Meeting called to order at 7:40 P.M. by Mayor Don M. Storey.

Agenda Meridian Park Estates (Preliminary Plat)
2 Larry Sale was present representing Meridian Park Estates.
He requested two (2) variances for block lengths between Dora and Rachel;
Barkley Street and South boundry.
Planning and Zoning has approved.
Glaisyer inquired about restrictive covenants.
Sale replied that they were not submitted, but stated that they would have them
prepared.
Storey stated that it is not a policy in Planning and Zoning but has reen required
by the Council.
Sale stated that he was unaware of the requirement.
Welker stated that the comments from the Fire Department involved the Cul-de-sac
length. (See Comment Sheet - with these minutes)
Sale responded to the comment sheet and agreed with (1); Disagreed with (2) because
of problems with the canal; (3) he explained the access network.
Williams inquired as to what they will do with the Five Mile Creek area.
Sale stated that it is a government right-of-way. They discussed it with Planning
and Zoning and 3t would make a good path system. The use of easement land was
discussed.
Glaisyer stated that they had a similar situation at Centre Valley and are negotiating
with POR to get it deeded to them so they can have a green belt.
Welker discussed the Cul-de-sac situation.
Street alignment was discussed.
Sale stated realignment is difficult because of the canal.
The ordinance allows it and they felt they should be able to go with it.
The Motion was made by Richard Williams and seconded by Grant Kingsford that the
Preliminary Plat for Meridian Park Estates be approved with the necessary
restrictive covenants being submitted before the Final Plat is submitted and
granting two (2) block length variances.

5 Hunter Estate (Preliminary Plat)
Clarence Glenn was present representing Hunter Estates. He stated that they have
submitted a corrected plat and protective covenants.
Zoning was clarificed as "A" Residential, it is unsubsidized housing, no open
space was provided and density was discussed.
The Mayor read the comment sheet (see evidence - filed with these minutes)
Kingsford stated that he is troubled with the density.
Glaisyer stated that the density is not particularly high for multiplex development,
but was not pleased with the covenants submitted. 1,200 sq. feet in a duplex is too
small. Also, in the two (2) Story duplex the minimum needs to be higher. Square
footage space was discussed.

3 Glenn stated that the square footage is in error, the figures are one-half what they
should be.
Glaisyer stated that he would like to see a more definitive statement on grounds
maintenance.
The matter was discussed.
Williams stated that they are trying to protect future owners of the property.
Green stated that Storey Drive should be Storey Avenue.
Glaisyer inquired if the covenants contained landscaping.
The Motion was made by Joseph Glaisyer and seconded by Richard Williams to approve
with changes in the covenants based on what was discussed and requirments of ACHD.

Frost outlined a contiguous area needing splitting, 155 feet on Linder and 98 feet
on the back.
Storey stated that it could be acted on tonight.
Glenn asked if it would be feasible to require the same criteria as the other lots.
The Motion was made by Richard Williams and seconded by Grant Kingsford to accept
an additional lot as described, 155 feet by 95 feet.

4 Meadow View #2 (Preliminary Plat)
Storey stated that Meridian is growing fast because of sewer and water. He also stated
that he would hate to see the capacity of the plant and water used up without looking
to where our major income is coming from.
Jim Rees and Roger Jones were present representing Meadow View #2. Rees spoke on
Meadow View. North 11th Street to continue to the north and Chateau Avenue to be
considered as an arteri-al connecting to 8th Street. The off -set could be a traffic
hazard and outlined AcHD position as he interpreted it.
Williams disagreed if the Sewer Plant was made into a park and Chateau was extended
it would bisect the park.
Rees stated that if there was a desire to have a green belt along Five Mile and
the street continued it would provide access and parking to the facilities.
Williams stated that the definition of a neighborhood park excludes parking.
The purpose of a neighborhood park is to provide off street parking. Driving to
the park was discussed.
Williams discussed the problems with straight through traffic. If the park is
developed, bike paths are needed between the houses.
The stubbing of one street was discussed.
Ellsworth outlined the easement.
Rees stated that he felt it was better to deadend the road at the sewer treatment plant.
Williams stated that there has to be access to the park.
Water lines were discussed.
Glaisyer stated that on the covenants, the minimum figure for a dwelling of $25,000
is too low. It should be around $45,000 to $60,000, minimum square footage for a
one (1) story 900 square feet; the City is requiring 1,350 sq. feet.

Meadow View #2 (Preliminary Plat)
Jones stated that they were planning 1040 as a minimum (sq. ft.).
Glaisyer restated the City requirement. He stated that he wanted to see something
on landscaping and two car garages.
Jones stated that they would have garages but felt the square footage was unreasonable,
and inquired if it was a low.
Storey stated that it was a City Policy.Upgrading of Meridian housing was discussed
and the feasibility to developers.
Jones stated that the only problem was with the square footage.
The matter of Meadow View #2 was layed aside.
Crestwood Estate Centre Valley
Councilman Glaisyer abstained from taking any action on this annexation.
Clare Glenn was present representing Crestwood Estates. He outlined the boundary
of the Annexation. They are requesting "A" Residential.
Williams inquired about density.
Glenn stated that overall it is 4.2 with open space.
The Motion was made by Richard Williams and seconded by Grant Kingsford to annex
the 26.7 acre Crestwood Estate Centre Valley as "A" Residential.
Motion passed: Williams, yea; Kingsford, yea. Glaisyer, abstained
Doxo (Annexation)
Larry Sale was present representing DOXO. He outlined the location.
Less than 5 acres; asked for A Residential; Services and utilities are provided.
They will construct to City Codes and adjacent to Five Mile Drain.
Glaisyer recommended that DOXO be annexed and zoned "A" Residential, seconded by
Williams.
Motion passed: Glaisyer, yea; Williams, yea; Kingsford, yea.
Ordinance Number 332 was read entitled: AN ORDINANCE ANNEXING AND ZONING CERTAIN
REAL PROPERTY WHICH IS DESCRIBED AS FOLLOWS: A PART OF THE NW 1/4 NW 1/4, SECTION
13. T. 3N., R. 1W., B.M., AND A PART OF LOT 4, SECTION 1, T. 3N., R. 1W., B.M.
ADA COUNTY, IDAHO, TO THE CITY OF MERIDIAN, WHICH PROPERTY IS ADJACENT AND CONTIGUOUS
TO THE CITY OF MERIDIAN, ADA COUNTY, IDAHO.
The Motion was made by Richard Williams and seconded by Grant Kingsford that the
rules and provisions of 59-902 and all rules and provisions requiring that Ordinances
be read on three different days be dispensed with and that Ordinance Number 332
as read be passed and approved.

Sunnybrook Farms #2 (Final Plat)
Gene Wright was present representing Sunnybrook Farm.
The Mayor inquired if all contingencies from the Preliminary had been met.
Wright stated "yes, as far as he knows'.
Williams inquired if recreational easements had been granted.

b�7R$ad) Sale stated that in the Planning and Zoning meeting the agreement was to add the
7 words "recreation Open space" to the standard easement languages on the plat;
this is supposed to be worked out with the City Attorney.
Sale stated that this would avoid working out an easement with a number of property
owners.
Storey inquired if the City Attorney has this.
Sale replied that they will correspond with the Attorney office.
Williams inquired if there was a Homeowners Association in the development.
Sale stated that at the Planning and Zoning meeting it was decided there would be
a Homeowners Association.
Williams stated that it had been discussed earlier that the park would be deeded
over to a Homeowners Association, not the City. This should be clarified.
Wright stated that they are flexible on who to deed it to.
The Motion was made by Grant Kingsford and seconded by Joseph Glaisyer that
Sunnybrook Farm #2 be approved.

8 Leavitt-NuPacific (Golf Course)
Wally Lovan supplied a list of agreement from recommendations from the Golf Course
Committee. He stated that he would like them for the record, as follows:
Golf Course Committee recommends and NuPacific Company, Inc., arrived at the
following agreement:
NuPacific Company, Inc. Acknowledges the following corrections are needed and will
provide as follows:
1. Water well will be fully installed and ready to service the Golf Course.
2. Gravel parking for the Club House
3. Cement ditch in Fairway will be torn out and removed completely.
4. The electrical system will be completely checked out and automatic
sprinkler system shall be in full working order.
5. Additional Land shall be provided for storage of equipment.
6. A building over pumps and electrical shall be provided.
7. Two bridges over #5 Fairway shall be built.
8. Ramp curbs to be installed across street for equipment crossing #8-#9,#10-#11
9. Repair of 6" water line across ditch on Fairway #5 shall be completed.
Wright stated that something is trying to be worked out, but cannot commit
Mr. Leavitt at this time. The attractiveness of temporary shelters was discussed.
Storey stated that in the future there should be cart storage and inquired who would
build them.
Wright replied they would donate the land and it is up to the Corporation to construct
them. They should be away from homes and the street.
Lovan stated that they would like ten (10) spaces before next year.
Storey inquired if they could supply the land for ten (10) stalls.
Wright did not think there would be a problem. They will cover the pumps and fence
the electrical panels.
Lovan stated that he was afraid they would lose the pumps.
Storey stated that Mr. Leavitt stated the pumps would be taken care of.
Wright discussed the pump problems. He recommended a waiting period and see the
attitude. Wright stated that they would consult with a pump expert to determine
the status.

11 The letter from Jack Dowdle was brought up on sewer connections.
Williams stated that he did not see how anyone can be hooked up.
The situation was discussed.
Dowdle stated that Tom Turco from District Health had stated when the ground water
subsided some could hook on.
Kingsford stated that it could jepordize City funding.
The Council was in agreement that no new hook-ups would be allowed. The time
table for the new start-up was speculated on.
Agenda Meadow View #2 was reconsidered. They requested approval with the 1,350 square feet
12 minimum because there was no choice.
The Motion was made by Joseph Glaisyer and seconded by Richard Williams to approve
the Preliminary Plat based on 1,350 square feet minimum, extention of N/W llth Street,
stubbing Chateau Drive and other conditions outlined.

DEPARTMENT REPORTS
Agenda Superintendent Stuart reported on West Pine. The City has spent around $30,000 to
13 move lines.
Storey stated that we had not anticipated spending a lot of money but because of the
poor engineering it was necessary.
Williams inquire how much was attributed to moving the water lines due to the
engineering problem of moving the storm drain.
Stuart stated around $5,000.
Williams requested that this be documented.
Poor engineering and future freezing problems were discussed.
Glaisyer inquired if the City was going to get together with ACHD.
Williams outlined the situation that developed and stated there was a question of
who had jurisdiction, the State or ACHD. The grade of the storm drain conflicted
with City lines.
Stuart stated that he needs a new back hoe for around $27,000.
Williams inquired what was available throught the State.
Storey instructed Stuart to report what he needs and the price.
Stuart stated two (2) pickups, a dump truck, another lawn mower and sweeper around
$5,000.00 a piece, a pipe locator $600.00 - $700.00, industrial push -type mower
$300.00 - $400.00, cover for pipe in yard at $45,000 or $22,500 - $25,000.
There is a problem with Fire hydrants on West Pine. This was discussed.
A914da Superintendent Ward stated that they need transportation.
Agenda Building Inspector Schoen had nothing to report.

Agenda City Engineer Ellsworth presented pay estimates:
16 Fire Hydrants and charging of the lines was discussed.
Partial payment #5 Contract 7, Galey Construction, Phase III, for September
Total $177,832.99 and recommended approval.

Estimate #5 be approved.

Schedule A for September in the amount of $1,000.44 and recommended approval.

Ellsworth presented
Pay Estimate #12, Treatment Facility to DVY for September in the amount of
$109,998.45 and recommended approval.

Payment #12, Waste Water Treatment Facility.

The Financial situation was discussed on the projects and Interim Financing.
Ellsworth stated that he has worked out a cost recovery and user charge system.
Engineering Statement for September in the amount of $7,960.49 was present by
Ellsworth and recommended for approval.
The Motion was made by Grant Kingsford and seconded by Joseph Glaisyer to allow
the Engineering Statement for September.

Ellsworth outlined the User Charge System based on water consumption Operation and
Maintenance and Bonds come to approximately $250,000, Income and Operation and
Maintenance cost at about $130,000.
The figures need to be reviewed by the City Clerk. From that Bond redemption was
estimated, using the Comprehensive Plan, at $140,000 for Operation and Maintenance
and $30,000 for the Collection system, $15,000 for contingencies bond redemption
is close to $100,000 for the sewer. They come with a User Fee that has to come
up with $190,000. The Formula was presented.
Using rough figures on a straight line basis the minimum charge of $3.05 for the
first 4,000 gallons; $3.75 for 4,000 - 5,000 gallons; $4.60 for 5,000 - 6,000 gallons,
it comes out to $.75 to $.80¢ per thousand gallons, to handle collections, transport,
treatment and bond redemption. There is a possibility to set up a prorated scale
on economics of scale.
The Pros and Cons were outlined. Ellsworth requested which type of system the
City wanted.
Williams inquired if there could be a combination of straight line and pro -rated
above some point.
Ellsworth stated that it could be worked out.
He also talked to Rodding and Cleaning Machines Friday they were to be here today
but haven't showed up. One option for the City is to assess liquidated damages
after the time extention has passed. He will check into it.
Williams stated that they should be notified that the matter was discussed.
Estimates on pipe repair was discussed. EPA participation was brought out and the
requirements.

16 Ellsworth stated some of the smaller contractors are afraid of ACHD anymore because
of their conditions on pavement repair. This is somewhat justified because of
trench settlement.
Ellsworth reported on the Park. A letter was signed by the Mayor to get a time
extention so the City can get the parking lot paved and part of the ditch tiled.
Nampa -Meridian Irrigation might participate.
Lloyd Blackman felt the time extention could be made but was concerned where the
lot would be located. Ellsworth told him he would bring the matter up to the City.
Public Works Sup't. Stuart stated that he wanted to do away with the well at
City Hall. The situation was outlined.
The Motion was made by Richard Williams and seconded by Joseph Glaisyer that Well
Number 2 be abandoned.

Ellsworth brought up the Newkirk problem and how the situation developed. He
suggested to the Mayor to extend the line before the road is paved at a cost of
$2,000.
City Clerk Cox reported there is a concern with Townhouses, Condominiums and
Zero lot lines. The City, from an administrative standpoint, needs an ordinance
to use as a instrument.
The situation was discussed.

Meridian QRU has been in continuous service for the year of 1978 with:no,ou'
of service time due to lack of participation of volunteers. There are 37 '
active volunteers on the roster. We lost a few volunteers through the year
because of personal reasons. We have a new class of about 25 volunteers dul
to start January 8, 1979.

The van was demonstrated to classes at the elementary and Intermediate
schools several times.
The QRU van and volunteers took part in a Ada County mock disaster and
received good reports on their actions. Meridian Fire Department and QRU
were the first units on the scene.

Gem Estates, and Jack W. Dawdle an individual property owner, would like
to submit for your consideration the followino recuest: Permission to
connect to the city sewer when the water table subsides, about Oct. 15, 1978.
This incluces two 4-plexes under construction for Mr. Dawdle and also one
4-plex under construction fcr Mr. Gary James. Also seven unimproved lots
for Gem Estates.
iie would eooreciate it if you w..id consider our position. To construct
a temporary septic system on th,se lots would make our costs unbeerable,
especially those buildings under construction.
From our knowledge of this Meridian area, the water table droos about the
middle of Oct. thereby releavinc theflow into the present sewer plant.
Flsc, the projected operational time table we understand for the new sewer
will be the sorinb of 1979.
From tnis observation, if we could connect to the present sewer line, this
would ce a solution to our needs and not jeopardize any city committments.

application. It is time that we get moving towardcompliance
the ,recent ICCFOA meeting I discussed the Meridian situation with A.I.C,
representative Michael McDaniele and was informed that will assist'
Meridian, at no cost, in setting up the program. We should invite Mr,; McDaniel$
to Meridian to present the program and inform the Council of the approach to
be used in implementation.
Data Processing:
Monday, September 25, Councilman Kingsford and myself visited Nampa +gid
reviewed their Data Processing Operation. Currently I am in the process of
developing budgetary implications of the new system and office reorganiwatton.
I should have a breakdown by the October 16 Council meeting.
Mobile Home Parks:

The Planning b Zoning Commission has requested the City Council to gtva
the Commission some guidelines on mobile home development'in Meridian. Ons
question that surfaces is the issue of ordinances on mobile home development and
whether to ,open it up before ordinances are adopted.
Recreational Easements:
At the Planning & Zoning meeting the recreational potential of the canals
was discussed. Rick Orton stated that, "if the easements are to be used fpr roer"—'
tional purposes, it should be put into the easement designation as soon as poeeibly"O
