DEPARTMENT REPORTS: • MERIDIAN CITY COUNCIL MAY 5, 1987 Regular Meeting of the Meridian City Council called to order by Mayor Grant Kingsford at 7:30 p.m.: Members Present: Bill Brewer, Ron Tolsma, Bert Myers, Bob Giesler: Others Present: Wyeth 5chweers, William Haylett, Eugene McKinney, Albert Chastain, Irene Chastain, Kendel Jorges, James Barham, Dave McFadden, Wayne Crookston, Bob Wherry, Roy Porter, Kenny Bowers, Aloys Schlekeway, Walt Morrow, Marty Broom, Julie Stutts, Members of Just Say No Club. The Motion was made by Tolsma and seconded by MYers to approve the minutes of the previous meeting held April 21, 1987 as written: Motion Carried: All Yea: Mayor Kingsford read a Proclamation declaring the week of May 10th through May 16, 1987 as "Just Say No Week". ITEM #1- Ji .pc -P Mr.ACVFadden was present representing the Just Say No Club and the Mayor & Council were presented with Honorary Memberships in the Just Say No Club by individual members of the Club. ITEM # 2: Veterans on Memorial Day Program: Mr. Wyeth Schweers, Officer of the Day for Memorial Day, American LegionPost #113 read a request from the various Veterans Organizations urging the Mayor, Council and the general public to attend the ceremony to be held on May 25, 1985 at 11:00 A. M. at the Field of Honor in the Meridian -Cemetary. Mr. Schweer asked that the Mayor &Council proclaim Wpsesday May 20, 1987 as Poppy Day for the American Legion and we have a request from Mr. Al Chastain from the VFW #4000. Mr. Chastain, I have the same request that the Mayor & Council proclaim May _30,1987 as Poppy Day for the VFW. Mayor Kingsford advised that this would be done. Item #3 & 4: Fireworks Permits: Mayor Kingsford, we have two persons who missed the deadline of April, 1, 1987 for obtaining their fireworks permits. This is Mr. Heck from Rocky Mountain Fireworks and Marty Broom. The Motion was made by Brewer and seconded by Tolsma chat a Variance be granted in regards to the time for Fireworks Permits for Mr. Heck Rocky Mountain Fireworks and Marty Broom and allow them to obtain their Permits. Motion Carried: All Yea: MERIDIAN CITY COUNCIL • MAY 5, 1987 PAGE # 2: Item #5: Pre -Termination Hearing: Water/Sewer/Trash Delinquencies: Mayor Kingsford, You have been informed in writing, if you choose, you have the right to a pre -termination hearing before the Mayor and Council, to appear in person to be judged on facts and defend the claim made by the City that your water, sewer and trash bill is delinquent. You may retain Counsel. Is there anyone in the aud- ience who wishes a pre -termination hearing? There was no response. Due to their failure to pay their water bill or present any valid reason why the bill has not been paid, their water shall be turned off on May 13, 1987. In order to have their water turned back on, there will be an additional fee of $10.00. They are hereby informed that they may have the decision of the City reviewed by the Fourth Judicial District Court, pursuant to Idaho Code. Even though they appeal the water will be shut off. The Motion was made by Tolsma and seconded by Giesler to approve the turn-off list as submitted. Motion Carried: All Yea: Mayor Kingsford, the amount of the delinquencies is $5,087.10: Item #6: Approve the Bills: The Motion was made by Tolsma and seconded by Myers to approve the bills. Motion Carried: All Yea: Item #7: Ordinance # 478: Change of Precinct Boundries: Mayor Kingsford, An Ordinance repealing Section 1-501, Precincts, of Title 1 Chapter 5, of the revised and cam ilA�&. Ordinances of the City of Meridian and re-enacting said section to delineate and define new Election Precincts and the boundries thereof, and providing an effective date. This Ordinance reflects the boundries that were discussed at the last meeting, this balances the precincts for voting purposes. Is there anyone in the audience who wishes Ordinance # 478 read in its entirety? There was no response. The Motion was made by Myers and and provisions of 50-902 and all that Ordinances be read on three and that Ordinance Number 478 as seconded by Brewer that the rules rules and provisions requiring different days be dispensed with read be passed and approved: Motion Carried: Giesler, Yea: Myers, Yea: Tolsma, Yea: Brewer, Yea: Item #8: Ordinance # 479: Changing Salaries of Elected Officials: Mayor Kingsford, An Ordinance repealing Section 1-1101, Title 1, Chapter 11, revised and compiled Ordinances of.the City of Meridian Ada County, Idaho, entitled salaries of elective officers and reenacting said section to provide for changes in the salaries of the Mayor and City Council of the City of Meridian, Idaho, and repealing Section 1-1102, Title 1, Chapter 11, revised and compiled MERIDIAN CITY COUNCIL • • MAY 5, 1987 PAGE # 3 Ordinances of the City of Meridian, Ada County, Idaho entitled salaries of appointive officiers and re-enacting said section to reflect that there is no appointive officer known as the police judge within the City Government, and providing an effective date., for the public's information this is to increase the salaries of the Mayor and City Council $100.00 per month, with the Mayor making $800.00 per month and the Council making $300.00 per month, is there anyone from the public who wishes Ordinance #479 read in its entirety? There was no response. The Motion was made by Brewer and seconded by Giesler that: the rules and provisions of 50-902 and all rules and provisions requir- ing that Ordinances be read on three different days be dispensed with and that Ordinance Number 479 as read be passed and approved. Motion Carried: Giesler, Yea: Myers, Yea: Tolsma, Yea: Brewer, Yea: Item # 9: Ordinance # 480: Designation of Council Seats: Mayor Kingsford, An Ordinance amending Title 1, Chapter 7, of the revised and compiled Ordinances of the City of Meridian, by the addition of a new section to be numbered 1-702A and entitled Council Seats which will assign a number to each seat and require that candidates seeking election to the Council shall file for one of the assigned seats and providing an effective date. Is there any- one from the audience who wishes Ordinance #480 read in its entirety? There was no response. The Motion was made by Giesler and seconded by.Myers that the rules and provisions of 50-902 and all rules and provisions requiring that Ordinances be read on three different days be dispensed with and that Ordinance Number 480 as read be passed and approved. Motion Carried: Giesler, Yea: Myers, Yea: Tolsma, Yea: Brewer, Yea: Item #10: Request for Sever Hookup outside City Limits by Aloys Schlekeway: Mayor Kingsford, this property is located out by the High School, have you all read this and are there any questions or discussion? There is a map attached that show where the sewer could be hooked up. They have a problem with being able to obtain a satisfactory perk for a septic system. They are aware they would have to pay the double hookup charge. Schlekeway, Central District advised I was within 300 feet of a sewer line and would not grant a permit unless the Council turned me down on hooking to the sewer. The was discussion on annexation. The Motion was made by Giesler and seconded by Myers to approve the request for a sewer hook-up by Aloys Schlekeway Motion Carried: All Yea: MERIDIAN CITY COUNCIL • • MAY 5, 1987 PAGE 4 Mayor Kingsford, the Council Members need to advise on their desires on attending the AIC Convention, what you want to do so we can be making reservations and etc. for those who plan on attending, try to have those into the City Clerk by next Monday. Next Tuesday I have an invitation from Western States Equipment to go out before they start moving, Jim King will be there and agreed he would take anyone from the City through the building, this would be at 3:30 p.m.: They will be having their Grand Opening on June 26, 1987. They will be open for business at this location on May 26. Department Reports: Myers, Ada County Highway District denied our claim on the manhole, advising they had no liability it was a City problem. It was the concensus of the Council not to pursue this further. The Motion was made by Myers and seconded by Brewer to adjourn the Meeting at 7:55 p.m.: Motion Carried: All Yea: One other Item of business needed discussed so the Motion to adjourn was withdrawn. The Motion was made by Giesler and seconded by Tolsma to reopen the meeting: Motion Carried: All Yea: Mayor Kingsford made reference to a letter received from the Masonic Lodge asking that the City share in the expense of repairing the parking lot at their building. The City in 1962 had entered into a lease where the City had paved the lot in return for use of the lot for a period of twenty years. At that time we had the equipment we did use the lot as we had that small park in that area and had a well in that area. What is the Council's thoughts on this request? Brewer, I know the plea comes out of the shortage of funds on the Lodges part but I really feel under the circumstances that we as a City have really nothing to do with that being used by some of the business people in the downtown area. We no longer have the park there or the well there and I feel we really do not have any busi- ness participating in these costs. Mayor Kingsford, I would like to suggest to the Council that we pass this on to the Chamber of Commerce with basically those comm- ents that it does benefit a number of businesses downtown but the City really does not have any vested interest in it. Giesler, I think that is an excellent idea and agree with Mr. Brewer that the businessess get benefit from it but the City does not. The Motion was made by Tolsma and seconded by Myers to have the City Clerk who is a Chamber Board Member pass this on to the Chamber of Commerce. In my opinion, I believe you have more apathy toward our holidays and military services than the general public has, however, how often have you been called by your Commanders or other represent - Ives of your post to take part in Memorial Day services, Veterans Day services or military funerals only to say that you have made other plans? How often have you declined with some lame excuse? How often have you 5 -AID yd v would be there, than said to yourself "Oh, they can get enough men, they / don't need me so I'm not going"? How often have you said "I can't do thatl I don't know how"? Do you know that you may be the one person who may make the difference between success or failure of the program or funeral? How do you think we feel when we call you and you turn us down? It really hurts - I know because I am one of those who has called you more than anyone else. Your Officer of the Day for military programs, Chip Schweers 0 "JUST SAY NO" WEEK PROCLAMATION WHEREAS, the "JUST SAY NO" program is a national program organized to aid the youth of our country, state and city to JUST SAY NO to drugs and alcohol; and WHEREAS, the Meridian Optimist Club is the local sponsor and organizer of the Meridian "JUST SAY NO" program and has promoted the program through our local schools; and WHEREAS, "JUST SAY NO" is a national program and the week of May 10 through May 16, 1987 is the National "JUST SAY NO" WEEK.. WHEREAS, the "JUST SAY NO" program is a viable program and does have significant participation by the children in the schools in which it has been set up. NOW, THEREFORE, I, Grant P. Nichols W.M. 310 E 3rd street Meridian, ID 836+2 STATED COMMUNICATIONS SECOND TUESDAY OF EACH MONTH in 1962 the City of Meridian and the Masonic Lodge , of Meridian, entered into a lease of the Masonic Temple Parking lot, wherein the City paved the parking lot and in return the City had use of said parking lot for "off street" parking for the period of twenty years. This lot is still being used as off street parking, which is still of value to down town Meridian, judging from the number of cars which are still being parked there every day. The pavement on this lot is in need of patching, resealing and striping to prolong it's life.
