutes of the previous meeting held February 17, 1987 as written:
Motion Carried: All Yea:
Item #1: Report from Architects on City Hall Project:
James Shearer was present to make this report.
Shearer, Due to the cost factor involved in the bids, we need more
time to evaluate them before we make a recommendation to the Council.
We would ask that this be postponed until a later date.when we will
make a recommendation to the Mayor and the Council.
The Motion was made by Tolsma and seconded by Giesler that a decision
on the new City Hall project be postponed until the March 16, 1987
meeting.

Item #2: Request for extension.of time on Conditional Annexation and
Preliminary Plat on Locust Grove Manor:
The Motion was made by Myers and seconded by Tolsma to extend the
time on the Conditional Annexation and Preliminary Plat on Locust
Grove Manor until March 17, 1988,as requested by Hosac.

Item #3: Pre -Termination Hearing Water/Sewer/Trash Delinquencies:
Mayor Kingsford, You have been informed in writing,if you choose to
you have the right to a pre -termination hearing before the Mayor &
Council, to appear in person to be judged on facts and defend the
claim made by the City that your water, sewer and trash bill is
Delinquent. You may retain Counsel. Is there anyone in the audience
who wishes a pre -termination hearing? There was no response. Due to
their failure to pay their water bill or to present any valid reason
why the bill has not been paid, their water shall be turned off on

March 10, 1987. In order to have their water turned back on, there will
be an additional fee of $10.00. They are hereby informed that they may
appeal or have the decision of the City reviewed by the Fourth Judicial
District Court, pursuant to Idaho Code. Even though they appeal the water
will be shut off.
The Motion was made by Tolsma and seconded by Myers to approve the turn-
off list as submitted.
Motion Carried: All Yea: The amount of the delinquencies is $6619.20:
Item #4: Approve the Bills:
The Motion was made by Tolsma and seconded by Myers to approve the
payment of the bills:

Department Reports:
City Engineer, as the Council knows I am one of the representatives and
a voting member on the APA Board, the Air Quality Board has proposed two
amendments which will be voted on at the March APA Board Meeting and
I would appreciate the Mayor-.& Council imput on the amendments. One of
the amendments has to do with the extension of the program and the other
is to change the cost of the certificate from $3.00 to 4.00.
There was discussion on these items as well as the program in general.
It was the concensus of the Council that the amendments as written were
as should be and the City Engineer should use his own judgement when
this came to a vote.
City Engineer, to update the Mayor & Council on the water & sewer ext-
ention project it is to Overland Road and I met with the ACRD and obtained
approval to cut the pavement on Overland Road. The project should be
completed by April 1, 1987:
Walt Morrow, Planning & zoning Commission, the Members of the Commission
have came to a decision to only have five members with the Chairman
being a voting member, in structuring the Commission this way we could
have two members absent and still conduct business. The Mayor & Council
had no objections to changing the Commission along these lines.
Mayor Kingsford, there has been some discussion to changing the Council
Meetings to Tuesday nights, does the Council have any comments on this?
Myers, I have no problems with this, in fact it would be better for me
as I have some other _Organizations to which I belong that meet on
Monday nights.
Councilman Giesler and Tolsma also had no problems with the change, they
felt they_would.be able to be more prepared for the meeting especially: -
when they have been out of the area for the weekend.
Mayor Kingsford, as the Council is aware Councilman Brewer has a conflict,
but most of the other Cities in the area have changed their meeting to
Tuesday night due to other committment on Monday. This would also take

care of the problem of the Monday Holiday. What is the Council decision?
The Motion was made by Giesler and seconded by Myers to have the City
Attorney prepare an Ordinance to change the Meeting night of the Meridian
City Council from Monday to Tuesday night. This would be effective upon
passage and publication as required by law.
Being no further business to come before the Council the. Motion was
made by Myers and seconded by Giesler to adjourn at 8:00 p.m.:

In accordance with our conversation, this letter is to request an
extension of both the preliminary plat approval and the
conditional annexation approval for the subject project. Both of
these items were approved by the City Council in their regularly
scheduled meeting of March 17, 1986. We are requesting that both
the preliminary map and conditional annexation approvals be
extended until March 17, 1988.
The reason for this request is that the local economy and
financing situation has not been conducive for this project to
proceed at this time. However, we remain optimistic that the
project can proceed within the extended time period that we are
requesting.
Would you please let me know if the City Council would desire a
representative to be present during the meeting when this request
is discussed. We appreciate the City's support for this project
and for their consideration of this request.
