DEPARTMENT REPORTS: • • MERIDIAN CITY COUNCIL MAY 19, 1987 Regular Meeting of the Meridian City Council called to order by Mayor Grant Kingsford at 7:30 p.m.: Members Present: Bill Brewer, Ron Tolsma, Bob Giesler: Members Absent: Bert Myers: Others Present: Roy Porter, Wayne Crookston, Bob Wherry, Lorna Loveland, Members of Scout Troop #150: The Motion was made by Giesler and seconded by Tolsma to approve the minutes of the previous meeting with the correction that it was Dave McFadden who represented the "Just Say No" Program rather than Dan McFadden: Motion Carried: All Yea: Mayor Kingsford read a Proclamation declaring May 20, 1987 as American Legion Poppy Day: Mayor Kingsford read a Proclamation declaring May 30, 1987 as VFW Post 4000 as Poppy Day. Item #l: Continuation of .Public Hearing on Meridian Greens Final Plat: Mayor Kingsford, Mr. Fuller and Mr. Scott were in my office today and asked that this be continued for one more meeting and they have asked, they have had several meeting with ACHD, that we write a letter supp- orting their efforts to not have SE5th Street be a major collector street, I told them that I thought the City could support that they not have the vertical curbs but they have the width for a collector street. That they have the rolled curbs so they would not have to put in the curb cuts and tear them as the lots are built on. They wanted to block the first seven acres and maybe zone it something different later. '~h basically agreed to this. The Motion was made by Brewer and seconded by Tolsma that the Public Hearing on Meridian Greens Final Plat be continued until the June 2, 1987. Motion Carried: All Yea: Item #~2: Sewer Hookup out side the City Limits: Anita Chase, 370 North Linder: Mayor Kingsford, we have approved several of .these homes along here and allowed them to hook to the City Sewer System, I think there is three or four of them already hooked up. This is in the area south of the railroad tracks in the Hepper Subdivision. The Motion was made by Tolsma and seconded by Brewer to grant approval for Anita Chase, 370 North Linder to connect to the City Sewer. MERIDIAN CITY COUNCIL • • MAY 19, 1987 PAGE # 2 Motion Carried: All Yea: Item #3: Lorna Loveland, Request to place Sno-Cone Shack at Foodtown: Lorna Loveland, presented a letter from Mr. Jerry Johnson which allowed her to place the Sno-Cone Shack on the Foodtown property. We would like to keep this in place from the 1st of June to the 1st of September. Brewer, will your facility look like the one at the other end of town? Loveland, yes and no, it is a small building like that but will be different colors but yes basically, we are building it, building it to the specification required by Central District Health. Brewer, will it go out by their existing sign or where will it be placed? Loveland, It will be in the North part of the parking lot back next to the fence. It will be a least. twenty-five feet off the street. It will set so his sign will still have access to people driving by as he does not want it blocked. Tolsma, it will be about. the same size as the other one? Loveland, yes, it is six by eight. We have had these in the Nampa area for about three years now. Mayor Kingsford, you will need to get a electrical permit from the City to connect the power. Giesler, not having a map of how it will be set on the property we might have them contact the Police Chief to make sure it is not set so that we have a problem with sight triangle at the intersection. Mayor Kingsford, I think Mr. Giesler 's point is well taken, when you get ready to place the building, why don't you check with the Police Chief. The Motion was made by Tolsma and seconded by Giesler to approve of a Variance to allow Lorna Loveland to place a Sno-Cone Shack at Foodtown. Motion Carried: All Yea: Item #4: Valley News, Request to go door to door for subscription drive: Bob Wherry, what we are requesting is Council approval to sell subscript- ions door to door in the City of Meridian between now and June 30, 1987. We would have a crew of the maximum of six, probably normally be two or three people, each will have a special identification showing that they are Valley News representatives, we will have the crew leader call the Police Office each afternoon before they start and advise which neigh- borhood they will be working, how many are in the crew and who they are. We are not going to use a hard sell approach, each crew member will give a free copy of the newspaper to the household, describe what the Valley N~+us is about and ask them to subscribe for one year, if they say no, that will be it. Frankly we need the subscriptions to attract more advertising and we need the advertising to survive. Motion Carried: All Yea: • and seconded by Brewer to grant the request door for a period from now until June 30,1987 Mayor Kingsford welcomed the Members of Scout Troop 150 who were in attend- ance at the meeting. Department Reports: Crookston, I would advise the Mayor & Council that the various Attorneys from the Cities involved in the pending lawsuit are meeting Thursday at 10:00. Mayor Kingsford, for the record that is the suit with regards to Franchise Fees collected supposedly illegally since the Highway District was formed. Counselor, is there any update on the property South of us? Crookston, I looked at it today and all the loading dock area is cleaned up but he has cars in the alley Tolsma, has the letter been sent to the owner of the property located at 1103 East First? Crookston, I talked to him personally and he informed me he was going to do two things, one he was going to get with his tenant to get it cleaned up and the other thing he was considering was rezoning the property and moving some other type of business in there, I got the idea that maybe he was talking about some kind of office. Brewer, as Fire & QRU Commissioner, I am sure that the rest of the Council and the Mayor .would join me in my remarks in regards to the two car accid- ent which occurred Wednesday May 13, 1987, at the corner of Meridian & McMillian Road. On the scene that morning were three fire trucks that included nine firefighters, 2 EMTs and our Quick Response. Unit, eight paramedics with three or four ambulances, the life flight helicopter and the Meridian Police Department. I was informed that at the time of arrival on the scene each victim was considered critical and were treated as such at that time as far as being removed from the accident and to the Hospitals. It is my thinking that it is a miracle that some of those young people did not actually die at the scene of the accident and I have to believe that it is due to the expendience and professional care given them all that they all survived. All of those emergency personell at the scene are to be commended for the way they handled the situation and we have to be very proud of them all. It is not often they are called upon something of that magnitude and for them to be able to respond as they did it is remarkable. Councilman Tolsma, who was on the scene heartly concurred with Mr. Brewers statement. Mayor Kingsford, these comments are very well taken, two items I have, the Cty:insurance~came up for-~~errewal Friday, we were given proposals by both Meridian Insurance and All-American Insurance, during the last period of time the Council was probably aware we had most of the cover- MERIDIAN CITY COUNCIL • MAY 19,1987 PAGE # 4 age through Meridian Insurance Agency and the police coverage was through Pennco with All-American. In these proposals we received the .proposal by All-American was a small amount over $2,000.00 less than the proposal by Meridian Insurance, we did go ahead and bind that last Friday because it was due and would like the Council's approval on that. The Motion was made by Giesler and seconded by Tolsma that the City accept the proposal that was received from All-American Insurance for the renewal of the City's insurance in the amount of $60,363.00. Motion Carried: All Yea: The Motion was made by Giesler and seconded by Tolsma to authorize the Mayor and City Clerk to sign the necessary contracts for the insurance for the period May 15, 1987 to .May 15, 1988. Motion Carried: All Yea: Mayor Kingsford, the other item I have, is we need the Departments to start work on their budget, we need these by the end of June. With regards to salaries for employees hold off on that till last, we are going to be getting some more information on what the new tax formula on the sales tax will mean to the City and we will have a better idea what we will have in the budget to offer.
